This day, Mr. J. Wm. Dance, Treasurer, submitted $o the Board his report of
expenses incurred in the operation and maintenance of his office for the month of
October, 1943, showing a total of $1152.30, of which the County has paid two-
thirds or $768.£0, the remainder to be paid by the ~tate and the Board approving
the sam~, the ~report is filed. '
This day, Mr. Geo. W. Moore, Jr., Commissioner of Revenue, submitted to the Board
his report of expenses incurrmd in the operation mhd maintenance of his ~fice for
the month of 0cteber, showing a total of $700.00, of which the County has paid
two-thirds or $&66.67, the remainder to be paid by the State, and the Board approv
the same, the report is filed.
This day, Mr. M.A. Cogbill, Commonwealth's Attorney, submitted to the. Board report
of expenses incurred in the operation and maintenance of his office for the month
of October, 1943, showing a total of $466.32, of which the County has paid one-
half or $244.16, the remainder to be paid by the County, and the Board approving tle
same the report is filed.
This day, Mr. 0. B. Gates, Sheriff, submitted to the Board report of expenses incu:

showing a total of $525.10, of which the County has paid one-third or $175.37, the

This day, Mr. E. S. H. Greene, Supt. of Schools presented to the Board a zesolutto~
from the County School Board in the following words and figures:
There appeared before the Board at this time, P. Rixey Jones,
County Farm Agent, Harold T. Goyne, Member of the Board of Supervisors,
and several others, representing the Rurftan Clubs of ChePterfield
County, ,requesting that the County School Board spossor a County
Canning ~roJect.
On motion of ~r. Laine, the Board approved the project and
directed that the ~upt. request the Board of Supervisors to
sppropriate a sum not to exceed ~3,000.00 to construct a suitable
building for housing the canning project and for purchasing the
necessary cans to start the project, and the Board further directed
that the Board of Supervisors be requested to dedicate a portion
of the ~air~ Grounds to be used for the site of the building to be
used by the Canning Project."
There appeared also Mr. J.G. McKesson, of the Elkhardt Farmers' Club, Miss Nancy
Ty~ee, Home Demons~tration ~A~ent, ~. Rlxey Jones, Co. Agri. ~ent, R.F. Jones,
Colored County ~ent, and Mr. Jessie C.' Green, District Sup~visor, Agricultural
Education, Board of E~ucation, explaining in detail the advantages of a cannery
in the County, stating that the Federal Government would furnish equipment for
a cannery in the County, the housing facilities to be furnished by the Board of
Sup e ~vt sots.
Upon consideration whereof, and on motion of J. G. Rening, it is resolved that th~
Board of Supervisors appropriate ~Om the unappropriated surplus of the General
Fund the necescary funds to house and install the equipment for a cannery as
requested by the School Board, not to exceed $3,000.00.
And be it further resolved that the location of such cannery shall be decided Upo~
by the School Board.

This day the Executive ~ecreta~y read a report fromMr. A. L. Smith, Chief
~orest ~ire Warden on activities for the month of October, 1943, and stated that
the fire truck had been wrecked .and very ~serlously damag?d. Upon consideratibn
whereof, and on motion of T.D. ~,,atkins, the matter of repairing the fire truck
was referred to the ~ire Committee and the Executiv. e Secretary for consideration,
with power to act either to repair the wrecked chassis or purchase a new one.
This day the ~ixecutive Secretary reported that the Midlothian School had requested
permission to use a refrigerator from Camp Baker during this emergency in the
School Oafeteria, and that he had contacted Mrs. James C. Henihg, requesti~g
permission for the same, and read a letter from Mrs. Hentn~~ stating that the W. W.
Baker Camp Auxiliary would recommend that the Board of Supervisors grant permissios
to the Midlothian School Cafeteria to use the refrigerator from Camp Baker, upon
submission of a statement that theSchool would either return the refrigerator in
good condition or purchase a new one for Camp Baker at the end of the emergency.
Upon consideration whereof, and on motion of J.C. Hening, it is resolved that
permission be granted to the Midlothian School Cafeteria from Camp Baker, provided
that it be returned in as good condition as received or replaced by a new refriger~
at the close cf the emergency.
This day the Buildi~s and Grounds C~mtttee previously requested to iuvestigate
the advisability of purchasing the John Cogbtll property at Chesterfield Courthous,
reported th~,t they would like to carry the matter over until the next meeting of tl ~e
Board.
This day ~he Executive Secretary reported that he had received a request from Jame
P. Spencer, Principal, of the ~iickory ~ill School, that the present location near
the School ~e discontinued as a County' trash dump, and that necessary measures
be taken to eliminate the nuisance thereby caused. Upon consideratipn whereof, , nd
on motion cf J.G. Hening, it is resolved that the Executive Secretary be requested
to endeavor to locate a suitable location for a dump in that area and report back
to this Board.
This day the ExeCutive Secretary reminded the members of the Board of SGpervisors
that a m~eting of the League o~ Virginia Counties would be held in Richmond on
December ? and 8th, at the Hotel Richmond, and urged all members to attend if
possible. On motion of ~.T. Goyne, it is resolved that the entire Board be a
Committee to attend this anSual convention of th~ League of Virginia Counties
on December 7th and 8th, 1943.
This day the Executive Secretary reported that certain transfers of montem were
necessary in the budget to take care of outstandinb gills. Upon consideretioa
whereof, and on motion of T.D.Watktns, the following amounts be and they hereby

This day, Miss Jerome, Sapt. cf Public Welfare, appeared before the Board and stat
Shat the Welfare Dept. had ~isposed of certain sewing machines which had been
previously purchased by them in connection with the W.P.A. Sewing Room Project,
for the sum of $1~$.00 and requested that a like amount be appropriated to the
Welfare Department to be used in supplying clothing and incidentals to foster home
children of the County. Upon consideration whereof, and on motion ~f H.T. Goyn
it is resolved that the sum of $100.00 from the sale of sewing machines and
supplies, be received into the General Fund, and that $100.00 be and it hereby is
appropriated from the unappropriated surplus of the General County Fund to the
Welfare Department, 8c-703a, to be used for clothing and incidentals for foster
home children of ~hesterfleld County, under the care of the Welfare Department.
The Executive Secretary read a letter from Mr. Jas. A.A~derson, Commissioner,
Department of Highways, thanking the Board for its expression of gratitude
concerning the services rendered by Mr. P.~.Snead, former Resident ~ngineer of
Chesterfield County. On motion of J.G. Hening, the letter is received and filed.
