This day, Er. J. ~. Dance, Treasurer, submitted to the Board his report of expense
incurred in the operation and maintenance of his office for the month of July,
1944, in the amount of $1160.03, Of which the County has paid $773.Z5, the remainde
to be paid by the otate, and the Board approving the same, the report is filed.
This day, Mr. Geo. W. Moore, Jr., Commissioner of Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenanceof his office for
the month of July, 1944, in the amount of $820.00, of which the County has paid
two-thirds or $546.67, the remainder to be paid by the State, and the Board
approving the sarape, the report is filed.
This day, Mr. M. ~. Cogbill, Commonwealth's ~ttorney, submitted to the Board his
report of expenses incurred in the operation and maintenance of his office for the
month of July, 1944, in the amount of $488.32, of which the County has paid one-ha~
or ~244.16, the remainder to be p~id by the State, and the Board approving the
report, the same is filed.
This day, Mr. 0. B. Gates, Oheriff, submitted to the Board his report of expenses
incurred in the operation and maintenance of his office for the month of June,
1944, in the amount ct $522.4~, of which the County has paid one-third, or $174.15
the remainder to be p~id by the State, and the Board approving the same, the
report is filed.

The ~xecutive Secretary read a report from the Forest Fire ~,arden concerning
activities for the month of July, 1944, which report w~s received and filed.
This day a Committee representing citizens of Chesterfield County appeared before
the Board, stating that there was a dire need in the County for recreational
facilities and the coordinating of the same, stating that they felt it was the
responsibility of the Board of Supervisors to take the initiative ~in providing
this service and requested that the Boar~ make a study of the situation to
determine the course of action. The report of the Committee w~s submitted
by Mr. W. C. Shawen and Mm. S. C. Peck. On motion of Mr. T. D. Watkins, it iS
resolved that the Board take this matter under advisement az~d that the Chairman
appoint a Committee to make such study as they deem nece~zary and report to the
Board at a later date. Whereupon, the Ch~irman appointed, Mr. T.D. Watkins,
Mr. ~.a. horner, and Mr. H. T. Goyne, as this Committee.
This day the newly appointed Game ~,~'arden, Mr. ~. J. Homer, appeared before the
Board making his first report, stating that he hoped to be able to do a good
Job in Chesterfield County but that the traveling necessary was rather extensive
and he felt the allowance made for same was rather inadequate. Upon consideratl
whereof, and on motion of P. W.Covington, it is resolved that the supplementary
salary paid by the Board of Supervisors of Chesterfield County to the Game Wardeni
be increased from $55.00 per month to $80.00 per month.
~nd be it further resolved that the amount of $300.00 be and it hereby is appro-
priated from the unappropriated surplus of the Dog Tax ~und to "Compensation of
Game ~.~arden"- budgetary code 12-220.
And be it further resolved theft the Game Warden be and he hereby is requested to
file ~ith the Board a written report each month of his travel and activities.
This day Mr.H.T. Goyne, Chairm~n of the Committee previously appointed by the
Board to investigate the possibility and desirability of purchasing an addressog~aph
for use in the Commissioner of Revenue's Office and the Treasurer's Office and
other offices at Chesterfield Courthouse, reported tha$ he believed such a machiqe
would be a time saver for the County and a step forward in progressive business
methods, ~nd stated that since this view was not held by all members of the
Commlttee, he has requested Mr. Wynne, of the Addressograph Company to appear
before the Board to explain the use of the addressograph in governmental
establishments. ~fter a lengthy explanation and on motion of ,~. A. Homer,
the Chairman is requestec to increase the members of this Committee to three and
request them to make a further study and report back to the Board at a later
meeting. Whereupon, the Chairman appointed in addition to Mr. H. T. Goyne,
'Mr. P. ~. Covington and Mr. T. D.Watkins.
This day Er. J. Wm. Dance, Treasurer of Chesterfield County, appeared before the
Board in response to a request made at a previous meeting of theBoard of Supervisors
concerning the collection of delinquent taxes, and presented the following report:

ne stated it was impossible to press the collection of delinquent taxes further
without additional office help.
This day, Dr. E. C.Gates, County Health Officer, appeared before the Board and
stated that a child had been bitten by a rabid dog and requested that the Board,
according to law, require the confinement of dogs for a period of 45-days.
Upon consideration whereof, and on motion of H. T. Goyne, the following ordinance
was adopted for Chesterfield County to become effective at once:
~,HER~As, it appears to the Board of Supervisors of Chesterfield
County by reports from the Game Warde~ and the County Health Officer
that a mad dog has been at large in said County and it is probable
that said mad dog has bitten other dogs, and that said mad dog did
bite a certain person ~y name Ha~'old Young, and
¥,RAP~AS, it appears to this Board and this Board doth declare that
an emergency exists and the Boara doth therefore ordain as follows:
That all owners of dogs withAn the ~enfines of Chesterfield
County shall keep their dog or dogs confined in their premises
unless muzzled in such manner that persons or animals will not
be subject to the danger of being bitten thereby; such requiremeEt
sh~ll extend for a period of forty-five (45) days from the 8th
day of ~ugust, 1944.
Any owner of any dog or dogs v~ho permits his dog or dogs to break
the confines of the owners premises unless muzzled in such
manner that persons or animals will not be subject to the
danger of being bitten thereby, shall be punished by a fine
not exceeding fifty ($50.00) dollars and by confinement in
Jail not exceeding thirty (30) days, either or both, in the
discretion of the justice, judge or jury tr~ing the case.
All fines and forfeitures imposed f~r violation of this
ordinance will be paid by the court trying same into the County
treasury.
An emergency is dec la~ed to exist; this ordinance shall be in
force from its passage.
ThiS day, Er. ~i. T. Ooyne, Supervisor, inquired of the Health Director what
regulatory powers the Health Department had concerning the use of chsmicals in
the waters at public bathing places, stating theft he felt much injury had been cau
to the ears, eyes, and throats of persons frequenting these places. Dr. Gates
stated that the chlorination of such public bathing places was under the Jurisdict~
of the State and there had hot been an agreement bet%een sanitary engineer~ and
officials as to the proper amount of chemicals to be used in order to prevent
injury to the bathers and that until such time as the authorities could agree
there was very little that could be done in this matter.

This day the Executive Secretary read a letter from the Chief of Police, Mr. C.
~;. Smith, stating that Police Officer, G. M. Johnson, had beeh on sick leave
since Nay 5, 1944, and that in accordance with a resolution passed by the Boar~
of Supervisors on September 6, 1938, he was placed on one-half salary as of Ju~y 6
1944, which letter was received and filed.
This day the Executive Secretary informed the Board of the purchase of a tract
of land of 7-1/2 acres, in Bermuda District near Chester, to be used as a trash
dump. Upon consideration whereof, and on motion of J.G. Honing, the purchase
of the land by the County is approved.
And be it fn=ther resolved that the sum of $160.00 be and it hereby is appropriat~.
from the unappropriated surplus of the General Fund to the "Purchase of Land ~
budgetary code 19 - 60C.
This day Mr. R. T. Goyne brought to the at t~nZlon, of the Board the unsightly
condition of the trash dump n~w being used~s~rthat when the new dump was
established, the preR~nt location should be improved.
~pon consideration whereof, and on motion of H. T. Goyne, it is resolved that the
hxecutive Secretary be and he hereby is directed to improve and cover with dirt
as far as practical the location now being used as a trash dump, and that proper
"No Dumping" signs be placed thereon.
This day a letter from residents of Lafon Street in Chester, requesting that this
street be extended about 200 feet east and f=om the north lO0 feet, tieing into
Dodameade Steer, was read. Upon consideration whereof, and on motion of
". A. Horner, it is resolved that the Virginia Department of Highways be and it
hereby is requested to make this improvement, expending a sum not to exceed
$250.00, and charging same to the 3ct. road levy.
The Executive Secretary read a letter from Wirt H. Hatcher requesting the improveme
of a road Just beyond Schmitt's Store, near Granite, Virginia. Upon consideratic
whereof, and on motion of T. D.hatktns, this matter is referred to the Virginia
Department of Highways.
This Aay a request for the extension of the CCO Road in Midlothian District was
brought before the Board, but it being felt there was no need for the extension
at the present time,no action was taken
This day the Commonwealth's attorney presented to the Board, at the request of
Mr. E. S.E.Greene, Supt. of School, who could not be present, a resolution from
the School Board as follows:
"On motion of Dr. Richardson, it was ordered that Janitors in the
larger schools, namely; Colonial Heights, Ettrick, Matoaca,
Thomas Dale, Broad Rock, Beulah, Bellwood, Manchester, Midlothian,
Grange Hall and hickory Hill, be employed to serve twelve months
in the year. During the three s~mmer months, the Janitors to
be custodians of their own buildings, to do the necessary repair
work on the buildings and grounds, and at such time as they may
be needed, to work on otSer school projects throughSu~ the County.
The Superintendent was further directed to request the Board
of ~upervisors to make an appropriation of $2500.00 to cover this
extra cost of Janitorial service."
On motion of H. T. Goyne, this resolution of the i~chool Board is approved, and the
sum of $2500.00 be and it hereby is appropriated from the unappropriated surplus
of the General Fund to the School Board - "Compensation of Janitors"- l?el - ll9.
It being necessary to have reappropriated such money as had been set up for specia
purposes in a previous budget, was brought to the attention of the Board.
Upon consideration whereof, and on motion of T. D. ~atkins, it is resolved that
the sum of $546.52 beLng the residue of an amount previously appropriated for
the construction of a fire truck E~r Chester, be and it hereby is reappropriated
from the unappropriated surplus of the General ~'und to 19-~01 - ~ire Equipment.
And be it further resolved on motion of J. G. Hening, that the sum of $3493.82 be
and it hereby is appropriated from the unappropriated surplus of the General
Fund for work on the Land Use Map - budgetary code - 2a-100.
