This day the Executive Secretary called the attention ef the Beard te the fact
that it is necessary that the ~oard make its requests at this time for such reads
as they desired to have taken into the Secondary Highway System for 1944.
Upon consideration whereof, and on motion of J.G. Honing, it is resolved that the
Virginia Department of Highways be and it hereby is requested to take into the
Secondary Road System of Chesterfield County the followingroads. And be it
further resolved that the County of Chesterfield guarantee to the ~tate Highway
Department a minimum of thirty ~30) feet for all of these roads:

And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Reed System of CheSterfield County
under the additional 1% clause, the following road:

This day, Mr.J.Wm. Dance, Treasurer, submitted to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of January,
1944, in the amount of $1048.36~ of which the County has paid two-thirds or$698.91,
the remainder to be paid by theState, and the Board approving the same, the report
is filed.
This day the proposition of establishing canneries in Chesterfield County to be
used by the citizens of the County was again brought before the Board of Supervisor.
Mr. H. L.Chalkley, stated that he believed it was in ksepi~g with the i~eas of
the members of the School Board that there should be only one cannery in Chesterfie
County located at Chesterfield Courthouse ~amd that it was his opinion that a
cannery so located would serve all the citizens of Chesterfield County. This matt
was very thoroughly discussed from all angles and Mr.H.T. Goyne pleaded that the
Board of Supervisors make no effort to have the arrangememt previously made, with
the School Board, and adopted by them, changed in any way. Upon consideration
whereof, and on motion of H. L.Chalkley, it is resolved that the School Board
of Chesterfield County be requested to reconsider the matter of ® stablishing canner
in Chesterfield County and to withdraw from the program with the understanding that
should this be done the Board of Supervisors would construct and operate a cannery
at Chesterfield Courthouse.
This day the Executive Secretary presented to the Board an order from the Circuit
Court awarding to William 01d, Attorney, for services rendered in a suit of the
School Board verama the Board of Supervisors and ~. Wm. Dance,.~e~surer,_t~e s,_um
of $650.0~, which in conjunction with the sum of $350.00 previously awaraea mamas a
total of $1,000.00. Upon consideration whereof, and on motion of J. G. Hening
the bill is ordered paid.
And be it further resolved that in accordance with an agreement made between Willie
01d and the Southern Bank and Trust Company of Richmond, Virginia, because of a
garnishment previously serve~ by the Southern Bank and Trust 0ompany on Chesterfiel
County, the sum of $264.12 be deducted from the $650.00 awarded and be paid to the
Southern Bank and Trust Company.
This day the matter of the Fourth 9iar Loan was brought to the attention of the
Board, who felt the County of Chesterfield should participate as far as possible
in the purchase of bonds. Upon consideration whereof, and on motion of J.G.
Hening, the Treasurer, Mr.J.¥~m. Dance, is authorized to purchame from the unexpende~
surplus of the General ~und $15,000.00 worth of bonds.
This day the Hon. Fred R. Shepherd, Mayor of Colonial Heights, appeared before the
Board stating that because of the increased demand of telephone service between
Ohesteefield Courthouse and Petersburg, it was almost impossible to call the
Courthouse from Petersburg, requesting that the Board of Supervisors take such stel
necessary to secure another line to Pe terzburg. Upon consideration whereof, an~
on motion of P. W. Covington, it is resolved that the Executive Secretary be and h~
hereby is requested to investigate the possibility of securing an additional line
to Petersburg,

This Say the £xecutive Secretary presented a bill from the League of Virginia
Counties for dues for 1944, m'ibh a request from the Lea~_ue that these dues be
increased to let. per capita per year, ;:hich additional money v, ould be used for
th~ establishment and opers, tion of an office in Rich~nond or vicinity and provide
a f~eld man to serve the Counties of Virginia. Upon consideration ~hereof,
and on motion of J.G, Eening, the dues of ~5C.CO is ordered paid as usual with
the understanding that addi~ional money may be subscribed by Chesterfield County
if and v'hen the League of ¥irginia Counties should open an off, ce in the vicinity
of Richmond and secure the services of a field man.
Er. J. 0,m. Dance,Treasurer, appeared before the Board stating? that certain
~sstgnments made to ~ttorneys for the collection of delinquent taxes had at the
present time produced no result:~ and suggested that the~e assignments be investigated
to find out why some action had net been taken thereon. Upon consideration
whereof, and on motion of T.D. -atkins, it i.(.~ resolved thst the Executive Secretary
be and he hereby is requested to have the ~ttorneys to whom the~e assignements had
been made r~port to the ~oard of Oupervtsors their progress on the same.
This ~y the matter of a pendin~~ Bill in the Legislature concerning changes in the
Dog T~:x laws ~;as brought to the attention of the Board of Supervisors. Upon
consideration vJheruof, and on motion of E.T. Goyne, it is resolved that the
~.xeoutive Secretary be and he hereby is requested to contact representatives
of the ~cunty in the Legislature requesting; them to oppose any change in the Dog
Tax Laws.
This day the Treasurer called the Bo~rd~s attention to the fact that a State law
existed whereby the Board of Supervisors had the power to forgive the fines and
penalties on taxes assessed against men and women inthe arme~ services of the
United States during their period of service, stoting th~t he v:ished this matter
to roe,ire consideration from the Doard of Supervisors. ~.hereupon, the
Co~monu~eal~h's Attorney, presented an Ordinance to be passed by the Board of
~apervi.~ors relieving such penalties and fines.
Upon consideration v;hereof, and on motion of ,,.~. ~iorner, it is resolved th~.t the
Ordinance as submitted be adopted and that the Executive Secretary be and he
hereby is directed to advertise the sa~.e according tc law.
The Executive Secretary presented petitions from the citizens of Ida~osca concerning
the improvement cf ffitzhugh and Malone Streets. Upon consideration whereof, and
on motion of P. ~.Covin~ton, it is resolved ~hat the ~xecutive Secretary be and
he hereby is instrucEed to investigate conditions cf these street~ and make an
effort to have the same accepted by the orate BiFhway Commission as of July l,
1944.

otate tiigh~ay ~epartment be and it hereby is requested to improve the same, expending
a sum not to exceed ~150.00 on each street, chafing same to the Oct. road levy.

Tbi~ day a request came from the Treasurer concerning ~lery checks issued by the
School Bo~rd to Mr.E.S.H.Creene, ~pt. of Schools of Chesterfield County, which
had not been honored because of a disagreement as to the h~ndling of the budget
of the School Board, ~t~ting that there was not sufficient money in the funds to
honor the checks, and in view of a recent decision of the Supreme Cc~urt he believed
these checks should be paid. Upon considerction whereof, ~nd on motion of
~,. A. Homer, the Treasurer is hereby instructed to honor these checks.
~nd be it further resolved thst the sum of ~700.00 be and it hereby is appropriated
from the ~nappropriated surplus of the Oenerol Fund to the County School Fund -
