1944, in the amount of $1148.76, of which the County has paid $765.84, the
to be paid by the State, and the Board approving the same, the report is filed.
This day, M~. Geo. W. Moore, Jr., 0ommissioaer of Revenue, submitted to the Board
his report of expenses incurred in the operation and maintenance of his office
for the month of November, 1944, in the amount of $?~0.00, of which the County
has paid two-thirds or ~485.$?, the remainder to be paid by the State, and the
Board approving the same, the report is filed.
This day,~Mr. M.A. Cogbill, 0ommonwealth's Attorney, submitted~to the Board his
report of expenses imourred in the operation and~maintenance of his office,far the
month of November, 1944, in the amount of $~61.~, of which the County has paid
one-half or $2~0.94, the remainder to be paid by the State, and the Board
the same, the report is filed.
This day, Mr.O.B.Gates, Sheriff, submitted to the Board his report of expenses
incurred, in the operation and'maintenance of his office for the month of November
19~4, in. the amount of $561.25, of which the Count~ has paid one-third or $187.09
the remainder to be paid by the State, and the Board approving the same, the
report is filed.

The Executive Secretary rea~ a report frcm the Forest Fire Warden concerning
activities for the month of November, 1~44, which report is received and filed.
This day M~r. C. ~. ~mith, Chief of Police, of Chesterfield County, appeared
- - ~! ~ -' ....... ~ ~o~ ~-~e be ~rmitted a 10~ increase in the salarie
budget, to take care of this-increase without an additional approlmriation.
Upon consideration whereof, a~d om motion of T.D.Watkins, it is resolved that the
three .(~) Police Xdspatchers ~e granted a 10% increase in salary, effective
January 1, 1~45.
This day Mr. A. J. Homer, stated to the Board that in his ~udg~nent the hawks,
crows and predatory birds were very destructive to game in Chesterfield County
and suggested that some method be taken if possibletP ell~inate this drain on
the game lnthe County. Upon consideration whereof~ and on motion of H. T.
Goyne, it is resolved that there be offered by the County of Chesterfield a
bounty for hawks, crows, and owls killed within the confines of Chesterfield
Count~ as prescribed by law, and that claims for such bounty should be supported
by affidavit; the bounty to be paid to be as follows:
Sharp-shinned hawk, each, fifty cents
~oshawk, each fifty cents
Cooper's hawk, each fifty cents
Greet hor~ed owl, each, fifty cents
Crows, provided they be killed in A~ril, May, June, July,
August, or September, each fifteen cents.
The Clerk of this Board ia receiving applications and affidavits before coll,
such bounty authorized hereim, and directing the payment of such bounty by the
Treasurer, shall record his authority for payment by the Treasurer on the printed
Form now used by this Board for claims, known asForm ~14. To the Treasurer's
copy there he shmll attach the application ~ affidavit su~$itted. In all
procedure he shall be guided by Section 3305 (Sublection 49;'of the Code of Virgin£a.
This day the Executive Secretary read a letter from the State Chamber of Commerce
relative to the pending law in Congress concerning an increase in tax rate for
Federal Old Age and Survivors Insurance, and the letter is received and filed.
This day the attention of the Board was called to the fact that December 23rd
would be given as a full holiday-:'to the State employees, suggesting that the
same be given employees of Chesterfield County, UPon consideration whereof
and on motion of T. D. ~atkins, it is resolved that all County employees be
granted a holiday on Saturday, December 23rd, 1944.
This day the ~xecutive Secretary read to th, Board a letter from the Provident Life
and A~cident Lusurance Company concerning a rearrangement of the liability
insurance for fire companies in Chesterfield County, wherein they suggested that
a blanket policy be issued to the County cover all volunteer fire companies
in the County. Upon consideration whereof, and on motion of W. A. Homer, it
resolved that the Executive Secretary be and he hereby is instructed to work out
the best coverage for the volunteer fire companies.
This day the Executive Secretary read a letter from the Office of the Comptroller
regarding surety bonds for Treasurers which stated that if the bond be purchased
for a period of more than one year a considerable saving could be effected and
that.the State hoped that the County would see fit to purchase it in this ~nner.
Upon consideration whereof, and on motion of J. G. Hening,' it is resolved that
bond for the Treasurer be ~urchased for a period of three years instead of tn.
year as has been the policy in the past.
~nd be it further resolve~ that the sum of $1050.00 be and it hereby is l
~rom the unappr°P~iated sUrpIus. of the General Fund to..~a-212-suretY Bond Premium.
This day ~r. J. G. Hening, stated that since were were in the midst of the Sixth
~ar Loan Drive hefelt that Chesterfield'County should purchase additional bonds
~ith the surplus in the General Fund. Upon consideration whereof, and on
motion of J. G. Bening, it is resolved that the Treasurer be and he~ hereby is
instructed to purchase from the surplus of the General Fund, 2% Government
Bonds, in the amount of $£5,000.00.
This day the Executive Secretary stated that the fire truck was being repaired
and that the money appropriated for the building of fire trucks had been
nearly Sxhausted and requested that additional funds be appropriated for this.
Upon consideration whereof, and on motion of W. A. Horn,r, it is resolved thst
sum of $500.00 be and it hereby is appropriated from the u~appropriated surplus
of the General Fund to the account of Fire Trucks - 19-AO1.
This day the Executive Secretary requested that the sum of $100.00 be transferred
fr~maccount lOd-12~rWater Service to lOd-~23-Supplies. On motion of H.T. Goyne
it is resolved that $100.00 be and it hereby is transferred from the account~ of
lOd-12~ to lOd-~E3.

This day the matter of water system or water systems in Chesterfield County
was again called to the attention of the Board of Supervisors. Upon c

At a previous meeting of the Board the Executive Secretary was instructed to make
i'mprovements on the building occupied by the Agricultural Department and it now
appears that a larger addition than contemplated is desirable in o~er that tha
Home Demonstration Department may be housed in the same buildimg. Upon ~ensidar-
ation whereof, and on motion of W. A. Horner, it is resolved that tha Executive
Secretary be and he hereby is authorized t° proceed With the construction of a~
add, ition,to the building now occupied by the Agricultural Departm~mt,~approximatel2
22 x 30 . And be it further resolved that an additional sum of $1500.00 be
and it hereby is appropriated from the u~appropriated surplus of the General l~And
$or this project.
This day Mr. H.T.Goyne ~eported to the Board that there was a portion of Route
~1602, west from Route ~1 to Route ~1605, that should be improved and treated.
Upon consideration whereof, and on motion of H. T. Goyne, it is resolved that
the Virginia Department of Highways be and it hereby is requested to ~mprova

This day Mr. T. D.Watkins, reported to the Board that there was a family in
Bermuda District in dire reed of assistance, stating that it had been investigated
by the Welfare Department, by the Trial Justice Judge amd. the Supervisor from .
Bermuda District' and stated that there ware imsufficient funds in the ~elfare
Department to take care of this situation. Upon consideration whereof, a~n
motion of H.T.Goyne, it is resolved that the sum of $250.00 be and it hereby is
appropriated from the unappropriated surplus of the General Fund to the Welfare
Department for disbursement by them to relieve the distress of t~ Kcraget f-m~ly.
There being insufficient funds in certain accounts of the General Fund, the
Executive Secretary requested that additional appropriations be ma~e from the
unappropriated surplus, and on motion, it is resolved that the following
appropriations be made from the u~appropriated surplus of the Gemsral Fund to the
following budgetary codifications~
