02-17-1944 MinutesVIRGINIA: At a special meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on February 17, 1944, at 0:00 o'clock P.M. ~re sent: H. L. Chalkley, Chairman J. G. Heni~g H.T. Goyne W. A. Homer T. D. Watkins P. W. Covington This day a special meeting of the Board of Supervisors having been called by M~. W. A. Horner and Mr. H. T. Goyne, for the purpose of hearing a report from the School Board concerning a resolution passed at the regular meeting of the Board of Supervisors on February 8, 1944, Dx-. H. M.Richardson, representing theSchool Board reported to the Board of Supervisorw that the School Board approved the request of the Board of Supervisors and were retiring from the program of building and operating canneries in Chesterfield County. ~ delegation of County citizens representing various portions of the County appeared before the Board and stated that it appeared very f~olish to spend the taxpayers money for building and operating canneriez when the State Board of Education had offered money for such purposes, and requested the Board of Supervisors ~o petit theSchool Board to accept from the State Board of Education such assistance as they would give, and to establish a cannery in Chaste field County, stating that as far as they represented the various localities in ChesterfieldOounty that they would yield to any decision made b the School Board or Board of Supervisors as to the location of the same. Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the School Board be again requested to take advantage of the offer made by the State Department of Eiucation and construct and ~perate a cannery at a location chosen by the School Board. This day the Executive Secretavy presented a bill from the State A~ditor of Public &ccounts in the sum of $850.00 for auditing the accounts of Chesterfiel County. Upon consideration whereof, and on motion of J. G. Hening, the amount was ordered paid. Upon consideration whereof, and on motion of H.T1 Goyne, it is. resolved that the salary of the Executive Secretary, W. B.Caldwell, be and it hereby is increased to the amount of $4,000.00 per a~num as of February 1, 1944. And be it further resolved that t~ sum of $~00.00 be and it hereby is appropriated from the unappropriated surplus of the General Fund to la-101, Compensation of ExecutiveSecretary. This day Mr.T.D. ~atkins, member of the ~,elfare Board, reported to the Board of S~pervisors they have in their employ Mrs. Jeannette Harroff, Child Welfare ~orker, who is doing an excellent Job and that she had been offered more mone~ than she is receiving, by the Petersburg Welfare Board, and requested that the ~elfare Department in Chesterfield County be permitted to increase her salary from $135.00 to $1O0.00 and transfer the necessary funds from 01d A~e Assistaz ~c-?0A to Azlministration -Sb-an amount not to exceed $60.00. Greene, Supt. of ~chools of Chesterfield County, presented copies of the proposed ~chool budget for 1944-'45 which is referred to the Budget Committee. This day there came a request that the County improve a road between Rt. 743 andRt.?30, in the Bangle Development. Upon consideration whereof, and on motio] of W. A. Horner, it is resolved that the Executive Secretary be and he hereby is requested to secure the necessary right of way to make this a thirty (30) foot road and that the State ~igh%ay Department be and it hereby is requested to expend an amount of money to improve this road, charging same to the 3ct. road lev ,S This day ~r. T. D. Watkins, stated that the Tomahawk Road in Midlothian District, needed immediate attention to relieve its present condition. Upon consideration whereof, and on motion of T. D. Mills, kesident Engineer, Virginia Department of Highways, appeared before the Board stating that thehighway had improved certain roads in Laurel Hill, which now had been taken into Colonial Heights, and had expended a su~ of $31£.00 on the same. Upon consideration whereof, and on motion of P. W. Covington, it is resolved that the sum of $312.00 be paid the Virginia Department from the 3ct. road levy. This Gay theExecutive Secretary read a report from Mr. A. L. Smith, Chief Fire Warden, on activities during the month of February, which request was received and filed. This day again the matter of the dangerous condition prevailing at Route ~611, (Kingsland Road) where the sam~ crosses the tracks of the A.C.L.RR, and ~heress, it appears that there has been a response only by way of acknowledgment of the receipt of the former resolution of this Board, and Wher6as, it appears that there has been a fatality at the Railroad where the same crosses said Route #611, and Whereas, loaded school buses have to cross the crossing now under coSsideration and should a collision between a train and a loaded school bus come about, it would l causer great loss of life and injury. Now, ~here£ore, upon consideration whereof, and on motion of H. T. Goyne, it is resolved that the A.C.L. RR. Company, and the Virginia Department of Highways be an~ they are requested to immediately take such action as will remove the dan£er prevailing at the crossing of the ACL. RR. Company by Route ~611. This day a bill was received and submitted from the Auditor of Public Accounts for services rendered in auditing the records of the Clerk's Office. Upon consideratic whereof, and on motion of J.G. Hening, the bill is ordered paid. This day the Executive Secretary read a letter from the ~itchell Pump & Well Company quoting prices on a water tank for Chesterfield Courthouse, which is received and filed. This day the Exec~tive Secretary read a letter from ~r. Robt. M. Jeffress, advising the Boar~ of a legacy provided in the will of his Mother, Mrs. Kate M. Jeffress, for use at Camp Baker. , Upon consideration whereof, and on motion of J. G. Hening, it is ~solved that the Executive Secretary be and he hereby is requested to acknowledge this letter from Mr. Jeffress. This day a letter was read from Mr. A.V. Maddra, advising the'LBoard of certain insanitary conditions existing on Light Street which had caused damage to her property, ad submitting a bid from ~r. M. M. Pond, of $80.00 for correcting such damage, requesting the Board of Supervisors to assume responsibility of these repairs. Upon consideration whereof, and on motion of P. W. Covington, it is resolved that the Executive Secretary be and he hereby is instructed to inform ~rs.~ Maddra that the Board will pay the sum of $80.00 to the contractor when the work ha~ been finished and the bill submitted to Chesterfield County. This day the Executive Secretary read a letter from the Children's Home Society of Virginia, requesting a donation of $£50.00 to help ~th their work. Upon consideration whereof, and on motion of J. G. Hening,t~ is resolved that this request be referred to the ~elfare Department for investigation as to the method of financing this Society, and of paying for children cared for by them from Chesterfield County. And be it further resolved that the Welfare Department be requested to inform this Board of its findings at a later d~te. This day ~r. Herbert L. Smithers, of the Richmond Hospital Service Association, came before the Board stating that his Association had a very attractive hospitalization policy for group employees and requested permission to solicit County employees, and if they decided to participate,to have the ~mount deducted from the monthly payrolls. Upon consideration whereof and on motion of H. T. Goyns, it is resolved that the ~ecutive Secretary be and he hereby is requested to sdvise ~r. Smlthers that the Board will grant this permission. This day came Er. Fred R. Shepherd, ~ayor of Colonial Heights, requesting that memb~ rs of the Town Council be permitted to meet with members of the Board of Supervisors, the Comm~ssionsr of Revenue, and Land %ssessors, to discuss the new reassessment on property. Upon consideration whereof, and on motion of W.A. ~iorner, it is resolved .that there be appointed a Committee consisting of the Commissioner of Revenue, Land ~ssessors, Mr. P.¥'.Covington, member of the Board of Supervisors, and the Executive Secretary to meet with representatives of the Town Council of Colonial Heights at a time to be arranged ~ater to investigate the matter of the reassessment of property. This day the Executive Secretary called attention of the Board to the fact that some members of our Police force were about to be inducted into the armed service and suggested that some action be taken to secure as much deferment as possible. Upon consideration whereof, and on motion of T.D. Watktns, i~ is resolved that Chief Ohas. W. Smith, be and he hereby is requested to appear before the Selective Board in all cases of deferment of Police Officers, with authorization to act from the Board of ~uperviscr s. Agent for Chesterfield County, which was referred to the Budget Committee. This day the Executive Secretary called the Board's attention to the fact that in checking over insurance policies he found there was no insurance on the Ettrick Town Hall. On motion of P. W. Covington, it is resolved that the Executive Secretary be and he hereby is instructed to have this building insured in the amount of $5,000.00. This day a resolution from the School Board of Chesterfield County concerning the allocation of funds for canneries in Chesterfield County stating that any financial support from the State Department of Education had been wi~hdrawn for this year. Upon consideration whereof, and on motion of H. T.Gcyne, it is resolved that this resolution be received and filed. This day a bill from the Medical College of Virginia in the sum of $50.00 for autopsy performed on one Mastin Lewis was presented to the Board. Upon whereof, and on motion of J.G. Fraker, Midlothian, Virginia, had requested that he be considered for the positio L. Upon consideration whereof, and on motion of T. D.Watklns, it is resolved that the ~xecutive Secretary be and he hereby is instructed to communicate with the De of Came and Inland Fisheries and request that if other arrangements had not been made Mr. Fraker be appointed as Game Warden for CheSterfield County. ~hereas, the General ~ssembly of Virginia of 1944, has empowered this Board to establish a police force in the County of Chesterfield to be known as the "County Police Department, and Whereas, although there is a police force already operating in said County under appointment by the Judge of the Circuit Court of Chesterfield, but it is deemed desirable to establish a "County Police Department" under authority of the Acts of the General ~ssembly. Now, Therefore, and upon consideration whereof, and on motion of J.G. Goyne, reporting £or the ~ater Comm~tttee of the Board of Supervis( s, ~tated that the Commission had made a rather complete investigation of the Water system of ~r. 0. K. Marquis of Chester, step, ting that he had offered it to the Board of Supervisors for $15,000.00 and that he felt that the Count~would do well to purc! ,se this water system, if it wouldbe purchased for not more than $t$9000.00. Upon consideration whereof, and without motion, it was decided to carry this matter o~er for a more thorough discussion at the next Board meeting. This day the Executive Secretary brought to the attention of the Board the fact tha' many water bills in Bellewood Manor were delinquent but tha~. under the agreement with the Bellewood Manor Corporation the water bills could be collected by s~it brought agains~ the owners of the property, but hoped that same better arrangement of collection could be worked out. There also appeared Mr. Gary Blake, Attorney, fo~ the Bellewood Manor Corporation, attempting to make clear the position of the Bellewood Manor Corporation in this matter. Upon consideration whereof, and on motion of H. T.Goyne, it is resolved that this matter be referred to the Water wit~ instructions to confer with the Commonwealth's Attorney of Chesterfield County and Mr. Gary Blake, Attorney for the Bellewood D~anor Corporation, to endeavor to work out a satisfactory arran~ement for the collection of these water bills. Whereas, by deed dated Jan.2~, 1943, recorded in Deed Book 2?6, Page 396, of the Clerk's Office of the County of Chesterfield, George K.Robertson, single, and otherm, conveyed to the County of Chesterfield a roadway ~6rty (40) feet in width and 1166 in length, and now known as Route ~732 of the Secondary System of Highways and Whereas, it is the desire of the Virginia Department of Highways to ~ake control and Jurisdiction of said strip of land, Upon consideration whereof, and on motion of J. A. Horner, adopted as follows: ~N ORD INANCE An Ordinance to provide for the abatement of penalties and interest on certain taxes assessed against persons in the armed forces of the United States. Under and by virtue of the authority conferred upon the Board of Supervisors of Chesterfield County, Virginia, by Chapter One Hundred Ninety-Nine of the Acts of the General Assembly of Virginia of 1942, this Board of Supervisors doth ordain as follows: BE IT ORDAINED BY THE BOARD OF SL~PERVISORS OF CHESIERFIEJ~D COUNTY: That any person who on or after the first day of ~snuary, 1941, is assessed with any County real estate or personal property tax for any year during all all o~ any part of which he is in the armed services of the United States, ~y, during the period of such services and within one year after it has terminated, pay the principal of such tax, or taxes, without the adaition of any penalty or interest thereon. Every such person desiring to be relieved from the payment of such penalty and interest shall make application therefor to the Treasurer of Chester- field County at the time the tax is paid. The Treasurer shall be satisfied from the proff submitted tha~ such person was actually in the armed services of the United State for such year or ~ears and shall make out in duplicate a certificate to that effect, which certificate shall show the details of the penalties and interest involved. One copy shall be given to the taxpayer and the other copy retained by said Treasurer as evidence that he is entitled to a credit on his accounts for amount of penalty and interest so abated. This ordinance shall expire on the 30th day of June, ~944. An emergency existing this ordinance shall be in full force and effect from its passage by the Board of Supervisors of Chesterfield County, Virginia.
