VIRGINIA: At an adjourned meeting of the Board of $~pervts~ of Chesterfield County, ~ held at the Courthouse July ES, 1943, at 10:00 e'clock A.M. Present: H. L. Chalkley, Chairman H. T. Goyne J. G. Hening W. A. Horner p. W. Covington T. D. Watkins This being the day set for the final hearing of the proposed Zoning Ordinance for Chesterfield County, and for the adoption or re~ection of same, there appeared at this meeting approximately twenty-five interested citizens of the County, namely: Mr. R. R. Parrish, representing Mr. Millhize~ and Mr. John Goddin , Goddin, interested in the passage of this Ordinance; Mr. E. A. Kyhn, of Chesterfield 0ounty Petroleum Industries, Mr.J.T. Moore, Mr. William 01d, Mr. A. T. Curtis and others, speaking in opposition theresa. Mr. W. A. Homer, Supervisor, stated that since a considerable amount of time and money had been spent on the preparationof this Zoning Ordinance,and since in his opinion it was desirable that some form of ordinance be passed even though the present pr0pesed ordinance needed to be amended, that it would be best f or the Board to make a further study of this Ordinance looking toward its adoption. Upon consideration whereof, and on motion of T. D. Watkins, it is resolved that the Chairman be and he hereby is requested to appoint a Committee from the Board to make a further study of the proposed Zoning Ordinance and report to the Board at a later meeting. Whereupon Mr.H.T.Goyne, offered an amendment to this motion requesting that the Committee consist of the entire Board of Supervisors. Whereupon the Chairman appointed the entire Board of Supervisors as a Committee to review the proposed Zoning Ordinance in light of such recommendations as have been made during the public hearings, together with the intimate knowledge of the Board of Supervisors of Chesterfield County and to report back to the Board when ready. This day the matter of the discontinuance of a part of Route ~613, at its crossing-with the tracks of the Seaboard Air Line Railway Company came before the Board, and the viewers heretofore appointed in this matter made their re in writing. Upon consideration 'o~'~sa~E report and other evidence it is on motion resolved, that that portion of Route ~613 where it crosses the tracks and property of the Seaboard Air Line Railway at a point approximately one hundred and seventy-five (175') feet, norhhwardly from the said Railway Oompany's Mile Post ~l©, be, and the same is hereby discontinued, but upon the express conditions as follows: That the said Railway Company provide a right-of-way from said point of said Route #613, northwardly to Route ~612; construct the same in accordance with the specifications of the VirginiaDepartment of Highways, and upon the said Highway Department's approval; that the said Railway Company provide a passage way over its ~a£troad tracks and property at the point pf discon~ on said Route 613; construct and maintain a permanent step-way along each of th, walls of the cut robe occasioned by the reconstruction of the said railroad tracks and across the said r~ilroad rails and ties, providing the necessary hand rail or rails along said steps to be constructed as aforesaid, and Be it further resolved that a copy of this notice be served on the land proprietors along the roadway proposed to be discontinued, to-wit: John P. Goodman and Miss Bertha Thurston. The Executive Secretary read a letter from the Department of Highways stating that the abandonmer~t of the old road from the intersection of Route 617 to the James i~iver, a distance of approximately 1.04 miles, and the inclusion into the Secondary Highway System of a new road constructed by the Virginia Electric and Power Company to the entrance of the Virginia Electric & Power Oompany's plant and to the James River, which had been requested by the Board of Supervisors in its meeting of May ll, 1943; had been approved by the State High way Department and such transfer had been made, and the letter is received and filed. The Executive Secretary read a letter from Mrs. Beulah Maddra, of Light Street, Ettrick, requesting the Board to have corrected a situation now existing near her home apparently caused by the sewer and drainage system. Upon consider- ation whereof, and on motion of P. W. Covington, the Executive Secretary is requested to make an inspection of this situation and report to this Board at later meeting. This day a garnishment was served on the Chairr~n of the Board of Supervisors of Chesterfield County, in favor of the Southern Bank and Trust Company su~uonsi~ the Board and ~Ir. Wm. 01d, Attorney, to appear befor~c the Judge o2 Circuit Court of Chesterfield County, at Chesterfield Courthouse, on the llth day of 0c~ober, 1943, at ll:00 o'clock a.m. This day the Executive Secretary presented to the Board an Order from the Circuit Court concurring in a resolution previously passed by this Board appoint .ng ~r. Wm. 01d, ~tty. to represent the Board in the case of the Chesterfield County School BoarG Versus the Board of Supervisors, et al, fixing the fee of his services at $350.0G. Upon consideration YJhereof, and on motion of P. W. Covington, the bill is ordered paid. This day the Exec;~tive Secretary read to tho Board a bill in the amount of $114.19, together with correspondence Eiom l~r. Harry Snead in connection with the collection of delinquent taxes. Upon consideration ~ereof, and on motion of J. G..Hening, the Commonwealth's Attorney and the Executive Secretary are requested to work out this matter with Mr. Snead. The~Executive Secretary read a letter from Mr. J. M. Turner, stating that he had recently purchased and obtained a deed for the Tidewater and ~stern Railroad right-of-way betvmen Highway ~10 and High~y ~632, also stating that he would dedicate to the State or County a 40' right-of-way for a public road, provided that the State and/or County would improve this right-of-way and make a public road. Upon consideration whereof, and on motion of J. G. Hening~, the Chairman is requested to appoint a Committee to view this road and report at a later date Whereupon, theChairman appointed Mr. J. G. Hening, ~n~ Mr. H. T. Goyne, as this Committee. ~lr. M. A. Cogbill, Co~nwealth's Attorney, brought to the Board a request from the Police Ben evolen~ Association that a member of the Board of Supervisors be appointed as Director thereof. Upon motion of H. T. Goyne, the Chairman is requested to appoint a member of this Board to act as Director of the Organizati Whereupon, the Chairman appolntedMr.W.A. Homer as this member. This day, M. A. Cogbill, Commonwealth's Attorney, came before this Board and requested that he be permitted to appear before the State Compensation Board to request an increase in that Board's authorization to the Com~onwealth's Attorney office for stenographic services, and Whereas, it appears to this Board that it is proper that such request to the Compensation Board be made, and that it is suggested that $10.00 per month be the limit of such additional allowance of authorization Now, Therefore, on motion,i~ is r~solved that M. A. Cogbill, Commonwealth's Attorney, be and he hereby is authorized to appear before theStat~ Compensation Board to request that it allow an increase of not exceeding $10.00 per month to the Commonwealth Attorney's Office for stenographic services.
