existing on the highway in the Village of Chester, stating t'hat the bridge over
the Atlantic Coast Line Ry. near the Chester High School was inadequate for the
traffic now being passed over it, and that recently a least one school child
had been struck by a vehicle and while no injury was sustained it was a forceful
example of what could happen on this bridge. He suggested that the bridge
formerly used by the Virginia Electric & Power Company now owned by the Virginia
Department of Highways, together with approaching roads be conditioned for
travel and be used as a one-way bridge for west bound traffic on Route $1 at this
point; that the existing bridge be used for one-way travel for east bound traffic
at this point, and that by so doing it would relieve the necessity of passing
on the present narrow bridge and would give an opportunity to develop a protected
walk along these bridges. Upon consideration whereof, and on motion of H. T.
