expenses incurred in the operation and maintenance of his office for the month of
May, 1943, showing a total of $1036.37, of which the County had paid two-thirds or
$6?9.95, the remainder to be Daid by the State, and the Board approving the same,
the report is filed.
This day, Mr. Geo. W. Moore, Jr., Commissioner of Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenance of his office
for the month of ~ay, 1943, showing a total of ~838.00, Qf which the County had
paid two-thirds or $558.67, the remainder to be paid by the State, and the Board
approving the report, the same is fi2ed.
This day, Mr. ~i. A. Cogbill, 8o~J~onwealth's %ttorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for the
month of l~'~y, 1943, showing a total of $478.32, of ~'Jhich the County pays one-half
or $239.16, the remainder to be paid by the State, and the Board approving the
report, the same is filed.

This day, Mr. E. S. H. Greene, Supt. of Schools, submitted to the Board a
resolution from the School Board as follows:
"On motion of Mr. Frank Laine, theBoard directed that the $5,520.00
Special Appropriation for teachers salaries as appropriated and

Upon consideration whereof, and on motion of W. A. Horner, it is resolved that the
Treasurer be and he hereby is requested and directed to make the transfers as
requested in the resolution of theSchool Board in the current budget.
Again the matter of fire-fighting equipment offered by the Federal Government for
Civilian Defense was discussed and the Committee previously appointed reported
that they were not ready to make any recommendation. Whereupon the Committee
was continued.

This day the Executive Secretary read a report from Nr. A. L. Smith, Chief Fire
Warden, on his activities for the month of Nay, 1943, and the report is received
end filed.
This day the Executive Secretary read a letter from the Carter Lumber Company
commending the services of Mr. A. L. Smith, Chief Forest Fire ~,arden in responding
to a fire call at their plant, near the intersection of Belt Boulevard and the
Hopkins Road, and the letter is received and filed.
The Exe~utlve Secretary read a letter from~Ir. J. Gordon Bennett, A~ditor of
Public Accounts, advising that the State Auditing Staff will arrange to audit
the accounts and records of Chesterfield County for the year ending June 30,
1943, as requested by the Board of Supervisors.
This day the ~atter of Federal "Victory Tax" came before the Board, and upon
consideration whereof, and on motion of T. D.Watkins, it is resolved that the
Treasurer be and he hereby is authorized and directed to transfer out of the
General Fund of Chesterfield County to the Victory Tax Fund, the sum of $99.85.
A bill from A. Robins for materials and labor for work on the Courthouse buildings
was presented and ordered paid.
This day the Executive Secretary read a letter from ~Ir. W. D. Faucette, Chief
Engineer, Seaboard ~trline Railway, regarding the closing of a crossing at Rt. 613,
and ~tated that the matter of closing this crossing w~ich had been previously
considered by the Board, had been referred to the Co~aonwealth's Attorney who had
consulted with the ~ttorney for the Seaboard ~irline Ry. and that they had agreed
upon the necessary steps to be taken on the closing of the crossing.
This day the Executive Secretary ~ad a letter from the Virginia Department of
Highways stating tha~ they were transferring as of July l, 1943, to the Primary
System - Rt. 621-from intersection Route i northwestward to the Intersection of
Route ~10 in Chester - 5.30 miles, which letter was received and filed.
This day the Executive Secretary read a letter from Mr. Kermit V. Rooke, Atty.,
for Mr. H. S. Evans, claiming damages to ~Ir. Evans' property caused by the
improvement of a road known as the Walker Road near his property, and stating that
he had been authorized by Mr. Evans to refuse the offer of ~50.00 made by the Board
of Supervisors on May ll, 1943 for any damages to his property by this improvement.
Upon consideration whereof, and oh motion of H. T. Goyne, it is resolved that the
Commonwealth's Attorney be and he hereby is requested to instigate the proper
proceedings, including such surveys and plats as necessary to condemn this right-$f
way for the County.
This day the Commonwealth's attorney submitted to the Board an agreement between th~
County of Chesterfield and Chesterfield Volunteer Fire Department ~l of Chester
and vicinity as follows:
"This day again the matter of the purchase of an additional fire truck
and equipment came before this Board, ~nd it appearing that the citizens
of Chester and vicinity are organizing a Volunteer Fire Department, and
that the officers of that association have expressed the willingness of
the members of the organization to take care of and to operate the fire
truck and equipment and to be responsible to this ~oa~'d for the maintenance
~ns good order of said fire t~ck and equipment, and to provide housing
for s~id truck ~nd equipment and to respond to any call for ~id in the
fighting of fires anywhere in the County, to carry out the purposes of this
Board in providing such fire truck and equipment, and,
WHEPJ~AS, this Board deems it highly desirable and n~cessary that
the County provide additional fire fighting equipment and has he~eto~ore
authorized the Executive Secret~ry to secure priorities looking to the
purchase of the same.
UPON CONSIDERATION ~,T!EREOF, and on motion of ~,Ir. H. T. Goyne, it is
resolved that the fire truck and equipment H. enttcned in the preamble above,
if purchased, be placed in the custody, control and responsibility for
good order and for operation thereof a~ in the Chesterfield Volunteer Fire
Department Number l, the said association however shall be required to provi~
adequate housing facilities for said fire truck and equipment at Chester;
keep a responsible person always available for the mainten~uce end good
order and operation o~ s~id fire truck and equipment; that said association
shall respond to all calls for the fighting of fires throughout the County oi
Chesterfield; and that said fire truck ~nd equipment ~hall be kno~m as
"Chesterfield Volunteer Fi~,e Department llumber ~- Equipment No. 2"; that th~
Chesterfield Volunteer Fire Department Number I shall be organized under the$
law in such cases made and provided; and that this Board of Supervisors will~
provide for all necessary and required insurance on the personnel of said
association; that the said association shall ~mke a monthly report to this
Board through such agency as it ~y select~ from its personnel; that said
~len and
association will use its best efforts to select responsible and attentive personn,
having in mind that the operation of a fire fighting equipment is one of great
importance and not to be treated lightly.
~nd be it further resolved that this Board shall at ai~y and all times
have the right to rescind this resolution and to place the said fire truck and
equipment in the custody of such agency as it may deem proper and/or to make
such additional rules, regulations and restrictions as to it ~ight seem proper.
Upon consideration whereof and on motion of H. T. Goyne, it is resolved
that this agreement be and it hereby is adopted.
nnd be it further resolved that a copy be forwarded to the Chesterfield
County Volunteer Fire Department ~l, for its acceptance or refusal.
The Executive Secretary reported that the booster~ pump now installed on a piece
of fire fighting equipment has proven to be inadequate for the services demanded
thereof, and requested permission to purchase a larger pump to be mounted on
this piece of fire fighting equipment. Upon consiueration whereof, and on motic
of H. T.Goyne, it is resolved that the E~ecutive Secretary be and he hereby is
directed and instructed to purchase the necessary pump and equipment, expending
a sum not to exceed $280.00. ~nd be it further resolved that the sum of
$280.00 be and it hereby is appropriated from the unappropriated surplus of the
General Fund to "Repairs and Replacements - 7-215".
Again the matter of office space for the Federal Employment Agency v~s brought
to theBoard's attention and Mr.P. Rixsy Jones, County ~-ent, appeared before ~he
Board to request that the Board provide such office space together with heat,
water, lights, etc., the Federal government to furnish the necessary furniture.
Upon consideration whereof, and on motion of T. D.Watkins, the matter is referre~
to the Buildings and Grounds Committee.
The Buildings and Grounds Committee reported that they would recommend that space
be provided in the Red Cross Building on the Fair Grounds for such office space
as the Federal Government would need. Upon consideration whereof, and
on motion of T. D.Watkins, the Board approved the recommendation of the Buildings
and Grounds Committee.
This day the matter of the Land Identification '~ap was again brought to the
attention of the Board, and a letter from ~r. Ililler of Henrico County,was
read setting forth the advantages that tienrico County had found in the map they a~
now using. ~lso an outlined plan of cooperation between the State Planning
Board, State Department of Taxation and the County for the purpose of encouraging
and aiding in the developing land identification maps throughout the State and
urging that Chesterfield County attempt su~ a~ undertaking at once. Upon
consideration whereof and on motion of H. T. Goyne, it is resolved that the
Executive Secretary be and he hereby is instructed to inform the State Planning
Board that the County of Chesterfield will accept the cooperative proposition
as outlined by them for the development of a land identification map, together
with card index for Chesterfield County.
And be it further resolved that the sum of $5,000.00 be and it hereby is
appropriated from the unappropriated surplus of the General Fund to 2a-305-
Land Use Maps, etc. for use in defraying expenses ~f the County's proportion of
this cooperative venture.
And be it further resolved that the Executive Secretary be and he hereby is
requested to confer with the State Plauning Board and State Department of Taxatlo~
to arrange for the immediate prosecution of this planning.
This day Mr. J. T. ~,~Ioore, appeared before the Board and r~quested that improve-
ments be made on Shelton ~venue in M~nchester District, near Stop 17, and stated
that he would be glad to bear a portion of the expenses for such improvement.
Upon consideration whereof and on motion ofW. ~. Horner, the Executive Secretary
is directed to confer with Mr.J.T. ~ore and the Department of Highways to
ascertain the needed improvement to Shelton ~venue.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to make such improvement needed and to expend a sum not to
exceed $250.00, to be charged to the 3ct. road levy.
This day the Executive Secretary reported that there were certain items in the
current budget that would not have sufficient funds tomcat their needs.
Upon consideration whereof, and on mottonof T. D.Watkins, it is resolved that the
following approp~iations be made from the unappropriated surplus of the General
Fund, to the following budgetmry codifications:

Truck Drivers - 9~ -136
Comp. of Asst. Clerk - 5c -109
