Holt, it is resolved that Easter Monday be and the s hereby is designated as a holiday for County employees. This day, W.S.Coburn, Exeeutive Secretary, presented a verbal request to:the Board for plaeement of two trash eans in ~'estover HillEl. Upon consideration whereof, and upon advioe ~ the Board was without authority to expend the t'unds in ~'est6ver Hills Garbage Oollection and Disposal Area, for the purpose ot buying such cans, it is relJolved that the request be denied. This day there was presented to the Board' an offer to contraet with the County for the oollet}tion and disposal of garbage in Westover Hills Garbage Dispos .Area by F.E.Rebarer, as well as the recommendation attached thereto. On motion, the same is ordered to be reoei ved and filed. Upon request of the Exeoutive Seoretary, that he be permitted to reeeive proposals for the collection of garbage in Westover Hills, it is reSOlved! that the Executive Secretary be and he hereby is, empowered to ask for proposa s for the colleotion and disposal of garbage in the ',lestover Hills Garbage Collection and Dispos~ ~ea. .;I This day, W.S.Coburn Exeeutj.ve Secretary, advis6d the Board that the Federal Bureau of InvestigatIon, through J. Edgar Hoover had advised C.Vi . Smith , Chief of P~lice, ot Chesterfield Ccunty, that he was invIted to attend the Federal Bureau of .Lnvestigation Sehool in ~iashington, 'beginning April 24th, 1939, and running for a period or t~lve weeks, and whereas, it appears that this Board has heretofore authorized said C W. Smith, Chief' or Poliee, to attend said school at the expense of the Ifounty, aDd that it is now neoessary that proviSions be made for that expense. This day a matter of certain deep di tches along either side of Grove Aven: at and near its interseotion of Dale and Grove Avenue, near stop 4, was brought to the Board's attention, as being of a dangerouJI nature. On motion of H.L.Fergusson this matter is respectfully referred to the Highway Department for oorrection. ~is day there vms presented to the Board a petition relative.to the insanitary condition of ditches and drains along certain streets, lying east of Bellme~de Sanitary District 11. Uatkin s, Jr., John \i.Snead, Teial Justice of Chesterfield County, is permitted to attend the Fifth Annual Virginia state-\i1de Safety Conference, in RiehIDond beginning May 26th and extending. through Kay 27th. This day the oatter of a erossing at stockton street of the Clopton Branch of the A.tlantic Oocast Line Railway Company was brought to the attention ot the Board by a letter from. J .M.Townsend, Division Counsel, requesting that the matter be postponed temporarily. On motion of B.L.Fergusson, the matter is oontinue for furth:er consideration. This day ttere was presented to the Board A.M.Toler and Oompany's offer in writing to .8litl110 the county records for the fisoal year 1938-~939 and, whereas, in the matter of auditing of said records and the installation of a modern acccunting system and :machinery, this Board has heretofore obtained the services of the state .Auditor of Public Aocoun ts for the installation or suoh system and maohinery. and, whereas, it is :believed that it \<<)uld be advantageous to have the said state Auditor to make the required audit along with his installati ofsueh system and maChinery. Now, Therefore, in consideration where~ it is resolved on motion. of G. On motion of H.L lIJ'ergusBon. it 1s resol ved that hereafter that a.ll permits for connections to the.water system in Bel1meade Sanitarf District and all out-offs, be handled throu :r. W.Abbott, Collector of water rants, and that he, F.W .Abbott, coll ect a fee o~ oommission of 250 for each permit to connect to said system. W.C.Shawen, requested the Board to sponsor a project for the improvement o-r buildings and grounds located on the County Fair property, stating that the sponsort contribution would be $2800.00; that if the funds were not' aveilable to the Board at this time that the Association would provide suoh funds through a loan to the Assooiation, sufficient to furnish the monetary sponsorts contribution and sultficient material and supply contributials as vould make up the total sponsor~s contri bution of $2800 .00. On oonsideration whereof, and on motion of H.T.Goyne, it is resolved that this Board sponsor a Works l'rogress Administration ll-ojeet for t e improvement of the buildings and grounds on the fair grounds and that the Chairman of this Board be and he hereby is direeted to sign the Project proposed on behalf of this Board. . This day the matter of expenses of repairing damages to the drainage system done b~- v{.~.A. forees while building a sidewalk on Chesterfield Avenue. in the villa of Ettrick, was presented to thi~ Board with a claim ~fi the Department of Higllways. for its services rendered in makf"ng the repairs, was brought to the attention of this Board. On motion of Horace A.Holt, the Executive Secretary is directed to take the matter up with the Ettric k Street Comni ttee of the Ettrick Sonmuni ty league 1 and to make his report at the adjourned meeting of this Board. This day" Nathan L V/hite, and others, who live and own property adjoining the Town of COlonial Heights, advised this Board that there is a contemplated annexation by the Tcmn of Colonial Heights of the property adjoining said Town of Colonial Heights, stating that it had been alleged that sanitary conditions in said area were not satisfaetory. Upon consideration Whereof,. and on motion of ~~ Horace A. Holt, John G.Graham, D1rec'tor of Sanitation, is directed to maIm an ~ inspection of the terri tory sought to be aIlDexed and report to this Board concerning its sanitary conditions. On motion of G.W.Diggs, it is resolved that the Exeeutive Sec+;etary be and he hereby is, directed to make purchase of the equipment for Je-rfres8 Mlremorial Clin! at camp Baker, expending such sum not in exce ss o-r the $2296.68, and that he in hi s discretion may make suoh purchases without oompetitive bids. And be it further resolved that the Executive Secretary shall be, and he heregy is, direoted in his diseretion, till purehase such prmposed equipment as is neoessary at this .t1me. This day the mat'ter of the loeation of the proposed road or roads along the James River was again brought before the Board by Harold T.Goyne, Chairman of th COIDrli ttee on such matters, who advised the Board that he was not in position to repo on the matter because the St.ateHighway Department had no t completed its survey of the proposed routes and that he was of the opinion that the State Highwar-", - \ Department should have the final determination of the location of such proI1bsed or roads. And came also W.S.Coburn, Exethltive Seoretary, who stated that lit' the. road was to be considered as an industrial road that the location thereof should - not be placed in the hands of the High\'w'aY Department, but should be determinl!ld y the Board with the aid and advice 0 r an Industrial Engine ere And there was read a letter from Hon D. Un motion of H.T.Goyne, it is resolved that the matter of the location of the proposed road or roads, along the James River be and the s eme here~y is deferred. This day again eame H.H Price, eonoerning Civio Guidanee. in Hurd: Commun- i!lies for the oolored population and presented to tlB Board a "set-up" in writing. on motion of H.T.Goyne, the matter of Civic Guidance in Rural Communities for n~gI'Oes is deferred and the fiset-up" in writine; is filed. On rootion, the m~tter of the request of Lewis F.Hawkins to correct a surface water flood condition on his property, due to the elevation of a road, is respectfull.y referred to the Highway Department. On motion, the County Road Engineer, is directed to view that part of the proposed ~bbott Road, running through the lands of Glenn aDi others, and be shall report to the Board in .wri ting as is required by law. On motion of H.L.FergussCll., the Executive secretary is directed to continue with the street lighting survey in the County.
