04-21-1939 Minutes VIIDINIA: At a speoial meeting of the Board of Supervisors of Chesterfield County, held at tb! Courthouse at 7:;30 P.M. on April 21, 1939, and in the 163rd year of the Commonwealth. Present: Horae e L. Chalkley, Chairman, Gaius W.Diggs, John B.Watkins, Jr., HErold T. Gone, Hilary L.Fergusson, Horao e A.Holt '" This day agein the matter of the budget for the year 1939..1940 oam.e before this Board and on motion of G.W .Diggs, it is resolved that the School Board' 8 revised budget whioh was presented to this Board on Aprll 18th, and the budget ot the Department ot Publio Welfare, be, and the same are hereby apPl'Oved and I incorporated into this' Board's budget for the said year. I On motion of G.W.Diggs, the matter of salary of the keoutive Secretary be, and the same is hereby f'ixed at $3600.00 for the budgetary year beginning July 1, I 1939. Mr.H.T.Goyne voted "No" and requested that his vote be 80 recorded. I On motign ot H.L.Fergusson, it is resolved that the sum of' $15,000.00, Placr in the budget for "Reserve for Contlngeno ieB", be, end tl1e same hereby is deleted f'rom the budget. I On motlonot G.W.Diggs, it is resolved that this Board's budget for the year 1939-1940, ino lusi ve of the School Budget and the Welfare Department t s Budget, be, end the same are hereby tentatively adopted. And be it further resolved that the Exeoutive Secretary make J;Ubl1oation of the tentatively adopted budget as is required by law end that :May 31, 1939, be, end the same is hereby fixed as the day Gf the final adopt ion of' same. It is here not ed that ltr .Goyne who voted "No" on the adoption 01' the Budget, requested that his vote be 80 recorded. On motion of H.L.Fergusson, it is resolved that the plan of' a single levy for the several tax distriots of ttiLs County be and the semeis herebyadopted. On mot ion of H.L.Fergusson, (and upone substitute motion of G.VI.Diggs, that the rate 01' single levy for the several tall distriots of this County be 511 larger in emoWlt, whioh su bstitut emotion was lost for the want 01' a second), it is resolved that this Board tentative~ adopt single levies tor this County in following amounts for the following respeotive tax distriots, to-wit: Bermuda ~isterial Distriot Clover Hill ~isterialDistrict Dale )(agisterial Distriot Manohester Magisterial D1st~ict Bellmeade San~tary Distriot Westover Hills Gar~age Colleotion and Disposal Ketoeea Magisterial Distriot Ettriok Sanitary District Midlothian Magisterial Distriot All Distriots .. Be it here noted that lh-.H.T.Goyne voted "No. on the adoption of the budget and requested that it be here reoorded. This day the Executive Secretary presented to the Board the letter of resignation of' Jno .G.Graham, Director 01' Sanit at ion , for the COWlty ot Ohesterfield, and on motion of HoraoeL. Ohalkley, it is resolved that the same be accepted, effeotive May 20, 1939, in aooordanoe with the tenor of said letter ot'resignation. ' .And be it further resolved thet Jno.G.Graham, be allowed his earned aJld unused I vaaat ion beg inning on lIray 12, 1939. On motion, the Executive Seoretary is authorized to acceptapplioations for the position of Director of' Sanitation for the OOWlty, aDd he shall present same to this Board. On motion of' H.T.Goyne, it is resolved that the matter of a survey b the Chester Sanitary District be oarrin over to the next meeting ot the Board for further consideration. On motion of H.T.Goyne, it is resolved that in the future vacations aooorded employees of the County must be taken within the oalemar year in whioh suoh vaoatians are aooorded. -.:, ~iIL<""-.I:.",_~ Whereas, at this Board's meeting of' August 4, ~937, and at another meeting of September e, 1937, this Board passed resolutipns looking to the issuanoe of b0114s in the Bellmeade Sanitary District, and, Whereas, the amounts then suggested in said l'esolutions now having been determined not to be suffioient, on motion, it is resolved that such actions be, and the same are hereby resci114ed. lihereaJr. by order of the Cirouit Court of Chesterf'ield County, Virginia, entered on the 25th day of' May, 19a9, this Board was dire~tid to' issue bands of the County for Bellmeade Sanitary Distriot Number One f)f Ohestertield County, Virginia. Therefore, on Ip.otion of tl.L.FergusSOn, it is resolved that this Board issue bonds for Bel1meade Sanitary Distriot in the aggregate sum of t49.000.00, and that the Committee heretofore appointed arrange f'or the sale ot suohaaid bom s to an amount to be hereafter determined by this Board.
