Excavating, Inc. Mr. Mathews is an <br />employee of the Company. Staff notes that in a Business District the <br />Zoning Ordinance permits one mobile home for the owner and/or oFerator <br />of the business being conducted on the property. Since this is not <br />the case, staff recommends denial of this request unless the applicant <br />can clearly demonstrate hardship as distinguished from a special privilege <br />or convenience; that the mobile home permit is necessary for the preserva- <br />tion of substantial property rights possessed by other properties in the <br />
