L. Chalkley, Chairman <br />H. T. Goyne <br />J. G. Hening <br />W. A. Horner <br /> <br />Absent: T. D. Watkins <br />P. W. Covington <br /> <br />i <br />Tl.ere appeared before the Board, Mr. J. C. Jure, of Point O'Rocks Road, who statedi <br />his son was bitten by a dog on July 8, 1941 while delivering papers to the I <br />residence of the owner of the dog and who sUbsequently was treated by a dmctor, I <br />and submitted a bill for $14.00. Mr. Jure requestftng that the Board of Supervis9rs <br />reimburse him for thi.S amount. Upon consideration whereofi and on motion I <br />of H. T. GOynet it is resolved that Mr.J.C.Jure be paid the sum of '14.00 from i <br />the Dog Tax Fund of this County. ' <br /> <br />( ! <br />The Commonwealth's ~ttorney brought to the attention of the Board the law concerni~g <br />the treatment of persons bitten by rabid dogs within the Countyj and upon I <br />consideration whereof and on motion of H.T.Goyne, it is resolved that hereafter ' <br />any person bitten by a rabid dog or dog suspected suffering from rabies, shall <br />be treated by the Health Officer of the County of Chesterfield. <br /> <br />~ request from C. Vi.Rig' 1 was presented to the Board by the Executive Secretary <br />for a statement that the Board would accept as a County road, a road that he is <br />building across the Rig'l Estate in Manchester District. Upon consideration <br />whereof,and on notion of VI.A.Horner, it is resolved that the Board will accept <br />this road as a County r.oad if and ;,men it is brought up to proper specifications <br />as required of roads and str'Jets in Subdivisions. .tl.nd be it further resolved <br />that a copy of the resolution on the "Regulations of Streets and Roads in <br />Subdivisions" be mailed to Mr. Rig'l. <br /> <br />This day came C.W.Smith, Chief of Police of Chesterfield County and requested the <br />Board to grant permission for the Police Department to sponsor entertainments, <br />carnbals, dances and amusements, for the benefit of aiWelfare Fund for the <br />Police Department. Upon consid eration whereof and on motion of H. T . Goyne <br />it is resolved that this permission be, and it hereby is granted for the PolIce <br />Department to sponsor entertainments, csuch as carnivals, dances, etc. for the <br />benefit of i1 \lelfare ]'und for the Police Department. <br /> <br />This day Supervisor H. T. Goyne, brought to the attention of the Board the fact <br />that there has been a survey made for a road, east of the Petersburg-Richmond <br />Turnpike from the Ninth Street Road to Rt. 10, which had been received by the ! <br />Board and no action had been taken. Upon consideration whereof, and on motion i <br />of H.T.Goyne, it is resolved that a Committee be appointed to make a study of such I' <br />a survey and report to thisBoard their findin[s and such recommendations as might <br />seem expedient. \lhereupon theChairman appointed, W.A.Horner, J.G.Hening, H.T. <br />Goyne and p.W.Covington as this Committee. I <br />I <br />I <br />I <br />The Executive ~cretary in ma~ng report for the Special Committee which had been I <br />appointed at a recen t meeting to make an inve stigat.ion of the possibility of a secolnd <br />primary highway across Chesterfield County, statinr. that a request from Gen. I <br />James A.Anderson, Hir hway Commissioner, that the Committee SUbmit to him indicatio~s <br />on the map of the proposed location of such a route together with a brief + <br />description and reasons for such a proposed route. Upon consideration where , <br />and on motion of \i..A.Horner, it is resolved that the Executive Secretary be and he <br />hereby is instructed to comply with the request of Gen. Anderson and furnish him I <br />such information as he mifht require in order that this matter be permanently I <br />brought to the attention of the Hirhway Commission. ! <br />I <br />I <br />The matter of the general assessment of lands in Chesterfield County as required I <br />by law was again brought to the attention of the Board by a Committee which had I <br />been heretofore appointed by this Board and the Committee reported that several I <br />conference s had been held and it was understood that if an appraisal and assessmen~ <br />of a scientific nature be undertaken by this County that the State Tax Board will ! <br />offer such technical advice as may be in their power,and will furnish to the Count~ <br />such forms and cards as appear necessary for such appra!sal and assessment. ! <br />On motion of H.T. Goynet it is resolved that the Committee be continued and comple~e <br />arrangements be made for such an appraisal and assessment. I <br />! <br /> <br />The attention of the Board was called to the fact the. t there has been an increased <br />interest as to the possibility of land being secured for an Army Air Field in <br />?he~terfield ?ounty. Upon consideration whereof, and on motion of H.T.Goyne, i <br />1t 1s resolvea. thClt a Committee of three be appointed to make a study of this I <br />ma~ter and if found desirable, to take options on such property as would be needed'1 <br />una.er the advisement of the State Department of Aviation.
