Moore, Jr., Commissioner of Revenue, ~ubmitted to the Board his report of expenses incurred in the operation and ~aintenance of his office for the month of June, 1943, showing a total of $770.00, of which the County had paid twa-thirds, or $513.34, the remainder ~o be paid by the State, and the Board approving the report, the same is filed. Di~ This day, Legh R. Powell, Jr., and ~enry W. Anderson, Receivers of the properties of the Seaboard ~trline Railway Company filed a written ~pplication with this Board requesting the Board to discontinue as a public road or highway so much of that certain road in Chesterfield County, Virginia, known as Rt. 61~, which crosses the tracks and property of the Seaboard ~ir Line Railway Company a t a point approxi~ately 175 feet northwardly from the said Railway Company's Mile Post ~10. And it appearing that notices of the intention to make application have been posted for more than twenty days in the ~ourthouse of Chesterfield County, Virginia, and at two other public places i~ the County in conformity with the provisions of Section 2039 ~9) of the Code of Virginia. That it is the intention of said Railway Company to lower its tracks at said~ crossing approximately five (51 feet; that the said Company provide a roadway and construct the same from said Route 613 and ~arallel and westwardly of the said Railway Company's tracks to intersect with Rt. 612 to substitute the portion of Rt. 613 proposed to be discontinued. And that the said Company will maintain a foot-way, with proper steps and surface at and across its railway tracks at the present Route 613 so proposed to be d~f s eont inue d. Upon consideration whereof, and on motion of H. T. Goyne, be, and it hereby is resolved that this Board do appoint viewers to view that portion of said Route 613 so sought to be discontinued, n~mtng, Mr. W. H. Apperson, Mr. A. T. Curtis, Mr. Fisher Bruce, and Mr. W.L.Putney, who shall view said road and report in writing to this Board ~nct later than July 28, 1943, whether in their opinion what inconven'. if any, would result from discontinuing said portion of said Route 613. And be it further resolved ~hat the s~id viewers shall meet at said road on the 22nd day of July,1943, at 5:30 p.m. This day the matter of Federal "Victory Tax" can~e before this Board, and upon consideration whereof, and on motion of W. A. Hornet, it is resolved that the Treasurer be and he hereby is authorized and directed to transfer out of the General Fund of Chesterfield County to the Victory Tax Fund, the sum of $88.~8. This day the matter of the ~ederal "Victory Tax" came before this Board and upon consideration of the same and the instructions of the Auditor of Public Accounts, this Board, on motion of W. A. H~rner, doth resolve that the Treasurer of Chester- field County, Virginia, be, and he hereby is directed to pay quarter-annually to the Collector of Internal Revenue, Richmond, Virginia, the several items of tax withheld for payment of the "Victory Tax" on the compensation of the employees of this County as shown on copies of payrolls furnished him from this Board. ~ud be it further resolved that the payment above authorized in the amount of $280.23 be made by the Treasurer of Chesterfield County out of the Victory Tax Fund as set up in the records of said Treasurer. This day the Game Warden presented a claim from Mr.P.a. Campbell for 29 phickens killed by dog, at the rate of 32cts. per lb. It being that 32cts. was above the market price, it is resolved, on motion of H.T.Goyne, that the Board ordered payment at the market price of 28cts. per lb. The Executive Secretary read to the Board a letter from the State Corporation Commission advising that S~ewart P. Driscoll, has made application to operate a bu line O~er Virginia Routes ~10 and ~l in Chesterfield County, a~l that a hearing would be held on the matter on July 28, 1943, and the letter is filed. The Executive Secretary read a letter from the Virginia State Forestry Service reporting~on the activities of the Chief Forest Fire Warden, Mr.A.L. Smith, of Chesterfield ~ounty, an~ the letter is received and filed. At a prevous meeting of the Board of ~upervtsors, the Executive Secretary was ordered to send a telegram to Hon. Harry F. Byrd, Hon. Dave E. Satterfie~d~ ~gn. Prentiss R. Brown, ~nd Gen. J. Fulmer Bright, prote~ting the present res~rzc~lons on gasoline which ~er~ seriously affecting the workers of Chesterfield County, and this day the E~.e~utive Secretary read letters in answer to these telegrams from Hon. Harry F. Byrd, Hon. Dave E. Satterfield, Hon. Prenttss R. BrOW~, and Gen. J. Fulmer Bright, which letters are received and filed. The Executive Secretary read a letter to the Board from Mr.J.Scott Parrish regarding a "Farmers Oode' which had been adopted bythe Farmers of New Kent ~emp~ suggesting that Chesterfield County might be interested in adopting a s!~flar code, which letter was received and filed. A letter was read by the Executive Secretary from Dr. Stau.ffe~ of the Department of~ublic Welfare, concerning the increase of reimbursemen~ cz administrative costs of the Welfare Department, which ~.t~tter was receiEed and filed. This day the Executive Secretary submitted a report from the Chief Forest Fire Warden, Mr.~.L. Smith, concerning activities during the month of June, and the report is ordered filed. This day the Executive Secretary presented a bill from the Virginia Printing ~omp~ in the amount of $3~.00 for Primary Election Ballots authorized by the Electoral Bemrd, which bill is ordered paid. ~nce, A bill from A. Robins in the ~ount of ~31.31 for work at the Courthouse was presented, ~d the bill is ordered paid. This day a bill was submitted from the Sheriff of Chesterfield County in the amoun' of $12.00 for atten~ing Board meetings from July l, 1942 through December, 1942. Upon consideration whereo£, and on motion of J. G. Honing, it is resolved that this bill be paid. And be it further resolved that the sum of $12.00 be and it hereby is ordered transferred from the unappropriated surplus of the General Fund to la-131, Sheriff Attending Meetings. This day the Executive Secretary reported that according to a previous appropriati¢ of $2500.00 for the construction of fire equipment for Ohester and vicinity, there remained At the close of the fiscsl year, June 30, 194~, an amc,rout of $1497.83, unexpended, and suggested that this amount be reappropriated to the current budget, Upon consideration whereof,amd on motion of H. T. Goy~e, the amount .of $1497.83, be, and it hereby is appropriated from the unappropriated surplus of the General Fund to budgetary code 19-400a - Fire Equipment for Chester. This day ~he Executive Secretary requested that there be provided sufficient funds for posting monthly water bills to the u~ers of water in our water systems, and requested the sum of $30.06 be appropriated for this purpose. Upon considers1 whereof, and on motion of J. G. Honing, it is resolved that the amount of ~30.06 be and it hereby is appropriated from the unappropriated surplus of the General Fund to the account of "Postage for water bills" - This day Chief 0. W. Smith of the Police Department, came before the Board re- questing that the salary of the Dispatchers and Police Officers be increased. Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the salaries of C. R. Jackson and E.T.Smith should be increased to $100.00 each per month; that the salary of E.G. Eggers be increased to $125'00 per month, these increases to be effective as of July l, 1943, but that there should be no increase in the salaries of Police Officers at this time. The Executive Secretary read a letter received by Mr.P.W. Covington, Supervisor, Matoaca District, from the Water 0omittee of the Ettrick Sanitary District recommending that .the sa.lard_off?Ir. Covington, it is resolved that the salary of Mr. ~en ~alaen, ~anmz of the Municipal Building in Ettrick, be increased to $?.50 per month, effective July 1, 194~. It appearing that the term of the Permanent Assessing Board having expired on June 30, 1943,and that it is necessary to continue such Board; upon consideratioz whereof, and on motion of T. D1 Watkins, it is resolved, that Mr. R. M.EiSe be ani ~e hereby is appointed as the Varmanent Assessing Board, from July l, 1943 to January 1, 1944. And be it further resolved that the sum of $1,000.00 be and it hereby is appropriated from the unappropriated surplus of the General F~nd to carry on the work of the Assessing Board. This day, M.A. Oogbill, Attorney for the Commonwealth, read to the Board an Order of the Circuit Court of Chesterfield County, entered March 5, 1943, in the matter of the School Board of Chesterfield County versus the Board of Supervisors setting out in part ~he fact that since M. A. Oogbill, Commonwealth's Attorney, has for a number of years been acting aw counsel for the School Board of Chester- field County (on a voluntary basis) that it was improper for him to represent the Board of Supervisors in said matter; and the Board being aware of this fact and having been apprised of the fact that William 01d had been requested by M.A. Cogbill, Commonwealth's Attorney to represent him and the Board of Supervisors in the defense of said Board of Supervisors. And it appearing that it is withi the authority of the Board of Supervisors in such cases to employ counsel to defend the interest of the County. Upon consideration whereof, and on motion of W. A. Homer, it is resolved that th employment of William Old, Attorney, to defend the interest of the said Board of Supervisors be and the same is hereby ratified and concurred in. And be it further resolved that the Judge of Circuit Court, be, and he hereby is requested to fix a proper fee for the services rendered to theBoard by William 01d, Attorney. And be it l~rther resolved that a copy of the Court Order is ordered to be filed. This day the Treasurer, ~&r.J. Wm. Dance, appeared before the Board, requesting permission to rent a ~ock-box in the Merchants and Mechanics Bank, stating that the annual rental would be $3.60. Upon consideration whereof, and on motion of J. G. Honing, it is resolved that the ~reasurer be and he hereby is authorized and directed to rent such a lock,box, for the storing of ~and~ and other valuable papers ~£ the County of Chesterfield. ;ion This day, ~r. H. T. Goyne, Supervisor Bermuda District, reported to the Board that he had been requested to have some improvements made on the Extension of Rt.727 in Bermuda District, and on a road south of Johnson's Store, Rt. 618. Upon consideration wheregf, and on motion of H. T. Goyne, the Virginia Department of Highways be and it hereby is requested to improve the extension of Rt. 72?, near Shooamith'w Nursery, westwardly for a distance of approximately .18 of a mile; and to improve Rt. 618, at Bermuda Hundred, south of Johnson's Store, for a distance of approximately .1 of a mile, and to charge same to the 3ct. road levy.
