There appeared before the Board a representative body from Chester. stating that i
they were very much intere sted. in developing a re cre~tional program. for that I
comm~nity and that the civic organizutions were in favor of same and willing to I
assist in the financial arrangements in order to obtain paid trained leaders in
coops.ration with V~A and requested that the Board of Supervisors contribute up I
to $150.00 to assist in this "Jork for the months of July and August, 1942. The
Committee appearing consisted of the Rev. W. C. Shawen. Rev. Jos. E. \falker. Rev. I
James \i. BroWJl1. Mr. ivilllam Tripp. Chairman Chester Recreational Committee, and I
Mrs. A. T. Curtis, President of the Parent-Teachers'Associetion. The comr,onwea1thls
Attorney advised thet a donation of this type could not be made to a private
or neighborhood Commi ttee but must be hend led through an agency :bepresenting the
County such as the '.:elfare or ,other agency. Upon consider ation w her, eof, and on mttion
of T. D. \iatkins. it is resolved that a Committee be appointed to report on this
matter at the next neeting, one member of which Committee woulc< be Mrs. Bagby. Supt
of Local Public Welfare. VJhereupon the Chairman appointed Mr. vi. A. Horner, I

This day the Executive Secretary read to the Boerd. a letter from the State Forester~1
regarding the arrangements with the Ohief Fire \larden, Mr.A.L. anith,to work in
a dual capacity for the FOlt'8stry Department and for the County. Upon considerati n
whereof. and on motion of H. T. Goyne. the letter is ordered received and filed
and the Executive Secretary is instructed to take the matter up with Chief Firs War en
A. L. Smith and have him appear at the next meeting of this Board for a final I
agreement.

The Comnonweal th' s Attorney reported tho t there was now pending a case in Court i
the State of Virginia end,the County of Chesterfield Versus R. A. Parrish for supprf' ssion
cost for a fire supposedly caused by his negligence and stated thot the Attorney 1'0
I.Ir. Parrish had I&ffered to settle for the anount of 50% of the cost and recorrmended
that the County of Chesterfield make such settlement as far as the County is
concerned. Upon consideration whereof and on motion of J.G. Hening. it is
resolved that the OODID10rNJaalth's Attorney be and it hereby is authorized and instrtted
to make settlement with Chesterfield County by 50% of the above stated case.

Mr. H. T. Goyne, read a letter from Mrs. H.S. Dodge. calling the Board's attention
to the fact that the interesection of Routes #10 and Route 616 with Route #1
were very dangerous intersections and requested that the Board make some ~tfort ~
to have traffic lights placed at the:o,e two interseetions. Upon consideration
whereof and on motion of J.G. Hening. this matter is referred to the ROad Comnitte ·

the sale of the water syst.em at "Bellwood Manor" to Chesterfield County and after I
being discussed it Was felt thet the development was not far enough advanced ,
to take over the water system at this time. On motion of H. T. Goyne. it is i
resolved that the matter should be deferred until the next meeting of the Board I
at which time the Executive Secretary was requested to have full details and if .
possible a representative fron ~uinnford Homes, Inc. present at that meeting.

The Executive Secretary called the attention of the Board to the :t'act thnt all of
the insurance carried by Chesterfield County was carried in sto~k companies and
probably a considerable saving could be mada if carried in Mutual companies.
Upon consideration whereof and on motion of J .G. Hening, the Executive secretary
is authorized and directed to investigate the possibility of placing the insurance
policies of Chesterfield County with satisfactor, mutual companies as each policy
come s due, and report the SaIOO to the Board for approval. I
Mr. J. G. Hening, reported that the road for an outlet for residents of Drewry's I
Bluff caused by closing of certain roads by t he Federal Government for the Richmonfl
General Depot having been thoroughly investigated, and that a representative I
of citizens from that section had called upon him and protested the route as I
planned and surveyed by the Department of Highways and supgested that a temporary
road through the property known as Shady opriI1f"s now owned by Mr. Scott Parrish
be secured for the duration of the emergency which would be abandoned at such
time as the government would oguin open the road from Drewry's Bluff to the Pike. I
He further reported that he, with the Executive Secretary. had contacted Mr. I
Parrish for permission to make this adjustment and that Mr. Parrish had appeared
to be in a receptive mood and had stipulated certain conditions whioh appeared
to be reasonable. Upon oonl3!deration whereof and on motion of W. A. Horner,

the Committee was authorized to continue negotiations with Mr. Parrish and endeavor
t,o submit exact conditions, figures and cost of such a, proposition at the next mee ing
of the Board.
And be it further resolved that the Executive Secretary take up the natter with !
officials of the Richmond @eneral Depot to ascertain to what extent they would be i
\Jilling to participate in t his arrangement. I
This day the Executive Secretary callee. the attention of the Board to the fact I'
that there was carried in the budget an amount of :j;i150. 00 for rent of Trial
Justice Court Room in the Ettrick Sani tary District for the fiscal year 1941-'42 i
and thet the holding of Trial Justice Court had been discontinued as of January l,!
1942, and requested instructions as to the payment of this amount. I
Upon consideration whereof flnd on !!lotion of II. ..... Horner, it is resolved thDt the I
Executive Secret~ry be and he hreby is instructed to pay to the Ettrick Sanitary I
District the full amount of agreement and notify the Committee of the Ettrick .
Sanitary District that paym-nt would be discontinued as of July 1, 1942.
This day the Executive Secretary called the attention of the board to the fact
that the County Stenographer had not been able to take a vacation this year and
sugeested that a certain portion of the money appropriated in the budget for
payment of a substitute stenographer be contributed to the County Stenographer.
Upon consideration whereof and on motion of H. T.Goyne, it is resolved that the
County Stenographer be allowed 15 days pay in viev, of the fact that a vacetion
was not taken; however, this notion died for tIe want of a second.
Ordered that the meeting be now adjourned until July J/4, 1942, at 10: 00 A.M.
