<br />The Executive Secretary informed the Board that this adjourned meeting was called
<br />for the purpose of considering the rezoning of a piece of property on the
<br />~[idlothian Pike, known as the 'Sene C. Hetker" property dfrom agricultural to
<br />industrial, and stated that it hat been advertised accor lng to law and was now
<br />ready for action. Wh~,reupon the Chairma~ called upon those prese_nt to speak
<br />for or against the rezoning of this area. ,hereupon Mr. John Hindle stated
<br />.~.t was h~s plan if this area was zoned for manufacturing to establish a concrete
<br />prodnets business at this site. There were none who opposed the rezoning
<br />of this area, and upon consideration whereof, ~nd on motion of ,~. A. Homer, it i
<br />resolved that this area be rezoned from agriculture to an industrial area.
<br />This day the Executive ~ecretary stated that since the action of the Board at
<br />its m~etlng on k~rch 1~, 1946, issuing a permit to ~r. Arlan~ W. Hardy to establi h
<br />a small business on Rt. ~60, opposite the State Police t~eadquarters, there had
<br />been some objections from the citizens in that area and that Mr. Hardy had been
<br />requested not to exercise the permit and to appear before this Board of Supervisors
<br />at this meeting. Whereupon Mr. Hardy appeared represented by his Attorney
<br />Mr. Herman Cooper, who very thoroughly reviewed the case and after considerable
<br />discussion Mr. Hardy withdrew the application to establish a business and
<br />a~,reed that he wished to build an accessory building to be used as a private
<br />garage and storage house. Upon consideration whereof, and on $oticn of
<br />W. ~. Hornet, it is resolveG that the application for permit be approved.
<br />This day ~,[r. Ben. T Kinsey, Jr., appeared before the Board static' that he
<br />represented the E.I[DuPont de Nemour~ Company who h~d taken an option on certain
<br />properties in the dpper BellWood tract end that in order to establish the
<br />plant ss proposed it was necessary to acquire a ridht cf way across the
<br />subdivision known as "Bellwood Estates? and ~nqulred if it would be the policy
<br />of the Board of Supervisors to grant the vacating of this plat provided the
<br />right of way was p~rchased. Upon consideration whereof, end on motion of
<br />H.T.Goyne, it is resolved that the Dounty Engineer be and he hereby is authorized
<br />to vacate this plat upon proper application from the ~uPont Company.
<br />T~i~ day Mr. T. D. ~,.atkins stated that he felt that some policy~should be e~ta~
<br />b~i~hed by the Board of Supervisors concerning the matter of granting zoning
<br />permits by the Board. Upon consideration whereof, and on motion of T. D.
<br />Watkins, ¼t is resolved that in the future the Board of Supervisors in considering
<br />the ~rant,ng of permits for uses in any zone under the zoning la~ of this |
<br />County which uses are not permitted in that particular zon~ without a pernit ~
<br />from t~is Board, ~ill not grant shy such permit until after such application !
<br />shall have been considered by this Board ~or two (2) successive meetings of this
<br />Board, v;hether regular, adjourned or special meetings. If the applicatiom is
<br />made on the day of the first meetings before the adjournment of the Board, that
<br />meeting day shell be considered one of the meeting days required,

<br />This day the Executive Secretary preset;ted an application from Mr. Earl oo~ncer
<br />for permit to establish a local business in an area now zoned for agriculture
<br />on Rt. 36, in M~toaca District, and the application was referred to Mr.P.~J.
<br />Covington, Supervisor of Matosca District for investigation and report at the
<br />me~ting of the Board on ~Pril 9, 1946.
<br />This Say the ~xecutive oecretary presented to the Board a letter from Mr.C.W.
<br />Smith, Chief of Police of Chesterfield County, requesting that the State
<br />Department of tiigh~,.ays be requested to estab~Lish a 25-mile speed zone on Rt.613
<br />from U.S.Hi~hway ~l, eastward to the Oeaboard Airline RN. stating that he
<br /> be established. Upon
<br />felt it was essential that this 25-mile spe~,d :.,one
<br />consideration whereof and on motion of H.T. oyne, it is resolved that the
<br />,~tate Department of tiighways be and it hereby is requested to establish a
<br />25-mile ~sp_es4 zone on Rt. 613, from U.S. ~l, eastward to the S., A. L.
