Upon consideration whereof and on motion of T. D. "utkins, it is resolved that the offer of participation by the County of Chesterfield in the restocking of rabbits in the County, be and it hereby is rejected. And be it further resolved thflt Ue Executive becretary be instructed,:.to so inform the Commission. This day Mr. Geo. Vi. Moore, Conmissioner of Revenue, came before the Board, calling attention to the matter of assessing lots in subdivisions as prescribed by law, and since the laws of Virginia ma~ these regulations no action was taken by the Board. ~his day CaDle Mrs. Elizabeth Vi. Bagby, Supt. of the Department of Local Public ivelfare, requesting that the Boa rd permi t the Department of Public Welfare to amend its budget by transferring the amount of $478.18 from the Sewing Room Fund to the General Relief Fund. Uppn cons ideration whereof, and on motion of T. D.I/atkins, it is resolved that the sum of iP478.18 be and it hereby is transferred from the Sewing Room Fund to the General Relief Fund. i This day came Mr. A. M.Toler, of the A. U. Toler Company, Auditors, who had been I employed to audit the records of the County of Chesterfield, explaining in detail I the audit of said records of the County and presenting each member of the Board I and other officials of the County with a copy of such audit. Upon consideratior whereof, and on motion of J.G.Hening, it is resolved that the audit be received andl approved; And be it further resolved that the Executive Secretary be and he hereby is direcDed to pay to tl~ said ~.M.Toler and Company the amount heretofore authoriz~d '-for such pw'pose. I On motion of E. T. Goyne, it is resolved that a vote of thanks be extended the A. U. Toler Company, through 11r.A.I:I. Toler J for the prompt completion of the 1940-'41 audit and for the splendid explanation thereof. This day the Executive Secretary read before the Board a letter from the State Highway Commission relative to the allocation of addi tiona:}. anticipated state revenue for the year 1941-'42. Upon motion of J.G.Hening, it is resolved that the report be received and filed. 1 This day the matter of the road between Rt .653 and Rt.654 was again brought to the i attention of the Board. On motion of Tl D. \Jatkins, it is resolved that the I Executive Secretary be and he hereby is instructed to view the road with the , Resident Engineer, p.H.snead, and to estimate the cost of the necessary improvement~ in order to nake the road passable for this coming winter. ! , .This day the Executive Secretary read before the Board a ~etter from Mr. Lloyd Ellenburg, requesting that a section of Cherokee Road, from the entrance of the Chesterfield Country Club, north, a distance of a little over .3 of a mile to Customer's Road, be worked and hard-surfaced. . Upon consideration whereof, and on motion of 'ii. A. Horner, the Virginia Department of Highways is hereby requested to put the above mentioned section of Cherokee Road in condition for travel, the same being charged to the 3ct. road levy. I I This day there was brought to the attention of the Board that a second-primary road! from Rtchmond to Petersburg, Particularly to accommodate local travel would be verYI be~f1C1al to the citizens of Chesterfield County. Upon considerat ion whereof ant on motion of W.a.Horner, theChairman is requested to appoint a Committee to take up this matter with the State Department of Hirhways and arrange to have a survey of su h road made. iihereupon the Chairman appointed: W. A. Horner, J. G. Hening, and P.W.! Covington, as this Committee. I In a recent meeting of the Board of Supervisors, C. W. Smith, Chief of Police, was authorized and directed by resolution to make a survey of travel through the Village of Midlothian, and report his findings to this Board. Chief Smith this day made report that he felt this method of investigation was inappropriate and inefricient, And suggested that a ~eneral survey of traffic conditions in the County be made by a Committee including Mr. Giles Robertson, Safety Engineer of the Virginia Department of High\~ys. Upon consideration whereof, and on motion! of T.D.iiatkins, the resolution of September 9, 1941, be, and it hereby is rescindedl' ~nd oe it further resolved that the Chairman is requested to appoint a Committee tO'1 make such a study of traffic donditions in Chesterfield County. iihereupon the Chairman appointed a Committee consisting of C.VI.Smith, T.D. Watkins,- and the I Executive"Secretary to communicate with l1r. Giles Robertson, Safety Engineer, for tt:e Virginia Uepartment of Highways and arrange such a survey,and report to this Board I as soon as practical. , I I I i i This day a letter from the City attorney of the City of Richmond from the Commonwealth's Attorney of ChesteFfield County, relative to the transfer of materials from the Bellroeade and ~anchester Sani tary Districts was read by the Executive Secretary, and an answering letter from the hsst. City Attorney, 1~. I John P McQuire, Jr., expressing the opinion that there was no objection to I transferring the materials,and stating that he was authorized to permit ChesterfielA County to transfer materials as they saw fit. On motion of J.G.Hening, the letterl is received and filed. I ! I I I i I I i I i I I I This day a request from the Fair ABsociat.ion for the $600.00 carried in the curre1t budget, donated to the Fair Association, was broufht before this Board. Upon 1../ consideration of which and oh motion of ,1.A. Horner, the appropriation of $606:-00 to the \lhi te Fair Association and $160.00 to the Colored Fair Association was I ordere d to be paid. I I I I I I I i i i This day, Mr.H.T. Goyne, called to the attention of theBoard the fact that I various departments of the County 0 f Chesterfield had in thai r custody certain I equipment belonging to the County. Upon consideration whereof and on notion I of H.T.Goyne, the Executive Secretary is requested to ha~e an inventory of such ; equipment compiled for the various dElpartments and to keep the inventory current. i I , I I This day the Executive secretary read a communication and invoices from the Llnk- Belt Company of Philadelphia, concerning equipment ordered by this County from the Link-~elt Company in connection with the sewerage ,disposal plant of the Bellmeade"Snd Manchester Sanitary Districta. Upon consideration whereof and on motion of J. G. Hening, it is resolved to refer the matter to the Commonwealth' Attorney for settlement. This day the Executive Secretary presented to the Board of Supervisors a bill for water used in the Bellmeade-Manchester Sanitary District, from Garland S. Sydnor, which appeared to be an excess bill. Upon consideration whereof and on motion of W.A.Horner, thel!:xecutive Secretary is directed to confer with Mr. Garland S. Sydnor and work out a satisfactory arrangement for the payment of such bill. This day the Executive Secretary brought to the attention of the Board the request for additional lights in the Clerk's Office. Upon consideration whereof and on motion of T.D.\iatkins, the matter is referred to the Buildings and Grounds Committee. " This day, Mr.H. T. Goyne, brought to the attention of the Board the matter of an increase in salary for Mr. 1ra hepburn, night watchman at the Courthouse. Upon consideration whereof and on motion of H.T.Goyne, the monthly salary of Mr. Ira. Hepburn, night wmtchman, is hereby increased by $5.00, effective October 1, 1941. This day the Executive Secretary brought e request before the Board from the Board of Education for an appropriation of $12,000.00 which had heretofore been authorized for the inclusion in the construction of the high school buildings such alternates as had heretofore been deter.mined upon, and to cost the sum of $12,000.00. Upon consideration whereof and on motion of W.A.Horner, the 1941-'42 budget be and it hereby is amended by the transfer of i12,000 from the General Fund's Unappropriated Surplus to the Building Fund of the County School Board. This day the Executive Secretary brought to the attention of the Board that the i next regular meeting of this Board fe4l on the 11th day of November, which has , been eeclared by this Board a holiday. Upon consideration w.ooreof, it is resolv~d that the next regular meeting of this Board be held at 10:00 a.m. on November 12, I 1941. ! I i This day the Executive Secretary read a letter from the Hon. J.Edgar Hoover, Director, Fede~l Bureau of Investigation, relative to the awarding of a certificate to ~hAs. W. Smith, Chief of Police, of Chesterfield County. On ~otion of J.G. Haning, it is resolved that the letter be received and filed. A letter from R.Stuart Royer was read by the Executive Secretary to the Board, upon consideration whereof and on motion of J.G.Hening, the letter is ordered to be held over until the next meeting of this Board for consideration. This day a request from the officials of the Riclwond General Depot for an easement along 4th Avenue from U.S.Rt. #1, east to the Seaboara Air Line HR., otherwise known as the Shell Road, on villich to install and maintain a sanitary sewer, was submitted to the Board. Upon consideration whereof, and on motion of H.T.Goyne, the ExecutiveSecretary is authorized to prepare ,and execute the necessary easement. This day the Executive Secretary read a letter from Mr.F.W.Abbott, concerning renumeration for his services in connection with the collection of water bills in the Manchester Sanitary District. Upon consideration whereof ,and on motion of W.A.Horner, it is resolved to pay I~.F.W.Abbott for this service the sum of $20.00 per month, commencing July 16, 1941. This day Dr. E. C. Gates, County Health vfficer, mde a report in v:riting of his inspection of the County jail. Upon consideration whereof, and on motion of Vi.A.Horner, it is resolved that this Board of ;jupervisors be and the same is appointed a Committee to inspect the jail on behalf of the Board. an1 I i Whereas, heretofore today this Board by resolution appointed itself a Committee ~oinspect the County jail, and Whereas. in pursuance of such order an inspec tion was made by the members of the Board, and speaking through Mr. W. A. Horner, a member,reported that an inspection was made and that the Committee found the jail to be in 'a reasonably sanitary condition, but suggested that the keeper of the jail requests the inmates thereof to refrain from the unnecessary plcing of trash o~ other accumulations inthe window sills and in the corners of rooms." I Upon consideration of which report, and on motion of W. A. HOy'ner, it is resolved I that this BOard doth declare that the jail is found to be in a reasonably sanitary condition,and further that the keeper of the hail be and he hereby is directed to instruot the inmates of said jail to refrain from piling rubbish or other i accumulations on the window sills and corners of rooms and make more frequent I routine cleaning of said jail.
