This day the Rev. Gordon Davis, Pastor of the Chester Presbyterian Church offered
invocation.
This day again the matter of purchasing land in the Courthouse Square, belonging
to Mrs. John Cogbill, was discussed by the Board, and a letter from Mrs: Cogbill
was read citing the fact that she would sell the three quarters of an acre
for $5,000a00 and/or the house and all the land for $25t000.00.
Mr. Gunter states that the County would possibly be criticized for paying this
amount for so small a piece of land in view of the fact that there was additional
land owned by the County in close proximity.
Upon consideration whereof and on motion of Mr. Gunter, seconded by Dr.Gill,
it is resolved that the Executive Secretary be and he hereby is requested to
have the architects submit to this Board suggested locations on County property
for the proposed new building*
flnd be it further resolved that the Commonwealth's Attorney investigate the
legality of constructing a building on said land.
It was generally agreed that the Executive Secretary inform Mrs. Cogbill that
the Board declines her offer of $5,000.00 for the three-quarters of an acre of
land.
This day a report was read from Mr.J.T.Rose, County Assessor, which report cited
the fact that $5,184,202.00 in new assessments had been added to the tax rolls
during the first and second quarters of 1955•
Upon consideration whereof, and on motion of Mr.Goyne; seconded by Mr.Brit ton,
it is resolved that Mr. Rose be requested to meet with the Board on Thursday,
October 13th, at 7:30 p.m. to discuss the procedure to be used on partial
assessmentsa
This day a letter was read from the State Water Control Board citing the fact
that a report should be received by the State Water Control Board on or before
November 7th indicating a definite plan of action for the treatment of sewerage
in the Ettrick Sanitary District.
Upon consideration whereof and on motion of Mr.Brittog, seconded by Mr. Goyne,
it is resolved that this matter be referred to a Committee to work with the
City of Petersburg officials to expedite the matter of the signing of a contract
agreeable to both political subdivisions. The Chairman hereby appoints Dr* dill,
the Commonwealth's Attorney and the Executive Secretary as this Committee*

This day Mr.Walter Jefferson presented a request in writing for a variance
to allow the construction of a garage within 5 feet of his property at
4413 Hollister Avenue and presented also the approval of the adjoining owner,
of property, Mr. L.H.Youell. Upon consideration whereof and on motion of
Mr.Britton, seconded by Dr. Gill, it is resolved that the variance to allow
the construction of a garage not less than 5 f eet from the property line, be,
and the same is hereby granted.
This day Mr. Garland Bosher requested in w riting a v ariance from our Zoning
Ordinance to allow the construction of a building 15 feet from the property
line in an R-1 area, stating that a proposed basement could be drainged
naturally if s aid variance were granted. <lnd presented also signed statements
from surrounding property owners offering no objections. Upon consideration
whereof and on motion of Mr.Britton, seconded by Mr.Gunter, it is resolved
that the variance from the Zoning Ordinance be and the same is hereby granted
to Mr. Garland Bosher to construct a house no less than 3.5 -feet from the side line
on Lot 209 Riverview Drive.
Onmotion of Dr. Gill, seconded by Mr.Britton, it is resolved that this Board
request the Building Inspector to notify the Supervisor of the respective
district immediately upon receipt of any requested variance so that some
investigation by the Supervisor may be made.
This day Mr. Lewis Vaden appeared before the Board stating that the Rectigraph
machine in his office was inoperative on occasions causing some disruption to
his office procedure and that the cost of a new machine was $7930.00 and presented
further a letter from the State Compensation Board saying that the cost of said
new machine could be paid from the excess fees in the Clerk's Office.
On motion of Mr. Gunter, seconded by Dr.Gill, it is resolved that Mr.Vaden
and the Executive Secretary negotiate further on the price of the new Photo -Flo
machine.
On motion of Mr -Britton, seconded by Dr.Gill, it is resolved that the County
Engineer be and he hereby is directed to investigate tad determine the necessary
cost of moving water meters or other costs involved in the relocation of water
lines due to the proposed improvement of Rt. 161, as shown on plan submitted
by the Highway Department, Project 2020-03 , said project being Rt. 161, between
Rt.60 and Rt.360.
Write usual resolutions on roads in Harrowgate Subdivision, Cliff Lawn
Subdivision in Bermuda District, and in Manchester District certain roads in
Woodstock, Nottingham and Granite :Acres.
On motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that thisBoard
request the Virginia Department of Highways to improve Richmond Street from
Rt. 617 southwardly to Prince George venue, and Prince George ;,.venue from
Richmond Street eastwardly to Rt.756 in Chesterfield Manor in Bermuda District,
at a price not to exceed $410.00*
end be it further resolved that the above resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost of improvement by
the citizens in the area.
On motion of Mry Goyne, seconded by Mr.Gunter, that this Board request the Highway
Department to improve Spruce Avenue from Rt. 10 northeasttardly to approximately
100 feet west of the bridge, at a cost not to exceed $400.00, Mich cost is to be
paid from 3V Road Fund of the County .
It is here noted that the Commonwealth's Attorney states the County has no
responsibility in case there is an accident involved in the recently constructed
bridge built by citizens of the area on Spruce avenue.
This day a delegation from the Gravel Hill Citizens Association appeared before
the Board requesting some reconstruction of Granite Road west of Schmidt's
Store, citing the fact that cars used excessive speeds, the road is unlighted
and exceedingly dangerous for pedestrians. On motion Of Mr.Britton, seconded
by MroGUater, it is resolved that this Board request the Highway/ Department to
improve Rt.6839 at the earliest possible date.
It is here noted that Mr.Gunter recommends to the citizens that preliminary
contacts be made to obtain additional rights of way on this road.
On motion of Mr.Britton, seconded by Mr.Haeue, it is resolved that the Light
Committeb;of this Board view the location of Granite Road and Church Street,
Granite Road and Mallory Road, Granite Road and Samaritan Road and the first
"S" curve east of Buford for the possible location of a street light, the s am
being requested by the Gravel Hill Citizens Association.
This day the improvement of Oakland :avenue cane before the Board and Mr. Kellam
presented to the Board an estimate of 0265.00 for the improvement of 255 feet
of Oakland Avenue.
On motion of Dr.Gillg seconded by Mr. Hague, it is resolved that the Board
request the Highway Department to improve said Oakland Avenue at a most not to
exceed $265.009 s ame to be paid f roan the 3V Road Fund of the County.
And be it further resolved that the foregoing resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost from the citizens
of the area.
This day again the matter of drainage of Mills Road came before the Board and it
was generally agreed that Mr. Britton, Mr. Kellam and the County Road Engineer
again visit the situation and attempt to recommend some solution to this problem.
On motion of Mr.Goyne, seconded by Mr.Hague, it is rem lved thatthis Board request
the Highway Department to improVe a short section of East Gill Street in Chester
at a cost not to exceed $235@000 which will be paid from the 3¢ Road Fund of the
County.
And be it further resolved that the foregoing res olut ion be sent to the Highway
Department upon receipt of one-half of the estimated c®t fromthe citizens of the
area.
This day again the matter of drainage of Paul's Lane came before the Board and
Mr, Kellam stated that he had made a complete study of the situation and
redommended that approximately 2100 feet of ditches be dug at an expense of
$890.00, and the road improved to meet the minimum specifications of the
Highway Department at a cost of approximately $470.00, making a total at $1360.00,
to take said road into the State Secondary System.

Upon consideration whereof and on motion of Mr -Britton, seconded by Mr.Hague,
it is resolved that this Board request the Highway Department to improve
White Oak Drive, including the necessary ditches at a cost not to exceed
$1360.00, which cost will be borne by the 3a Road Fund of the County.
.1%nd be it further resolved that the foregoing resolution be transmitted to
the Highway Department upon receipt of one-half of the cost of improvement
from the citizens of the area.
This day Mr.E.1.Gorman, Game Warden, presented game claims. Upon consideration
whereof and on motion of Dr.Gill, seconded by Mr.B ritton, it is resolved that said
claims be paid.
This day the Southern Materials Corporation, being represented by Mr.D.W.Murphey,
appeared before the Board requesting the rezoning from ,Igriculture to Industrial
on the following described parcel of land:
In Bermuda Magisterial District, a parcel of land fronting on Bellwood
Street 1100 feet and fronting 300 feet on said street extended eastwardly
from which line extending northwardly 500 feet to the Kingsband Creek, said
parcel being north of the Bellwood Heights Developmentq
Came also a delegation of approximately 75 people being represented by Mr. L.A.
Belcher, opposing the rezoning, saying that the digging of gravel in the area
would result in a traffic hazard, mosquitoes, dust, and general depreciation of
property values. Mr. Belcher presented a petition sigadd by approximately
100 property owners in the area opposing the proposed rezoning.
On motion of Mr.Goyne, seconded by Dr.Gill, it is resolved that this Board deny
the request for rezoning on the aforedescribed property.
This day Mr. H.R.Drowder came before the Board seeking the rezoning from
4griculture to Local Business on the following described parcel of land:
In Bermuda Magisterial District, a parcel of land fronting 110 feet
on the north boundary of South Street and extending 200 feet on the
east boundary of Lucia Drive Extended in the Ivey Tract!
And there appearing no opposition to this request, upon consideration whereof
and on motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that the
aforedescribed parcel of land be and the same is hereby rezoned to Local Business.
This day the Durrette Construction Company requested the rezoning from Agriculture
to Residential-2 of the following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting
1125 feet on the Bliley Road and extending northwardly approximately
2100 feet to the Powhite Creek, said parcel being 200 feet east of
N6therwood Road, being better known as the Thompson Tract•
And there appearing no opposition to this request, and on motion of Mr.Britton,
seconded by Dr.Gill, it is resolved that the aforedescribed parcel of land
be and the same is hereby rezoned to Residential--&

This day Mr. C.F.Bryan came before the Board requesting the rezoning from
Agriculture to General Business on 6he following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting 355 Beet
on Rt.360 and extending southwardly 300 feet, said parcel being 150 feet
west of Bywood Lang
Came also Mr. C.N. Owen, Mr. Melvin Morris and others, presenting a petition
signed by some 24 property owners in the area, objecting to the proposed rezoning.
Upon consideration whereof and on motion of Mr -Britton, seconded by MreGoyne,
it is resolved that until more complete plans are presented that this request be
denied without prejudice.
This day Mr. James E.Kelley, represented by Mr. C.FeBryan, requesting the rezoning
from Agriculture to General Business on the following described parcel of land:
In Manchester Magisterial Districts a parcel of land fronting 100 feet
on Rt.360 and extending northwardly 800 feet, said parcel being 400 feet
west of Bywood Lane, which parcel is requested to be rezoned from Agriculture
to General Business.
And it appears that those oppasing the prOviously requested rezoning which is
across Rt.360 from the request of Mr. Kelley, until more complete plans on the
building proposed to be erected are submitted, upon consideration whereof and on
motion of W.Britton, seconded by Mr. Goyne, it is resolved that this Board
grant the request of Mr. Bryan to continue this request for rezoning until
November 99 19559 at 2:00 p.m.
Upon further consideration of this matter and on motion of Mr.Britton, seconded
by Mre Gunter, it is resolved that'.this Board rescind its action to deny the
request of Mr. C.F.Bryan on rezoning the 355 feet on Rt.360.
Upon further, consideration of this matter and on motion of MreBritton, seconded
by Mre Goyne, it is resolved that the matter of rezoning 355 feet on the south side
of Rte360 be continued until November 9 at 2:00 peme, at which time adequate
plans for all proposed buildings should be aPailablee
On motion of Mr.Eagues seconded by Dr.Gills it is resolved that this Board change
its meeting date from November 8th to November 99 19559 for t he regular meeting
in the month of November, November 8th being an election date.
On motion of Mr.Brittons seconded by Mr.Guaters it is resolved that membem of
this Board study the date of future regular meetings with the idea that perhaps
the scheduled meeting can be set on a day more favorable to the members of this
Hoard.
This day Mr.D.C.Page came before the Board requesting the rezoning from Agriculture
to Industrial of the following described parcel of land:
In Bermuda Magisterial District, an irregular parcel of land fronting
1000 feet on the old channel of the James River and extending eastwardly
approximately 1200 feet to the W.E.Henry E3tates said parcel being
approximately 2200 feet north of Rt.618 and lying between property Omed

This day Mr.D.C.Page and Mr. Grayson came before the Board seeking the rezoning
from Agriculture to Industrial of the following described parcel of land:
In Dale Magisterial District, an irregular parcel of land having
205 acres fronting approximately 2000 feet on the Swift Creek and
extending northwardly approximately 2200 feet, said parcel being
approximately 1200 feet east of Bradley Bridge Roads,
In Dale Magisterial District, an irregular parcel of land tacluding 546 acres,
fronting 3100 feet on the Swift Creek and extending northwardly 2000 feet,
more or less, lying between the property of Ternigan and Diggs, which parcel
is requested to be rezoned from Agriculture to Industrial.
Came a;.so Mr. Robert Burton, Mr. R. F. ,Andrews and others opposing the rezoning
as requested saying that the condition of land left after gratfel has been removed
reduces the value of adjoining property.
Upon consideration whereof and on motion of Mr. Hague, seconded by Mr.Goyne,
it is resolved that this Board study this request for approximately 60 days
and consider the matter again at the regular meeting in December.
And be it further resolved that the Executive Secretary httempt to get
whatever information there is available on water sheds and other pertinent
data to this request.
The matter of the Campbell Bridge came before the Board and Mr. Kellam
stated that the repair of this bridge was proceeding satisfactorily.
This day the matter of improving Hillcrest Road in Scottview Subdivision
came before the Board and Mr. Kellam stated that he had recently reviewed
this road and had given to this Board an estimated cost of its improvement.
Upon consideration whereof and on motion of Mr.Britton,seconded by Mr.Hegue,
it is resolved that this Board request the Highway Department to improve the
southern end of Hillcrest RDad and same be charged to the 3¢ Road Fund of the
County.
And be it further resolved that the foregoing resolution be s ert to the Highway
Department upon receipt of one-half of the estimated cost of improving Hillcrest
Road.
On motion of Mr.Britton, seconded by Dr. Gill, it is resolved that the Light
Committee of this Board view the corner of Park and Hillcrest Lane in the
subdivision of Scottview for the proposed installation of a street light.
On motion of Mr.Goyne, seconded by Mr.Britton, it is resolvdd that the Building
Inspector be and he hereby is requested to refer all requests for building
permits involving commercial establishments which require entrances to
highways, to the Highway Department for plans and approval for a building permit.
On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Highway
Dap artment be requested to investigate the possibility of putting "No Parking"
signs on River Road in the gicinity of the Pearsall prolerty.

On motion of Mr.Britton, seconded by Mr -Gunter, it is resolved that this Board
request the Virginia Department of Highways to widen Cherokee Road as soon as
possible.
This da$r the Chairman read several letters requesting some improvement in the mariner
in which fire trucks and rescue trucks enter the Petersburg Pike and cited the fact
that the maneuvering of these trucks from Dundes iwenue to Rt. 1 creating a great
hazard. 'Upon consideration whereof and on motion of Mr.Goyne, seconded by
Mr. Ha, .ue, it is resolved that this Board request the Highway Department to again
study the feasibility of installing a traffic light at the intersection of Rt. 1
and Dundas Road.
This day Mr. Goyne requested that the miscellaneous collections taken in by
the Executive Secretary's office be listed along with the listings of the warrants
paid each month.
This day again the matter of Personnel Rules and a Pay Plan cams before the
Board and the fact was cited that there were several discrepancies in the
Personnel Rules recommended in that hourly workers wave not specified.
Upon consideration whereof and on motion of Mr.Guater, seconded by Mr.Britton,
it is resolved that the Plan Plan as submitted by the Salary Committee (will be
copied into Minutes) be and the same is hereby adopted, to be used as a guide
by the Board of Supervisors in determining the salaries to be paid to County
employees. It is here noted that Mr.Goyne voted "No".
On motion of Mr. Gunter, seconded by Mr -Britton,, it is resolved that the minutes
of august 9, 18 and 25th be approved.
On motion of Mr.Gunter, seconded by 10r.Britton, it is resolved that the minutes
of September 1, 139 19 and 27th be and the same are hereby approved.
On motion, the meeting is adjourned until October 13th, at 7:30 p.m.

Set forth below is a tentative draft of Minute 23 in the proceedings of
the Board at its meeting on September 29-30, 1955:
Minute 23 - Ettrick Sanitary District, Chesterfield County
In Minute 4 of its meeting on May 26-27, 1955 the Board
continued a formal hearing originally convened at its
meeting on December 9-10, 1954 and requested word
from the owner by September 1, 1955 concerning his
plans for sewage treatment. On September 27, 1955
the owner reported that an attempt was being made to
work out a contract with the City of Petersburg for
treatment of the Sanitary District's sewage but that it
had not yet been signed.
The Board ruled that the formal hearing is to be resumed
at its next meeting on November 15-16, 1955 unless before
November 7, 1955 word has been received from the owner
indicating a definite plan of action.

With reference to resolution passed September 13, 1955 concerning
the drainage of White Oak Lane, I wish to advise that this has been inves-
tigated and found that drainage can be obtained by deepening the ditches
along White Oak Lane and extending the ditch approximately 250' north into
private property. I contacted Mrs. H. F. Wilson concerning this and she
could not give me too much information concerning the possibility of ease-
ment. This was discussed with the Board at the October meeting and a cost
for this drainage work was given the Board amounting to $890.00. Cost to
bring White Oak Lane up to State requirements, to be taken into the State
Secondary System, would be $470,00; or a total of the two operations of
$1,360.00.
Before any of the work can be started it will be necessary that
the county secure in accord an easement for this drainage into private pro-
perty.
If it is the pleasure of the Board that this work be done by state
forces you will please have the necessary resolution passed and easement
secured as this work should be done prior to the winter weather setting in.

In regards to resolution passed by the Board of Supervisors
on September 13, 1955 in regards to signs in the vicinity of Forest
View School, T wish to advise that this will have to be handled through
the school authority and we have received a letter requesting special
school signs from Elizabeth D. Redd, Principal Forest View School.
These signs will be furnished the school to be placed in the
road in the morning when school buses are arriving and in the afternoon
when school buses are departing from the school.

We, the undersigned members of the Gravel Hill Citizens' `µ
Association, are gravely concerned as to the safety of pedestrians who
must travel in our community, for the following reasons:
1. Motorists use excessive speed in driving through Granite
Road.
2. The darkness of the highway, together with the narrow-
ness of the road, makes walking extremely hazardous. Mo-
torists can see pedestrians when afar but must almost stop
in order to find the pedestrian as he approaches him and
avoid hitting him.
Also, Granite Road is in need of rebuilding as it has had
only minor repairs for many years and is unequal to the heavy traffic
demands being Made upon it in these times.
We, therefore, request that the following steps be taken in
order to make living less hazardous for the citizens of our community:
1. Signs establishing a safe speed for a residential area.
2. Electric lights placed thus:
(a) At road leading into Gravel Hill Church
(b) By the Mallory place.
(c) Near the Samaritan Road.

Bon Air, for pedestrian use.

This day the Rev. Gordon Davis, Pastor of the Chester Presbyterian Church offered
invocation.
This day again the matter of purdhasing land in the Courthouse Square, belonging
to Mrs. John Cogbill, was discussed by the Board, and a letter from Mrs: Cogbill
was read citing the fact that she would sell the three -"quarters of an acre
for $5,000a00 and/or the house and all the land for $25p000900.
Mr. Gunter states that the County would possibly be criticized for paying this
amount for so small a piece of land in view of the fact that there was additional
land owned by the County in close proximity.
Upon consideration whereof and on motion of Mrs Gunter, seconded by Dr.Gill.,
it is resolved that the Executive Secretary be and he hereby is requested to
have the architects submit to this Board suggested locations on County property
for the proposed new buildings
.And be it further resolved that the Commonwealth's Attorney investigate the
legality of constructing a building on said land.
It was generally agreed that the Mtecutive Secretary inform Mrs. Cogbill that
the Board declines her offer of $5,000.00 for the three-quarters of an acre of
land.
This day a report was read from Mr.S.T.Rose, County Assessor$ which report cited
the fact that $5,184s202.00 in new assessments had been added to the tax rolls
during the first and second quarters of 1955.
Upon consideration whereof, end on motion of Mr.Goynei seconded by Mr.Brit'ton,
it is resolved that Mr. Rose be requested to meet with the Board on Thursday,
October 13th, at 7:30 p.m. to discuss the procedure to be used on partial
assessments,
This day a letter was read from the State Mister Control Board citing the fact
that a report should be received by the State Water Control Bosrd on or before
November 7th indicating a definite plan of action for the treatment of sewerage
in the Ettrick Sanitary District.
Upon consideration whereof and on motion of Mr.Brittojd, seconded by Mr. Goyne,
it is resolved that this matter be referred to a Committee to work with the
City of Petersburg officials to expedite the matter of the signing of a contract
agreeable to both political subdivisions. The Chairman hereby appoints Dr# dill,
the Commonwealth's Attorney and the Executive Secretary as this Committee*

This day Mr Xalter Jefferson presented a request in writing for a variance
to allow the construction of a garage within 5 feet of his property at
4413 Hollister -,venue and presented also the approval of the adjoining owner*
of property, Mr. L.H.Youell. Upon consideration whereof and on motion of
Mr.Britton, seconded by Dr. Gill, it is resolved that the variance to allow
the construction of a garage not less than 5 feet from the property line, be,
and the same is hereby granted.
This day Mr. Garland Boshdr requested in w riting a v ariance from our Zoning
Ordinance to allow the construction of a building 15 feet from the property
line in an R-1 area, stating that a proposed basement could be drainged
naturally if said variance were granted. <Lnd presented also signed statements
from surrounding property owners offering no objections. Upon consideration
whereof and on motion of Mr.Britton, seconded by Mr.Gunter, it is resolved
that the beriance from the Zoning Ordinance be and the same is hereby granted
to Mr. Garland Bosher to construct a house no less than .15 'feet from the side line
on Lot 20, Riverview Drive.
On motion of Dr. Gill, seconded by Mr.Britton, it is resolved that this Board
request the Building Inspector to notify the Supervisor of the respective
district immediately upon receipt of any requested variance so that some
investiget&on by the Supervisor may be made.
This day Mr. Lewis Vaden appeared before the Board stating that the Rectigraph
machine in his office was inoperative on occasions causing some disruption to
his office procedure and that the cost of a new machine was $7930.00 and presented
further a letter from the State Compensation Board saying that the cost of said
new machine could be paid from the excess fees in the Clerk's Office.
On motion of Mr. Gunter, seconded by Dr.Gill, it is resolved that Mr.Vaden
and the Executive Secretary negotiate further on the price of the new Photo -Flo
machine.
On motion of Mr -Britton, seconded by Dr.Gill, it is resolved that the County
Engineer be and he hereby is directed to investigate bnd determine the necessary
cost of moving water meters or other costs involved in the relocation of water
lines due to the proposed improvement of Rt. 161, as shown on plan sutmitted
by the Highway Department, Project 2020-03 , said project being Rt. 161,, between
Rt.60 and Rt.360*
write usual resolutions on roads in Harrowgate Subdivision, Cliff Lawn
Subdivision in Bermuda District, and in Manchester District certain roads in
Woodstock, Nottingham and Granite 2cres.
On motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that thisBoard
request the Virginia Department of Highways to improve Richmond Street from
Rt. 617 southwardly to Prince George Avenue, and Prince Gecr ge ;,venue from
Richmond Street eastwardly to Rt.756 in Chesterfield Manor in Bermuda District,
at a price not to exceed $410.00.
did be it further resolved that the above resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost of improvement by
the citizens in the area.
On motion of Mry Goyne, seconded by Mr.Gunter, that this Board request the Highway
Department to improve Spruce ;avenue from Rt. 10 northeaettardly to approximately
100 feet west of the bridge, at a cost not to exceed $400.009 1hich cost is to be
paid from 3$ Road Fund of the County .
It is here noted that the Commonwealth's Attorney states the County has no
responsibility in case there is an accident involved in the recently constructed
bridge built by citizens of the area on Spruce Avenue.
This day a delegation from the Gravel Hill Citizens Association appeared before
the Board requesting some reconstruction of Granite Road west of Schmidtte
Store, citing the fact that care used excessive speeds, the road is unlighted
and exceedingly dangerous for pedestrians. On motion of Mr.Britton, seconded
by Mr.Gunter, it is resolved that this Board request the Highway Department to
improve Rt.6830 at the earliest possible date.
It is here noted that Mr.Guater recommends to the citizens that preliminary
contacts be made to obtain additional rights of way on this road.
On motion of Mr.Britton, seconded by Mr.Ha6,ue, it is resolved that the Light
Committd8';of this Board view the location of Granite Road and Church Street,
Granite Road and Mallory Road, Granite Road and Samaritan Road and the first
"S" curve east of Buford for the possible location of a street light, the s aces
being requested by the Gravel Hill Citizens Association.
This day the improvement of Oakland Avenue came b efors the Board and Mr. Kellam
presented to the Board an estimate of $265.00 for the improvement of 255 feet
of Oakland Avenue.
On motion of Dr.Gill, seconded by Mr. Hague, it is resolved that the Board
request the Highway Department to improve said OWdand Avenue at a cost not to
exceed $265.00, a ame to be paid f rom the 3V Road Fund of the County.
And be it further resolved that the foregoing resolution be neat to the Highway
Department upon receipt of one-half of the estimated cost from the citizens
of the area.
This day again the matter of drainage of Mills Road came before the Board and it
was generally agreed that Mr. Britton, Mr. Kellam and the County Road Engineer
again visit the situation and a ttempt to recommend some solution to this problem.
On motion of Mr. Goyne, seconded by W eRague, it is rem lved that this Board request
the Highway Department to improve a short section of East Gill Street in Chester
at a cost not to exceed $2359000 which will be paid from the 3¢ Road Fund of the
County.
And be it further resolved that the foregoing res olut ion be sent to the Highway
Department upon receipt of one-half of the estimated ccet fromthe citizens of the
area.
This day again the matter of drainage of Paul's Lane came before the Board and
Imo. Kellam stated that he had made a complete study of the situation and
redomnended that approximately 2100 feet of ditches be dug at an expense of
$890.009, and the road improved to meet the minimum specifications of the
Highway Department at a cost of approximately $470.00, making a total ci' $1560.00,
to take said road into the State secondary System.

Upon consideration whereof and on motion of Mr.Britton, seconded by Mr.Hague,
it is resolved that this Board request the Highway Department to improve
White Oak Drive, including the necessary ditches at a cost not to exceed
$1360.00, which cost will be borne by the 3V Road Fund of the Countys
And be it further resolved that the foregoing resolution be transmitted to
the Highway Department upon receipt of one-half of the cost of improvement
from the citizens of the area.
This day Mr.E.J.Gorman, Game Warden, presented game claims. Upon consideration
whereof and on motion of Dr.Gill, seconded by Mr.B ritton, it is resolved that said
claims be paid.
This day the Southern Materials Corporation, being represented by Mr.D.W.Murphey,
appeared before the Board requesting the rezoning from Agriculture to Industrial
on the following described parcel of land:
In Bermuda Magisterial District, a parcel of land fronting on Bellwood
Street 1100 feet and fronting 300 feet on said street extended eastwardly
from which line extending northwardly 500 feet to the Kingslend Creek, said
parcel being north of the Bellwood Heights Developmento
Came also a delegation of approximately 75 people being represented by Mr. L.A.
Belcher, opposing the rezoning, saying that the digging of gravel in the area
would result in a traffic hazard, mosquitoes, dust, and general depreciation oY
property values. Mr. Belcher presented a petition signdd by approximately
100 property owners in the area opposing the proposed rezoning.
On motion of Mr.Goyne, seconded by Dr.Gill, it is resolved that this Board deny
the request for rezoning on the aforedescribed property.
This day Mr. H.R.Drowder came before the Board seeking the rezoning from
Agriculture to Local Business on the following described parcel of land:
In Bermuda Magisterial District, a parcel of land fronting 110 feet
on the north boundary of South Street and extending 200 feet on the
east boundary of Lucia Drive Extended in the Ivey Tracts
And there appearing no opposition to this request, upon considers tion whereof
and on motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that the
aforedescribed parcel of land be and the same is hereby rezoned to Local Business.
This day the Durrette Construction Company requested the r ezoning from Agriculture
to Residential-2 of the following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting
1125 feet on the Bliley Road and extending northwardly approximately

Came also Mr. C.N. Owen, Mr. Melvin Morris and others, presenting a petition
signed by some 24 property owners in the area, objecting to the proposed rezoning.
Upon consideration whereof and on motion of Mr -Britton, seconded by MV*Goyne,
it is resolved that until more complete plans are presented that this request be
denied without prejudice.
This day Mr. James E.Kelley, represented by Mr. C.F.Bryan, requesting the rezoning
from Agriculture to General Business on the following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting 100 feet
on Rt,,360 and extending northwardly 800 feet, said parcel being 400 feet
west of Bywood Lane, which parcel is requested to be rezoned from Agriculture
to General Business.
And it appears that those oppdsing the prdviously requested rezoning which is
across Rt.360 from the request of Mr. Kelley, until more complete plans on the
building proposed to be erected are submitted, upon consideration whereof and on
motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that this Board
grant the request of Mr. Bryan to continue this request for rezoning until
November 99 19550 at 2:00 p.m.
Upon further consideration of this matter and on motion of Mr.Brittons seconded
by Mr. Gunter, it is resolved that'=this Board rescind its action to deny the
request of Mr. C.F.Bryan on rezoning the 355 feet on Rt.360.
Upon further' consideration of this matter and on motion of Ur.Britton, seconded
by Mr. Goyne, it is resolved that the matter of rezoning 355 feet on the south side
of Rt.360 be continued until November 9 at 2:00 p.m., at whibh time adequate
plans for all proposed buildings should be available.
On motion of Mr.Hegue, seconded by Nr.Gill, it is resolved that this Board change
its meeting date from November 8th to November 99 1955, for the regular meeting
in the month of November, November 8th being an election date.
On motion of Mr.Britton, seconded by Mr.Gunter, it is resolved that members of
this Board study the date of future regular meetings with the idea that perhaps
the scheduled meeting can be set on a day more favorable to the members of this
Board.
This day Mr.D.C.Psge came before the Board requesting the resoning from Agriculture
to Industrial of the following described parcel of land:
In Bermuda Magisterial District, an irregular parcel of land fronting
1000 feet on the old channel of the James River and extending eastwardly
approximately 1200 feet to the W.E.Henry Estate, said parcel being
approximately 2200 feet north of Rt.618 and lying between property omed

This day Mr.D.C.Page and Mr. Grayson came before the Board seeking the rezoning
from Agriculture to Industrial of the following described parcel of land:
In Dale Magisterial District, an irregular parcel of land having
205 acres fronting approximately 2000 feet on the Swift Creek and
extending northwardly approximately 2200 feet, said parcel being
approximately 1200 feet east of Bradley Bridge Load.
In Dale Magisterial District, an irregular parcel of land facluding 546 acres,
fronting 3100 feet on the Swift Creek and extending northwardly 2000 feet,
more or less, lying between the property of Jernigan and Diggs, which parcel
is requested to be rezoned from Agriculture to Industrial.
Came also Mr. Robert Burton, Mr. R. F. Andrews and others opposing the rezoning
as requested saying that the condition of land left after gradel has been removed
reduces the value of adjoining property.
Upon consideration whereof and on motion of Mr. Hague, seconded by Mr.Goyne,
it is resolved that this Board study this request for approximhtely 60 days
and consider the matter again at the regular meeting in December.
And be it further resolved that the Executive Secretary httsmpt to get
whatever information there is available on water sheds and other pertinent
data to this request.
The matter of the Campbell Bridge came before the Board and Mr. Kellam
stated that the repair of this bridge was proceeding satisfactorily.
This day the matter of improving Hillcrest Road in Scottview Subdivision
came before the Board and Mr. Kellam stated that he had recently reviewed
this road and had given to this Board an estimated cost of its improvement.
Upon consideration whereof and on motion of Mr.Britton, seconded by Mr -Hague,
it is resolved that this Board request the Highway Department to improve the
southern end of Hillcrest Road and same be charged to the 3¢ Road Fund of the
County.
And be it further resolved that the foregoing resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost of improving Hillcrest
Road.
On motion of Mr.Britton, seconded by Dr. Gill, it is resolved that the Light
Committee of this Board view the corner of Park and Hillcrest Lane in the
subdivision of Scottview for the proposed installation of a street light.
On motion of Mr.Goyne, seconded by Mr.Britton, it is resolvdd that the Building
Inspector be and he hereby is requested to refer all requests for building
permits involving commercial establishments which require entrances to
highways, to the Highway Department for plans and approval for a building permit.
On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Highway
Department be requested to investigate the possibility of putting "No Parking"
signs on River Road in the gicinity of the Pearsall prose rty.

On motion of Mr -Britton, seconded by Mr.Gunter, it is resolved that this Board
request the Virginia Department of Highways to widen Cherokee Road as soon as
possible.
This day the Chairman read several letters requesting some improvement in the manner
in which fire trucks and rescue trucks enter the Petersburg Pike and cited the fact
that the maneuvering of these trucks from Dundas 1;venue to Rt. 1 creating a great
hazard. Upon consideration whereof and on motion of Mr.Goyne, seconded by
Mr. Hs, .ue, it is resolved that this Board request the Hi hhway Department to again
study the feasibility of installing a traffic light at the intersection of Rt. 1
and Dundee Road.
This day Mr. Goyne requested that the miscellaneous collections taken in by
the Executive Secretary's office be listed along with the listings of the warrants
paid each month.
This day again the matter of Personnel Rules and a Pay Plan came befcr a the
Board and the fact was cited that there were several discrepancies in the
Personnel Rules recommended in that hourly workers wane not specified•
Upon consideration whereof and on motion of �r.Gunter, seconded by Mr.Brit ton,
it is resolved that the Plan Plan as submitted by the Salary Committee (will be
copied into Minutes) be and the same is hereby adopted,, to be used as a guide
by the Board of Supervisors in determining the salaries td be paid to County
employees. It is here noted that Mr.Goyne voted "No".
On motion of Mr. Gunter, seconded by Mr.Britton, it is resolved that the minutes
of 1lugust 9, 18 and 25th be approved.

Set forth below is a tentative draft of Minute 23 in the proceedings of
the Board at its meeting on September 29-30, 1955:
Minute 23 - Ettrick Sanitary District, Chesterfield County
In Minute 4 of its meeting on May 26-27, 1955 the Board
continued a formal hearing originally convened at its
meeting on December 9-10, 1954 and requested word
from the owner by September 1, 1955 concerning his
plans for sewage treatment. On September 27, 1955
the owner reported that an attempt was being made to
work out a contract with the City of Petersburg for
treatment of the Sanitary District's sewage but that it
had not yet been signed.
The Board ruled that the formal hearing is to be resumed
at its next meeting on November 15-16, 1955 unless before
November 7, 1955 word has been received from the owner
indicating a definite plan of action.

With reference to resolution passed September 13, 1955 concerning
the drainage of White Oak Lane, I wish to advise that this has been inves-
tigated and found that drainage can be obtained by deepening the ditches
along White Oak Lane and extending the ditch approximately 250' north into
private property. I contacted Mrs. H. F. Wilson concerning this and she
could not give me too much information concerning the possibility of ease-
ment. This was discussed with the Board at the October. meeting and a cost
for this drainage work was given the Board amounting to $890.00. Cost to
bring White Oak Lane up to State requirements, to be taken into the State
Secondary System, would be $470.00; or a total of the two operations of
$1,360*00.
Before any of the work can be started it will be necessary that
the county secure in accord an easement for this drainage into private pro-
perty.
If it is the pleasure of the Board that this work be done by state
forces you will please have the necessary resolution passed and easement
secured as this work should be done prior to the winter weather setting in.

We, the undersigned members of the Gravel Hill Citizens'
Association, are gravely concerned as to the safety of pedestrians who
must travel in our community, for the following reasons:
1. Motorists use excessive speed in driving through Granite
Road.
2. The darkness of the highway, together with the narrow-
ness of the road, makes walking extremely hazardous. Mo-
torists can see pedestrians when afar but must almost stop
in order to find the pedestrian as he approaches him and
avoid hitting his.
Also, Granite Road is in need of rebuilding as it has had
only minor repairs for many years and is unequal to the heavy traffic
demands being made upon it in these times.
We, therefore, request that the following steps be taken in
order to make living less hazardous for the citizens of our community:
1. Signs establishing a safe speed for a residential area.
2. Electric lights placed thus:
(a) At road leading into Gravel Hill Church
(b) By the Mallory place.
(c) Near the Samaritan Road. - f;M•
3. Sidewalks on the right side of the hi hwatiy leading to
Bon Air, for pedestrian use.
Also, the rebuilding of Granite Road.
We thank the Board for giving our petition consideration. We

order to make living less hazardous for the citizens of our cownwitys

We are enclosing a petition signed by residents of Hillcrest
Lane Route 10. This piece of road which is less than a
quarter of a mile now has seven homes on it.
The road has been in bad condition for seven years and dur-
ing this time nothing has been done toward improvements and
now with so much travel on such a short distance the dust
problem is an acute one, to say nothing of the deep gulley's
In the road which makes it impossible to travel during rainy
weather. At the end of the road the land is very low and
during a hard rain it ponds up and causes the wells to be
very muddy and the water unfit to drink.
We have repeatedly appealed to various local authorities to
see if this road could be paved so as to improve the object-
ionable conditions that now exist. To the present time we
have met with no success.
Would it be possible for you to give this your attention?
The city has taken over this area for mail delivery but
because of the bad condition of our road, they refuse to
deliver mail to any part of our neighborhood which consists
of some forty homes. We shall appreciate

This is to c onfirm the conversation I had with you on
September 19, 1955, regarding your complaint about the street
in f ront of your house, as well as certain other dwellings
along the south end of Hillcrest Lane.
I have investigated this situation and have also
discussed it with Mr. C. F. Kellam, Resident Engineer who
has charge of the maintenance of all roads in Chesterfield
County which are in the State highway system. Mr. Kellam
advised me that this section of Hillcrest Lane is not in the
highway system and, as I explained to you, he cannot do work
or authorize expenditures on any roads or streets unless they
have been taken into our system.
The section of Hillcrest Lane on which you live, on
which seven other dwellings are located, is part of Scotts-
dale Subdivision, which carries a fifty foot dedicated street
and is recorded in Plat Book 7, Page 104, at Chesterfield
County Clerk's office and approved June 22, 1939. Certain
streets and sections of streets in this subdivision have been
taken into our system and are maintained by the department.
I suggest that you and all the property owners on the
section (approximately 0.05 mile in length) sign a petition
setting forth your problem, as well as your request for
maintenance of your section of Hillcrest Lane, and submit it
to Mr. R. J. Britton, R. F. D. #8, Richmond, Virginia, Mr.
Britton is the Supervisor of your district, and he will, no
doubt, refer this to the Board of Supervisors for their
consideration.

The fire trucks of the Bensley Volunteer Fire Depart-
ment, located three blocks west of U. S. Highway No. 1 in Chester-
field County, enter the highway at Dundas Avenue, Stop 191
Petersburg Pike. Due to heavy traffic on the highway, entrance
onto it is very dangerous to both the volunteer workers and high-
way travelers. Because of the emergency nature of the fire calls,
the volunteer drivers are inclined to crowd into the highway traf-
fic and further aggravate the unsafe condition.
We believe the hazard can be greatly improved, if not
eliminated, by the installation of traffic control lights and sig-
nals at this location which would operate during the time of fire
truck entrance onto the highway. The dispatcher at the Fire House,
who is on duty 24 hours a day, or the fire truck driver would op-
erate controls to activate the light and signal for a pretimed
period.
In the interest of "HIGHWAY SAFETY", we solicit your
support in obtaining installation of lights and signals at this
point.

We shall appreciate your consideration of the following problems
As you know, the dispatcher for our Bensley Rescue Squad is located at the
Bensley Volunteer Fire Department Fire House, Number 3, from which location
our ambulance is dispat deed on all calls.
Due to the heavy north and south traffic on Petersburg Pike at this point,
the intersection of Dundas Avenue, Stop 19*, entrance thereon by the ambu-
lance is not only dangerous for both volunteer rescue workers and highway
motorists, but the delay incurred when entering may prove a matter of life
or death for many accident victims.
Our records reveal that approximately three hundred calls are answered
from this location each year, two-thirds of which are fire calls and one-
third emergency rescue calls. Ninety-five per cent of all calls require
entrance on Petersburg Pike at this particular point.
We believe that the installation of a red traffic light at this intersection
operated during the time of fire truck and emergency ambulance entrance onto
the highway would eliminate this serious hazard.
The dispatcher at the Fire House, who is on duty twenty-four hours a day,
would operate the controls to activate the light and signal for the pre -
timed period, which short period should not greatly delay the flow of
highway traffic.
In the interest of public safety, we respectfully request your support in
obtaining installation of lights and signals at the intersection of Dundas
