This day, J.Wm.Danoe, Treasurer, submitted to the Board his report of expenses I
inourred in the operation and maintenance of his office for the month of June, i
1939, showing a total of $1059.01, two-thirds is payable by the County, the i
remainder by the State. And the Board approving the said report, a warrant in i
the amount of $706.01, is issued to the said J.Hm.Danoe, in payment of the County's
proportionate part, and the report is filed.
This day, R.E.Eanes, Commissioner of the Revenue, supmitted to the Board his
report of expenses incurred in the operation and maintenanoe of his office for
the month of June 1939, showing a total of $789.94, of whioh two-thirds, or
.586.63, is payabie by the County, the rema.inder by the State. And the Board
approving the said report, a warrant in the amount of $526.63, is issued to the
said R.EoEanes, in payment of the County's pDportionate part, arA the report is
filed.
This day, Marcus A.Cogbill, Commonwealth's Attorney, submitted to the Board
his report for the month of June, 1939, sho,dng a total of $435.66, of which
two-thirds is paYC'lb1e by the Counts', and the remainder by the State. And the
Board approving the said report, a warrant in the amount of *217.83, is::;issued
to the said lkrcus a.Cogbill, in payment of the County's porportionate part, and
the report is filed.

This day, the matter of inoluding the Aherne Road in the County Road 1),,-,'"
System was brought to the attention of the Board, and it appearing to the Board I ~ b
that said Aherne Road would be of greater pUblic benef it than the road now I ~rQ.r-e 1'1 1011
known as Fisher's Cut-Off, the Board doth resolve, on motion of H.L.Chalkley, I 6n
that said Aherne Road be and the same. hereby is taken into the County Road ilYh. ea.'
System. And be it further resolved that the State Highway Commission be, and : '1Ip..\3Q
it hereby is, requested to include in its additions to the State Secondary i
RoM. Svstem in Chesterfield County said road in Clover Hill District, running i
wasterly from Route 605 five tenths mile, said road being known as the Ji.hern.epBoad~.
And be it further resolved that the State Highway Commission be, and it hereby I
is, requested to exclude from its SElcondary Road System a road in Clover Hill I
District, Chesterfield County, known as Fisher's Cut-Off, said road being !
heretofore reque sted by this Board on May 3, 1939.

School Board of Chesterfield County, Virginia, requesting this board to grant its J_(\ ,\~_~
permission to the said County School !bard to borrow, as a temporary loan, the ; ,i .J
sum of Fifteen Thousand ($15,000.00) Dollars, for the purpose of plumbing I ~,~(39
and heating repairs in Chester, Ettrick and Bellmeade Sohools. Upon considerati9n
whereof and on motion, it is resolved that the County School Board of Chesterfield I
County be authorized to borrow the sum of $15,000.00 as a temporary loan for the
purposes aforesaid, and suoh action of said School Board is hereby approve d. I

This day the Committee heretofore appointed by the Board to receive

Watkins, Jr., Chairman of said Committee, end on motion of Horace.t. Holt, the

Chairman stated that the Chair was open for nominations for the offioe of S anitatioIJ
Direotor and whereupon H.L.Fergusson, placed the name of F.B.Grant, for nomination,

There being no further nominat ions the Chairman deolared the election of the f1rst
nominated to be before the Board and the question was called for, the same being
upon the election of F.B.Grant for said office and the vote resulted in a tie.
Whereupon, on motion of H.L.Fergusson, it is resolved that the action of the Board
of Supervisors just taken on the nomination and eleotion be and the same is hereby
rescinded.
The Chairman of the Board of Supervisors stating that the Chair was open for
nominations for the election of some person to the office of Director of Sanitation,
and H.L.Fergusson, placed the name of F.B.Grant for nomination which was seco~ded
by H.T.Goyne, and the Chairman oalled for other nominations and none being heard
declared the nominations be closed. '!hereupon, the Chairman put tUl question of
F.D.Grant, as Dire~tor of Sanitation, and upon a vote ~fiereof the majority voting
for F.B.Grant the Chan- declared him. to be elected Direotor of Sanitation.

Sanitation, it is resolved on motion ofG.'Vl.Diggs, that Chas. W.Smith, Chief of
County Police, be, and he hereby is, empowered and direoted to seleot and appoint
a suitable person to fill the vaoanoy of County Policeman crea1ed by the appoint-
ment of F .B.Grant as Director of Sanitation; and be it further resolved that
should either of the switchboard operators be selected for the aforesaid position
of County Polioeman, that Chas. W. Sm1th , Chief of County Police, be and he hereby
is, empowered and directed to select and appoint a suitable person to the position

or appointments be made effective on such date as in the opinion of Chas. W.Smith,

This day the Executive Secretary reported to the Board that the lease
with Samuel \i. Gregory for the rent of a dumping ground on the said S anuel W.
Gregory's property, adjacent to Chester, expired on June 7, 1939. Therefore,
on motion of H.T.Goyne, the Etecutive Secretary is empowered and directed to
renew the lease for another two-year per i od at $12. 50 per year; and be it further
resolved that the Executive Secretary be and he hereby is empowered and directed to
sign the aforesaid lease for the Board of Supervisors.
On motion of H.T.Goyne, the Executive Secretary is directed to make
report to this Board at its next regular meetiIl€ of all expenditures made by this
County in sponsoring the Works Progress Administration Projeot now in progress
for the construction and improvements of buildings on the grounds of Csnp Baker,
and the expenditures made for the maintenance and operation of Camp Baker since
June 1 , 1939. .

Whereas, it has come to the attention of this Board, that one of its
members G.V'l.Diggs, has resigned from the offioe of Supervisors of Dale District,

Villereas, this Board is fUlly oognizant of the splendid work done by
Mr.Diggs, and it is desirous to make some publio recognition of the esteem
in which he is held by this Board. .
Therefore, on motion of J .B.Watkins, Jr., it is resolved that this
Board record upon its minutes its sincere regret of J4r. Diggs' resignation
therefrom and it thereby reoognizes and indioates its loss.

the Board for the friendly attitude it had taken towards him during the period

On motion of H.L.Fergusson, it is resolved that the road leading
from the intersection of Brookside, Road and Greenwich Road, southwardly through
eel across the properties of Adkins, Fergusson, the County Sohool Board of
Chesterfield, to where the said road interseots Clydewood Avenue, in Clydewood
Park Subdivision, and from that point southwardly inolusive of said Clydewood
Avenue, to the north line on Warwick Road, be. and the same hereby is deolared
to be a County Road and the same is hereby taken into the County Road System.
This day, there was presented to the El:oard by the Exeoutive Secretary,
two 'bids for the collection and disposal of garbage in the ilestover Hills Garbage
Collection and Disposal ~rea, and from a reading and inspection of said bids, it
appearing to this Board that E.W.Blankenship made the lowest bid for said collection
and that he is a satisfadtory person, on wotion of H.L.Fergusson, it is resolved
that this Board enter into contract with the said E. W.Balnkenship for the collection
and disposal of garbage in said district at the sum of $840.00 per annum. And be
it further re sol ved, that as soon as can be, a contract be drawn and submitted to
said E.W .Blankenship for his execut ion and the Exec uti ve aeeretary is direoted to
execute same on behalf of this Board~ And be it further resolved that the
Budget in this connection be amended to read $840.00 on the expenditure side
~hereof, instead of $300.00. And be it further resolved, that the said sum of
$540.00 be and the same hereby is appropriated, and directed to be transferred from
the "Contingenoy Reserve" to the Westover Hills Garbage Colleotion and Disposal
Fund. And be it further resolved that the County pay the premi~ of bond of the
said E.wJ.Blankenship as indicated in the aforesaid figures.
This day, H.L.Chalkley. Chairman of this Board of Supervisors, advised
this Boa.rd that the Town of Colonial Heights and the County had filed annexation
proceedings in the Cirouit Court, looking to the annexation of that area lying
north of Colonial Heights, all or which is fully described in the proceedings,
and a oopy of notice was served on him as Chairman. Upon consi deration whereof,
and on motion ofH..A.Holt, it is resolved that this Board defend against action of
the Town. of Colonial Heights in said prooeedings filed in the Circuit Court of
this County; and be it further resolved that Attorney for the Commonwealth be
directed to represent this Boa"t"d in its defense against said action and that he
be, ani he. hereby is, authorized and direoted to employ oounsel to assist him in
suoh defense.

from Route #1, Petersburg Pike just north of Swift Creek and between said east
side of Route #1 and western line of the .Atlantic Coast Line Railway right of VlaY,
through the properties of Roper and others, be and the same is hereby taken into

This day the matter of fuel (oil) for the heating of C anp Baker Clinic
building \'Ias brought to the attention of the Board. On motion of H.T.Goyne, the
Executive Secretary is directed to receive bids for the supply of said fuel and he
shall let such contract to the lowest bidder. And be it further resolved that
the Executive Secretary execute contract on behalf of this Bard for the supply
of fuel oil for a period not exceedil~ one year.
This day, the Executive Secretary read to the Board a letter from the
Chief Engineer of the Department of Hir:hways, showing the additions and abandonment
of rouds in the Secondary System of this vounty, effective July 1, 1939. The smw
being in response to the request of this Board of May 3, 1939. On motion, the
said letter is received and filed.
This day there was read to the Board a letter frOl:1 the Richmond Baptist
lunisters' Conference, cOL~ending the action of this Board of Supervisors in the
adoption of an Ordinance prohibiting the sale of beer and wine on Sunday. On

This day, a letter from L.E.Akers, District Engineer, Departluent of
Highways, along with a. report to him from D.N.Hudcle, Resident Engineer, on the
matter of drain8ce in the Village of Ettrick, was read to the Board and it appearing
