Good, who is contemplating the construction of a plant I manufacturing handles and requesting the Board to improve the extension of Falling Creek Avenue leading into this plant. Upon consideration whereof and on motion at W. A.. Horner, it is resolved that that portion of, Falling Creek Avenue which har' not heretofore been taken into the County Road System lIhould and it hereby is taken into the County Road System. And be it further resolve4 that the Virginia Department of Highways be and it hereby is re'quest8d to put the necessary portion of the extension of Falling Creek Avenue in condition for travel and use, the oonstruction of same being oharged to the 3et. road levy. i I The Executive Secretary read to the Board Letters from the Compensation Board rl fixing the salaries of the Treasurer, Comm1ssil.oner of Revenue and the Commonwealth s Attorney for the year 1942. Upon consideration whereof and on motion of J .G. Haning, the letters are received aDd filed. ! I I The Xlecutive Secretary this day read a letter fram Mr. C. S. Mullen, Chief Engine'r of the Virginia Department of High1N8YS requesting the change of polioy in handling the relocation and construction of roads and the necessary obtaining of rights of way. Upon consideration whereof and on motion of P. W. Covington the letter is received and filed. This day the Executive Secretary read to Board a letter from H.A. Hawkins and Company stating he had recently cleaned out the sewer from the Clerk's Office to the septic tank and found roots growing in the line, and stated this condition would exist as long as this type ot sewer line was used and suggested a change to a cast iron pipe line. offering to change the present line to a cast iron sewer line for the sum ot $55.00. On motion of '1'. D. Watkins, the Exeoutive Secretary is authorized and directed to have R.A. Hawkins and Company prooeed wit thi s wor k. This day the matter of the transfer of materials including one 1940 Chevrolet truck trom the Bellmeade Sanitary'Distriot to the County was again brought to the attention of the Board. Upon consideration whereat and on motion ot J. G. I I It appearing that in 1938 when the street lighting and power contraot was made I with the Virginia Eleotrio and Power Company there was omitted from this oontractl a list of locations and numbers of all street lights in theCounty, and this list being deemed neoessary as a part of said contract and such a list having been I now furnished by the Virginia Eleotric & Power Company. as of JanJ,tary 1, 1942. I Upon consideration whereof and on motion of W. A. Horner, it is resolved that the I Executive Secretary be and he hereby is empowered to attach the same as Exhibit "1'" to become a part of the contract with the Virginia Electrio & Power Company and to execute any such agreement that might be neoessary with the Virginia Electric and Power Company in order to make this list a part of the contract. It appearing to be necessary to execute an easement to the Virginia Electric & iD,er Company for the erection of a pole or poles in oonjunction with the establishment of a water system and pump house in the Woodstock area on a lot tobe purchased ! from the ~ioodstock Land and Home Corporation, the Executive Secretary requested I authority tor executing such an easement. On 1llOtion of W. A. Horner, the Executive Secretary is hereby authorized and empower.edto execute the necessary I easement or easements if and when the lot becomes the property of the County of ! I The matter of the leasing of a rubbish dump for Chesterfield County was brought I to the attention of the Board and upon considerationwhereof and on motion of T.D. I Watkins, it is resolved that the matter be deferred to a future meeting to enable i theExecutive Secretary and members of the Board to endeavor to locate a more suit~ble place for a dump. I I This day the attention of the Board was called by the Executive Secretary that I certain accounts in the budget had been overdrawn and requested that apprppriatio~s be made to ~ese acoounts. Upon consideration whereof and on motion of W.A. I Horner, it Is resolved that the sum of $600.00 be appropriated from the un- I appropriated surplus of the General Fund to Foreit Fire Extinction Service - ' State, budgetary code 7-208. And be it further resolved that the amount of I $550.00 be and it hereby is appropriated from the unappropriated surplus of the General Fund to Fire EXtinction Service - 01ty of Richmond, budgetary code 7-234. i I I The attention of the Board was Called by the Executive Secretary that the amount I of $500:!lOO has been appropriated to the Ettrick Sanitary Di striot-Ettrick Fire i Dept. for the purpose of purohasing fire hose, prior to July 1, 1941, but since I the bill for fire hose was not rendered until aft4r July 1, 1941, this amount I had reverted to the J:.ttrick San. Dist. Fund, it is resolved on motion of W. A. , Horner, that an appropriation of $500.00 be and it hereby is made fram the I unappropriated surplus of the Ettrick San. Dist. Fund to the Ettr1ck Fire Dept. ,I for the purchase of fire hose - budgetary code 7-327, which fire hose has already been purohased. . i i This day the Executive Secretary oalled the Board's attention to a matter of I reassessment of real estate for the year 1942, and stated that it waw necessar.y I' that funds be made available to carryon this project. Upon considerat~on , whereof and on motion of W. A. Horner. it is resolved that the amount of i2500.00i be and it hereby is appropriated from the unexPended balance of the General Fund I to the Reassessment of Real Estate. I , The Executive Secretary called the attention of the Board to the fact that the , fuel bill for Camp Baker had been -charged to the Camp Baker Acoount and suggested! that since this was County prcperty it rightfully BamB under the uaintenance of 1 Buildings and Grounds. Upon oonsideration whereof and on motion of J. G. Henin$, it is resolved that the fuel aocount for Camp Baker be transferred to the Mainte~nce of Buildings and Grounds. I , I , The Board's attention was called to the fact that there had been authorized the I establishment of a water system in PWoodstock" adjaoent to the City of Richmond, and the Executive Seoretary requested that money be appropriated to proceed with I the project. On motion of J. G. Hening, the sum of tlO,OOO.OO be and it herebi is appropriated from the unappropriated surplus of the General Fund to the "Woodstock Water SJstem". Department of Highways, appeared befo"" tJ Board and stated that there was conta.ined in the budget for 1941-'42 for the r improvement and construction of roads within the area annexed by the City of I Richmond fron Chesterfield County and unexpended the sum or .1676.00, and I suggested that this money could be transferred to other roads in Chesterfield I County in the Secondary System. Upon oonsideration whereof, and on motion I of T. D. llatkins, it is resolved tha t the money be and it hereby is transferred ! and allocated to the various secondary roads in Chesterfield County as follows: I $1,000.00 _ From Rt. 1209, between Rt. & and Route 336 - to be applied to Rt. 636~ between Rt. 655 and Rt. 36; $298.00 from Route 11227, Second St.. between Rt. 1~26 and Rt. 1277 to be transferred to Rt. 679 between Rt. 683 and 704; $243.00 from Route 11276. This day the Commonwealth's Attorney was requested to re-draft an amendment of Section 15 of the "Food" Ordinance adopted by this Board on the 8th day of April, 1941, and approved by the Judge of Circuit Court on the 28th day of May, 1941, which amendment reads as follows: An ordinance amending Section 15 of an ordinance ad opted by the Board of Supervisors of Chesterfield County, Virginia, on the 8th day of Ap;:ll, 1941, and approved by the Judge of Circuit Court o~ the County of Chesterfield, Virginia, on the 28th day of May. 1941, defining restaurants. other food establishments, employee, eating, drinking and cooking utensils, health Officers, person. unwholesome food, etc. Under and by virtue of the authority 80nterred upon the Board of Supervisors ot Chesterfield County, Virginia, by an Act of the General ~ssembly of Virginia, approved Maroh 2, 1938, and known as Chapter 55 of said Acts of Assembly, this Board ot SUpervisors hav1~ carefully considered the matter, doth sub ject to the appeoval of the Jud€B of the Circuit Court of Chesterfield County, Virginia, ordain as follows: That Section 15 of an ordinance adopted by the Board of SuperVisors of Chesterfield County, Virginia, on the 8th day of April, 1941, and approved by the Judge of the Circuit Court of the County of Chesterfield, Virginia, on the 28th day of May, 1941, defining restaurants. other food establishments, employee, eating, drinking and cooking utensils, health officers, person, unwholesome food, etc. be amended snd re-orde.1ned to read as follows: Section 15. Milk~d Cream - Only graded milk or cream shall be used or served in a food establi ent. Official placards, stating the grade of milk served, whether pasteurized or raw, must be displayed in a plaoe designated by the Health Of1'icer. ,all milk must be .served from the original bottle oontainer in which it was bottled at the plant into the container used by the consumer, or served in the sa~ original bottle container. This amendment shall become effective when approved by the JUdge of the Cirouit Court of Chesterfield County, Virginia. Horner, This day there was presented to this Board by Chie1' C. W. Smith the resignations ~f C. \i. Cunn1Ilgham and W. Danoe Yarborough, who have 1'8 signed to ao cept other positions. On motion of H. T. Goyne, the resignations are accepted, effective as ot January 15, 1942.
