' This day, Mr. Geo. W. Moore, Commissioner of Revenue, submitted to the Board report' of expenses incurred in the operation and maintenance of his of rice for the month of MarCh, 1947, in the amount of $970.83, of which the County has paid two-thlrdsor $647.22, the remainder to be paid by the ~tate, and the Board approving the report the same is filed. This day, t~. M.A. Cogbill, Commohwealth's Attorney, submitted to the Board report ot expenses incurred in the operation and maintenance of his office for the month of Mar-ch, 1947, in the amount of $543.33, of which the County has paid one-half or $271.66, the remainder to be paid by the ~tate, and the Board approving the report, the same is filed. This ~ay, Mr. O.B. Gates, Sheriff, submitted to the Board his report of expenses in- curred in the ~peration and maintenance of his office for the month of February,1947 in the amount of $657.87, of which the County has paid one-third or $219.29, the re- mainder to be paid by the State, and the Board approving the same, the report is filed. The reports of the following offices were submitted and filed: Trial Justice, PoliCE Department, Home Demonstration Agent, Agriculture Agents, Health Department, Welfare Department, and Exeoutive Secretary. This day there appeared a delegation from Manchester District before the Board, led by Mr. Marehall Cole, who asked several ~uestions oOnPerning the proposed revenue bond issued, and the spending of the present $100,000.00 bond sale in Manchester District; also, requesting that some action be taken on a request of the Manchester Citizen's league that the minutes of the Board of Supervisors be furnished to them.' Upon consideration whereof, and on motion of T.D. vvatkins, seconded by W..h.. Horner, it is resolved that the request for copies of the minutes of the Board of Supervisorf be sent to the Manchester Citizens' League be and the same is hereby denied. On this matter Mr. H.T. Goyne voted "No" and asked that his vote be so recorded. This day there appeared a delegation from the Elkhardt Fire Department requesting the Board to consider the purchase of another fire truck for the use by the Manc~ster Vol. .ii'ire Department, which request was substantiated by Mr. A.J. Horner, Ch,lef Foreft Fire vmrden, who stated that the Manchester Fire Department had done an eXO~llent jot and had sufficient personnel to man such equipment and hoped that the Board,/could see its way clear to fUrnish addition equipment. Upon consideration ~ereof~ and on motion of J.G. Haning, the hxecutive Secretary is hereby instructed to cooperate witb the Manchester Fire Department and tlurnish such equipment as needeil.'by their Department. And be it further resolved that the Commonwealth's Attorney be and he"hereby is requested to prepare proper appreciative resolutions for the Volunteer Fire Depart~Its of Chesterfield County. This day Mrs. Nanoy Jj'allen introduced to the Board Mrs. Merle Vassar, who has been recently appointed Asst. Home Demonstration Agent In Chesterfield County, and who re- pla~ed Mr~s ~ue Hickerson, recently resigned. ~.--' -...-.-- This day, Mr. E.S.H. Greene, Supt. of Schools, submitted to the Board a resolution from the County SOhool Board as follows: "Whereas, it is necessary to build four Negro Schools in Chesterfield County beoause of overcrowded conditions and bad state of repairs of the present buildings, and Whereas, plans are not being completed for this oonstruction, Now, therefore, be it resolved that application be made immediately for Literary Fund Loans as follows: A Co~solidated elementary school at Midlothian A Consolidated elementary school at Winterpock A Consolidated elementary school at Kingsland A Consolidated High School on the recently pur- chased Vlinfree Property $75,000.00 75,000.00 80,000.00 250,000.00 ~nd be it further resolved that the Board of Supervisors be re- quested to approve these loans at its next regular meeting." Upon consideration whereof, and on motion of J.G. Hening, it is resolved that these loans be approved and the the Sohool Board of Chesterfield County be instructed to secure the same.' This day again an application for a use permit made by Mr. and Mrs. W.L. Ferebee to operate a restaurant and local business on Rt. 60, west of the intersection of Rt.60 and R~. 147. There appeared no objection to this application, and upon considerati n whereof, and on motion of T.D. 'vwatkins, it is resolved that this Use Permit be granted. This day Mr. Harvie, of the R.B. Chaffin & Company, Inc. appeared before the Board, requesting permission to erect a F.M. radio tower on the north side of Rt. 60, in the v11lage of Midlothian, on property owned by Mr. J~W. Jeffries. Upon consid- eration whereof, and on motion of T.D. Watkins, it is resolved that the applioation to erect a F.M. radio tower on the above described property be and it hereby is approved. This day the Executive Secretary read a letter from the Matoaoa Civic League in re- ply to a resolution of ttds Board, regarding the relocating of street lights in the Village of Matoaca, recomnending that one light on the highway in fro~of the Ma- toaca School be moved eastwardly one pole in order to place it in front of the schoo . pon conuideration whereof, and on motion of P.W. Covington, the Exeoutive Secretary e and he hereby is instructed to communicate with the Virginia Electr10 & Power Co. and have this light moved as requested. his day the Executive Secretary read a letter from Jeff and Mamie Price requesting that a road leading from the M1dlothian Turnpike, past Beaufont Springs to the Bon ir Road, be improved. pon oonsideration whereof, and on motion of T.D. Watkins, it is resolved that the 'xecutive Secretary be and he hereby 1s requested to investigat~ this matter and ake such steps as are necessary to have the road improved and taken into the econdary Road System. his day the Executive Secretary read a communioation signed by Mr. T.E. Barnett, · W.C. Trueheart and Mr. J.e. Morris, owners and developers of a water system in "Walnut Plaoe" in Ber.muda District, Offering to sell the system to the County for the sum of $2250.00, which amount would not be paid until suffioient number of hOUB~ ave been connected to the system to guarantee a 12% return on the purchase price of he system. Upon consideration whereof, and on motion of H.T. Goyne, it is re- olved that the Board of Supervisors accept the offer made by Messrs. Barnett, True- eart and Morris, to take over and operate the water system in Walnut Place under th erms of the agreement proposed by them. d be it further resolved that the Commonwealth's Attorney be and he hereby is re- uested to draw up proper deed and agreement for this water system. his day the Executive Secretary stated he had received a telepbone call from Dr. 'oster of the Virginia I::l.tate College in Ettrick. in whioh he stated that the college ould be interested in the installation of a sewer line across property owned by the ~ohool,' which would serve the eastern end of Ettriok as well as the School, and hope hat some joint arrangement could be worked out. . pon consideration whereof, and on motion of P.v,. Covington the Executive is instruc ed to communicate with Dr. Foster and try to make arrangements to have the Stat~ ke a survey of this project and report at a later meeting to this Board. his day the Executive Secretary submitted to the Board the proposed budget g48 as reported rrom the Budget Comolttee, inclusive of the Welfare and School Boar udgets. Upon consideration whereof, and on motion of iH~T. Goyne, it 1s resolved that the budget as presented be tentatively adopted. And be it further resolved that the time for p~blic hearing on the same be set as ~y 13, 1947 at 10:00 a.m. nd that the Execut~ve Secretary be instruoted to advertise the same according to law. ~'. -"'.. .... ..._....,~-... ......--.--....- This day the Executive Secretary oalled the Board IS attention to the fact that in- oluded in the new budget were funds for the purchase of equipment for the Comwdssion er;.of Revenue's office Which would enable him to make the tax tiokets at the same time the land books were written, and suggested that a Committee be appointed to investigate the purchase of such a maohine. Upon oonsideration whereof, and on motion of J .G. Hening, it is resolved that a Committee of Mr. P.W. Covington, Mr. H.T. Goyne, Mr. J.Wm.Dance, Treasurer, Mr. Geo. W. Moore, Jr., Commissioner of Re- venue and the Executive Secretary, which Committee had investigated this matter previoUSly be re8Ppointed to make recommendations on the type of machine to be pur- chased. This day the Executive Secretary submitted to the Board a tentative ordinance on subdivision control under the new ACt passed by the 1946 Assembly. Upon considerati n whereof, and on motion of H.T. Goyne it is resolved that this subdivision ordinan~ be and it hereby is referred to the Ordinance Committee for further study. This day Mr. H.T. Goyne stated that there were certain cross streets in "Central Park" that should be taken into the Secondary Road System. Upon consideration wher _ of, and on motion of H.T. Goyne, it is resolved that the County Road Engineer be and he hereby is instructed to investigate these streets and report to the Board at a later meeting. This day Mr. H.T. Goyne stated he had requests for the extension of Rt. 1626 to be improved, this being a road near BiShop's Garage. Upon constderetion whereof, and on motion of H.T. Goyne, it is resolved that this a.tension of Rt. 1626 be referre to the .Road Committee. This day the Commonwealth's Attorney presented to the Board a bill from the Central State Hospital, for the transportation of a citizen of Chesterfield County, one Lester Pearson, as a patient tram another Statem the Central state Hospital. Upon consideration whereof, and on motion of P.W. COVington, it is ordered that this bill be. p41id. This day the Executive Secretary stated to the Board that in conformity with a re- quest from the Committee of the Ettrick Sanitary District, he had investigated the possibility of obtaining Mr. R. Price Samuels, Plumbing Inspector for the City of PeterSburg, to act as plumbing inspector for Ettrick, and had learned that Mr. Samuels would be satisfied to serve:as pluJUJing inspector for Ettrick to be compen- sated by fee. collected for inspections made. Upon oonsidera~ion whereof, and on motion of P.W. Covington, it is resolved that the Executive Secretary be and he here by is instructed to make such arrangements with Mr. T. Price Samuels. The undersigned County Road ~ngineert having been directed at a previous meeting of the Board of Supervisors of Chesterfield County to examine Reynolds Avenue in the SUbdivision of "~llwood Heights" in Bermuda Magisterial District, and report to the Board the expediency of establishing said avenue as a public road, reported as follo That he went upon the said avenue and examined the same and if os the opinion that there is a necessity for the establishment of same as a pUblic road, and tUrthe _ U) ( 2) (3 ) (4) That said avenue will be of great public convenience Tlli,t it will not be of mere private oonvenience No yard, garden or orchard will be taken. The said street is a road in a subdivision of land dedicated to the Commonwealth of Virginia and therefore land owners along said road will not receive compensation. No land owner requires oompensation. There will be no compensation.
