This day, P. ii. .bnead, Resident E.ngineer, Virginia Department of Highways,
presented the final budget for the Secondary System for the year 1941-'42,
Upon consideration whereof, and on motion of W. A. Horner, it is resolved that
the said budget be and the same is hereby approved.

This day, P. W. Snead, Resident Bngineer, Virginia Department of Highways, read :
to the Board a list of the roads to be taken into the State SecQnary System. I
Upon consideration whereof and on motion of il. A. Horner, it is resolved that the i
report and list as given by P. W. 'Snead, Resident Engineer, be, and the same is !
hereby approved. i
This day wi. a. Horner, Chairman of the \.ater Committee for the Bellmeade and !
Manchester Sanitary Districts made his report orally as to conditions in said I
districts and as to the financial status so far as completion of the said sewer ;
and water systems in said districts are concerned, as well as the status of the I
\v'PA labor for the time being. And it appearing from said report that it
would be several months before WPA labor would be available and that tblne will I
probably only be sufficient funds in said Manchester Sanitary District to I
complete the water system unless the \,PA again hecomes active and contributes its i
rightful portion of materials. Upon consideration whereof, and on motion of I
J. O. Hening, it is resolved that the said Water Committee be and it is hereby I
empowered to continue the operation of the construction in said sanitary district!
and to do only such construction as in its judgment is proper under all the cir- I
cumstances, and to that end said Committee is authorized and empowered to do I
construction in said districts to an amount not to exceed $5000.00, for construction
within or without said districts and in property adjacent thereto. T
And the Committee shall make report to this Board. i

On motion of T. D. 'iiatkins, it is resolved that II. W. LaPrade &. Bro., Surveyers,
are hereby directed to follow the location of old road, between Rt. 654 and
Turner's Store, and lit. 6653 and Good Hope School, so far as same be practical
to do so in locating the said proposed road.

This day the Water Committee for the Bellm.eade Sanitary District reported orally i
that the deepen4l1&/.i:of the well at the Bellmeade School had progressed to a depth I
of slightly under 100' without a noticeable increqse of water. Upon consider- I
ation whereof, it is resolved that the said iater Committee, be, and it is hereb~
empowered. to deepen said well to an additional depth not to exceed 100' if in the,
judgment of the Committee it is necessary and proper, or until it shall have !
struck a sufficient flow of water within said 100' additional. I

This day the Attorney for the Commonwealth, stated to the Board that the Board I
had adopted numeDous ordinances and regulations and that there was no compilatio~
or book-form of same. On motion of J. G. Hening, it is resolved that the I
Executive Secretary be and he hereby is instructed to investigate the cost of I
printing and compiling all ordinanees of the County of Chesterfield and make Ii
report a~ the next regular meeting.

On motion of J. G. Hening, it is re so 1 ved that the Hater Gomm.i ttee of the
Bellmeade Sanitary District and Manchester Sanitary District, be, and it
hereby is empowerd to 4eft~BT with A; M. Vermer, Supervisor of Installation, in
said Manchester Sanitary Distrift, on the matter of a d'crease in salary, and
if such an~rangement cannot be made satisfactory to the Committee, said
Committee is to dispense with the services of the said A. M. Verner, and employ
another person at such figure as shall be dete~ined upon.

This day again the matter of the acquisition of the right-of-way for the
improvement of Route t651in the Secondary System of Highways in this County,
came before the Board and this Board having been advised further that its Agent
has ~een unsuccessful in obtaining said rights-of-way,
Now, Therefore, on motion, of vi. .ri.. Horner, it is resolved that this Board do
proceed to acquire the necessary rights-of-way; that it request the Virginia
Department of Highways to institute the necessary proceedings; that this Board,
as is provided by law, will pay the compensation damages, it any, if it shall
be so advised; and that T. J. Nichols be offerl!Sd the sum of ;15.00; F. vi. D.

Bohlen, the sum of $15,00; T.G. Norvell, the sum of $15.00; J. E. Norvell, the
sum of $10.00; Mrs. F10y.Ltme the sum of '15.00; Charles Hines, the sum of
$5.00; Mrs. Harriet Inge, the sum of $25.00; Mrs. Floy Traylor, the sum ot
$50.00; Mrs. Jennie M. Biggs, the sum of $25.00; like respective sums shall be
paid into the Clerk's Office of the Circuit Court of Chesterfield County, as is
provided by law, so that construction mirht proceed. ~nd the Executive
Secretary is directed to draw upon the General Eounty Fund for such sums.
And he shall deposit the same with the Clerk of the Circuit Court.
Ordered that the meeting be now adjourned until May 13, 1941, at 10:00 a.m.
