The rezoning <br />of this property was quite controversial because the property lacked <br />access from the north and east. It was finally decided that the <br />main access for this parcel would be over and across Baldwin Road, <br />with secondary access roads through Hidden Valley Estates (Crest- <br />hill Road and Middlebrook Road). Access from the east is both <br />difficult and limited because of the lack of development in the. <br />area, and Ashton Creek and the Seaboard Coast Line, which must be <br />crossed. From the north, access is restricted because the southern <br />end of Richmond Street terminates in a cul-de-sac, and the land <br />south of the cul-de~sac has been developed. The only other access <br />to the north would be across an extension of Percival street, which.,- <br />if this request is approved, will be t~rminated in a cul-de-sac and: <br />developed, thereby eliminating access to the north. It was gener-' <br />ally understood by the residents of Hidden Valley Estates and Cheste~ <br />Subdivisions that Percival Street would be extended to the southeast <br />to provide an access from the north to the Lauck Associates property.. <br /> <br />STAFF RECOMMENDATION: RECOMHEND DENIAL OF THIS REQUEST AND THAT THE <br />APPLICANT BE INSTRUCTED TO REQUEST PLA:::HNG COHHISSION APPROVAL FOR <br />SUBDIVISION. HOI'iEVER, IF THE BOARD SE::::S FIT TO GRANT THIS REQUEST, <br />\'lE RECOf'.fr1END THAT IT BE SUBJECT TO THE FOLLOIHNG CONDITIONS: <br /> <br />1. A fifty (50) foot wide public road easement be dedicated from <br />Point A to PointB, as shown on the attached map.
