County und he felt it advisable to enact an emergency ordinance to reculatE; the
location of such enterprises, and presented the follo\Jine ordinance:

did on the ~ day of 1Iay, 1940, appoint a ~oning Commission for said County. .
in accordance with the provisio:.8 of Chapter 15 of the l.".cts of 1927, as auended;atnd

of its duties as prescribed by lav.'. and in the course thereof has prepared maps 91'
srdd County, hes made extensive studies of en sting land use, populntion
distribution. trends of development and other factors relating to the physical
characteristics and the desirable development of said County. including careful
consider:;tion 01' the characteristics of the various cornnunities and neighborhood~
within the County and the suitability the reof for various uses, and has preparedl
a tentative zoning plan for said County, including maps showing the proposed
boundaries of various districts and the text of a proposed ordinance containing
rel?ulations to be enforced in said districts, in the course of the preparation
of '.:hich zoning plan said COrrlr.lission has consulted v:i th the State Planning
.joard anQ v.'i th the plannin[ officials of ad joining politi ca1 subdivisions in
order to aid said Comnission in relating said zoning plan to a comprehensive

t by said Zoning Commission and for the consideration thereof by the Board of
visors, including the required public hearing thereon. with the required notices

SECTIONll. Until a zoning plan for the unincorporated territory of the
County of Chesterfield has been adopted by ordinance of the Board of Supervisors an
until the effective date of such ordinance, none of the following uses shall be
established ~n~the unincorporated territory of said County, and no building or othe~
structure shall be erected or constructed and no existing building or other structu~e
shall be reconstructed, enlarged, altered or moved for the purpose of establishing ~
or cond~cting any such use in the unincorporated territory of said County, unless

SECTION2. Every ~pplication for a permit required by this
ordin8nce shall be filed with the Executive Secretary to the Board of ~upervisors
of Chesterfield County, who shall thereupon transmit the smue to the Zoning
Commission. Said Commission shall consider the nature and location and the use
covered by the application, in relation tot-he proposed zoning plan prepared by sai
Commission. to the character of the neighborhood in which such use"is proposed
to be established and its suitability for particular uses, and, in general, tothe
prObable effect of the proposed use on the health, safety. morals or the general
welfare of the Community or of the County as a whole. Said Commission shall tter
report its Undincs to the Beard of Gupervisors, together with its reco~endation
as to whether the application should be granted or should be denied. ouch
reco~wndation may include appropriate conditions to be attached to an approval
in order to accomplish the purposes of this ordinance. Such conditions nay .
include, among other things, a specified time during which the permit ".,hich ~s
sought shall be valid, beyond which time it shall be unlawful for the use covered
by the perrut to be maintained. Said ~oning Commission shall make its report i
to the Board of oupervisors within sixty days after receipts of the app~ic~tion I
from the ~ecutive Secretary and failure tf said Commission to report w~th~n
such sixty days shall be deemed to be approval. ~fter its rece~pt of the report
of the Zoning COIJIJ1ission the Board of Supervisors shall act on sa~d aIlplication
by approving, conditionally approving. or denying the same.
SECTION 3. Bvery application filed under the provisions of this
ordinance shall set forth full informetion as to the nature and location of the
use or work covered by such application and shall be accompani~d by a plot
plan showing the location of the propmsed. use and of any b~ild~n€ or other
s~ructure which is involved in relation to the property l~nes of the parcel of
land on whichsuch use is pr~posed tobe established or such building or other
sgructure is or is proposed to be located. and in rE:lation tc;> the lines of the
