Upon consideration whereof and on motion of J.G.Hening, it is resolved that the Treasurer be and he hereby is authorized to transfer fr~ the General County JUnd to the School fund the sum of $7,000.00 for additional to the Midlothian High School. The Game ~larden, E. J . Gorman , brought before the Board certain claims for live- stock and fowl which has been killed by dogs during the past several months, among which was a claim of one H.J. Hughes, Rt. 9. Richmond, Virginia, for a pig killed by dog. Upon investigation by the Game Warden he reported that this pig I had been killed by a dog owned by the claimant; and upon consideration whereof an~ on motionof T.D.Watkins. it is resolved that the claim be denied. ! i I I I ! I ! This day the Executive Secreta:ry read a letter from Capt. Richard W. Cook, of the Richmond General Depot requesting the Board of Supervisors toabandon oertaln roads in Bermuda District due to the e%;panslon of the depot. Upon considerationj whereof and on motion ofW.A.Horner, the ChairmQn is requested to appoint a I Committee to confer with the government officials of the Richmond General Depot I and report back to this Board at its adjourned meeting on February 13, 1942, I at 8:00 otolock p.m. Whereupon, the Chairman appointed as such Committee: I T.D. Watkins, H.T. Goyne, and the E:xecutive Secretary. ! This day the Executive Secretary,in accordance with the resolution of this Board adopted on February 3, 1942, directing the Executive Secretary and the Attorney for the Commonwealth to transmit to the Director of the Federal Bureau of Investigation this Board's resolution requesting the release of Chief of Police, C.W.Smith, from his service with the Department so that he might return to this County ans take up his duties as Chief of Police of this County. made his report that the resolution had been delivered to Special Agent in Charge. H. I.Bobbitt. in the City of Richmond, and that the said Special Agent in Charge H.I. Bobbitt, then contacted officials of the Federa 1 Bureau of Investigation in Washington and through its Personnel Board the sai d Dep ar tmen t agreed to release the said C. W.Sm1th from further service with that Department so that he might return to his official duties here; and that sald C.'vi.Smith. Chief of Police, would return to this County to his official position on the 11th day of February. 1942, or as soon thereafter as arrangements mi{'ht be made. Upon considertion of whioh report by the Exeoutive Secretary it is resolved that the said C.W.Smith, Chief of Polioe, be. and he hereby is directed to take up his duties as suoh Chief of Police immediately upon his return to his office. - Whereas, it has been heretofore today reported by the Executive Secretary that C.W.Smith. Chief of Police. who has been on leave of absence from this Department wi th the Federal Bureau of Investigation in response to this Board' s request to the Federal Bureau or Investi@etion is returning to this Department for service. \.hereas, it is the sense of this Board that the compensation of said (;.;,;W. I This day again the matter of employment of policemen to fill vacancies recently created by resignations, came before the Board. Upon consideration whereof and on motion of T.D.Viatkins, it is resolved that O.W.omith. Chief of Police and ! W. H. Caldwell, Exeoutive Secretary be and they are hereby authorized and directed'l to select and employ three persons to fill vaoancies occasioned by recent resignations in the Police Department. such employment to be subject to the approv~l of this Board. The employment. however, to be made as soon as practical. : And beit further, reso~ved that compensation of such pOlicemen be and the same is I hereby fixed at $125.00 per month, plus the usual mileage during the probationary i peri od of employmen t which is here by fixed at thre e months. I , , i , i I I I , The Executive Secretary read a letter to the Board from the iiar Production Board I of i/ashington,D.C., 'Stating that a meeting of the .lar Production and Office of i Price Administration would be held on March 9 and 10, in Washington, and requestedj that representation be sent from this County to learn of the rationing of such I materials as might be necessary during the emergency. Upon consideration ' whereof and on motion of W. A.Horner, the Chairman is requested to appoint a I delegation to attend this meeting and represent this Board in Washington. I iihereupon the Chairman appointed the Executive Secretary W. H.Caldwell, and ! the Commonwealth's Attorney M.A.Cogbill, as such representation. I I I This day the Executive Secretary read to the Board a copy of a letter from Mr. A.~~ Harv~_ requesting that the Board improve a certain roed in Dale Distriot, between Rt. 637 and Rt.645. Upon consideration whereof and on motion of J.G. Hening, it is resolved that this matter be referred to the Road Committee. The Executive Secretary called the Boare's attention to the fact that an appropriation for the extinction of fires had been depleted, and that it was necessary to have an additional appropriation to this fund. Upon consideration whereof and on motion of W. A.Horner. the sumof ~250.00 be and it hereby is appropriat~ from the unexpended balance of the General Fund to Fire Extinction Service-budgetary code 7-234. i I The Executive Secretary reported that the amount in the budget for office nnl supplies for the Executive Secretary had been expended and that a bill for the s~ of '114.24 Was outstanding. Upon consideration whereof and on motion of T.D. I Watkins, the amount of $114.24 be and it hereby is appropriated from the , unappropriated surplus of the General Fund to the purchase of office supplies - I budgetary code la-319. I i i i I I I I ! A bill from W.W. LaPrade & Bros. was submitted to the Board for a survey of a road from Rt. 653 to theBailey Road in Midlothian Distriot for the amount of $150.00 and for the survey along the COO Road. westwardly fram the Courthouse Road at Luck's Store in the amount of $75.00. Upon consideration whereot and on motion of Tl D. viatkins t these bills are ordered paid. The Executive ~ecretary reported that the fund for office supplies in the office of the Treasurer had been exhausted and there was need for an additional llIlIl.ount in this fund; upon consideration whereof and on motion of J. G. Hening, it is resolved that the sum of $25.00 be and it hereby is appropriated from the unappropriated surplus of the Genaral Fund to office supplies - budgetary code 3a-3l9. On February 3. 1~42 a resolution was passed by this Board transferring the deposit money received from water users in the Bellmeade and Manchester Sanitary Districts from the General Fund to the District fund of such districts, and it , now appears that this procedure would not be in keeping with the policy of i refunding these deposits; upon consideration whereof and on motion of \~.A..Horner, I it is resolved that this resolution be and it hereby is rescinded. I And be it further resolved that the water deposits made by users of water of i the Bellmeade and Manchester Sanitarv Districts be returned to the respective ! depositcrs When their obligation to the districts has been satisfied. I I I j The matter of the transfer of funds of the Bellmeade and Manchester Sanitary Districts to the City of Richmond in compliance with the order of annextlon as set forth in the court deoree was broU€'ht before the Board. Upon consideration whereof and on motion of J.G.Hening, it is resolved that the Treasurer ot Chesterfield County be and he hereby is directed to pay to the City of Riclunond such balances asappears in the Bellmeade and Manchester Sanitary District Funds. at such time as he finds the records have been completed to his satisfaction. ! This day a request was maue by certain citizens of the ~ttrickSanitary District, I that a telephone be installed in the Town Hall in Ettrick to be of special benefit; in emergencies, blackouts, etc. and to be of service to the police department. . Upon consideration whereof and on motion of p. Ii. Covington. it is resolved that the Board of Supervisors vyill pay for the installation of such a telephone in the Ettrick Town Hall provid~ the monthly charge of such 'phone be borne by the Ettrick Sanitary uistrict or from subscriptions of private citizens. The matter of the payment by the City of Richmond to Chesterfield County of certain monies which was the oblieation assumed by the City of Richmond for the retirment of Literary Fund Bonds, was this day brought before the Board. ' Upon consideration vmereof and on motion of J.G.Hening. it is resolved that the School Board, be. and it hereby is requested to liquidate the entire indebtedness of the Manchester ~chool District Fund. This day Mrs. Elizabeth \i. Beeby, Supt. of Local Public 'tielfare. requested the Board's permission to use from funds appropriated for 8 Sewing Room for the pu~chase of clothing and blankets. which had heretofore been taken ~are of by the Rea Cross, and statbdthere was an unexpended balance in the Sewing Room Fund of ~1150.36. On motion of H.T.Goyne, theTreasurer is requested to transfer the sum of i15G.36 from theSewing Room Fund to General ~lief Fund for the purchase of clothing and blankets for relief cases of the DepartDient of Public \ielfare.
