Mr,'Driskill expressed his pleasure in becoming a pa~t of the government of
Chesterfield County.
Mr. Driskili introduces the Rev. EUgene Woolridge. Pastor of Stratford Hills
Church, who gives the invocation.
"Phis being the first meeting of the new term, the Executive Secretary asked for
nominations for Chairman of %he I%oard of Supervisors. .
On motion of Dr. Gill, seconded by Mr. Britton, it is resolved that Mr. Homer
be and he 6ereby is elected Chairman of ~this Board.
The Chairman welcomes Mr. Ernest Gates as Commonwealth's Attorney for Ghesterfiel~
0ounty attending his first Board meeting in this capacity.
On motion of blt. C. oyne, seconded by Mr. [%mitten, it is resolved that this Board
authorize the Treasurer of the 0ounty to Joy-st $500,000 f~om the General
Fund at the best possible rate of interest on a short term basis.
This d~-y Dr. A. G. Macklin, appeared before the k]oard ~eekin~ the e~tension of
maintenance on Oakland Avenue in %~est ~hesterfield }{eights. On motion of
Gill, seconded by Mr. Goyno, it is resolved that this Board rescind its resolu-
tion of October 11, 19~5, concernin~ the improvement of this street.
[;pon further consideration and on motion of Dr. Gill, seconded by ~r. Britton,
it is resolved that this Board request the Highway Department to improve Oakland
Avenne approximately 2?0 feet ~.orth of its northern end at a cost not to e~ceed
$267.50, the cost of w~ioh is to be borne by the .3,~. Road Fund of the

of Westover Farms in Manchester Magisterial District, which repo~t shows that
in the opinion of the County Road Engineer ~t is expedient that said road he

Upon consideration whereof and on motion of ~r. Britton, it is resolved tha~t
Yeardl~y Drive in the subdivision of Westover Farms in Manchester Magisterial
District, be, and the same is hereby established as a pub!~c road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County
Yeal'dley Drive, from a point of the intersection of Argall and Yeardley Drive,
.16 of a mile northwardly to Westover ])rive.
This road serves 5 houses. ·
And be it further resolved that tl~is Board of Supervisors of Chesterfield County
guarantees a right of way of not less thegn 50 feet for this road to the Virginia
Department of I[ighways.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Melbourne Drive, ~lyndon Lane
and '~oodberry Lane in the subdivision of Granite }fills in Manchester Magisterial
District, which report shows that in the opi~:ion of th6 ~ounty i/cad Engineer it
is expedient that said roads be established as public roads.
Upon consideration '~-hereof and on motion.of Mr. Britton, it is resolved that
~,~elbourne Drive, (~lyndon Lane and ~,~oodberry Lane ~n the subdivision of Granite
H.~lls in Manchester Magisterial District, be, and the same is hereby established
as a public roads.
An~ be it further resolved that the Virginia Department of Highways be and it

Mr. ~oyne requested Mr. Kellam to i~prove a d ' ·

Mr. Kellam informed the I~oard that $120,795.00 was unprogrammed Federal Aid
Funds to be available through June 30, 1958.
Upon consideration whereof and on motion of Mr. Brit~on, seconded by 5Ir. Driskill
it is resolved that this Board request the Highway Department to program the
unemoumbered balance of Chesterfield's ~atching Fund to be spent on the improlre~
ment of Cherokee Road (Rt. 704) at its intersection with Rt. 679, westwardly to
I~osher's Dam and the improvement of ~ranite Road (Rt. 683) from its intersectio~
with Rt. 679 to Rt. 147.
This day Mr. Fred Thompson came before the Board citing the fact that Manchester
School and the ne%~ School on 'A~hitehead Road would be requiring extensive sewerage
systems and asking tile l~oard of Supervisors what procedure the. School Board
should consider in its planning for these utilities. It was generally agreed
that the .~chool Board keep the Board informed as to its pro,ross on the planning
on these utilities, but not to count on a County sewer system i~ the immediate
future,
Whereas. ~, portion of St. Rt. 10 not improved leading from Richmond to Chester-
field Courthouse carries a considerable volume of traffic, and i~ ~n need of
great improvement, and
Whereas, the State Department of Highways has appropriated $55,000.00 for the
improvement of a section of this road,
Now, Therefore, Be it Resolved on motion of Mr. Hague, seconded by Dr. Gill, that
this hoard request the State Highway Department to improve St. Route $10, from'
the southern end of recent improvement~southwardly to Chesterfield Courthouse,
a distance of approximately 4-miles.
This day Mr. Belville came before the Board in behalf of Mr. J. Louis Reynolds,
presenting.a game claim on a calf one day old which was killed by'dogs. Upon
consideration whereof and on motion of Mr. Goyne, seconded by Mr. Driskill, it
is resolved that the Executive Secretary get the assessment figures and present
same at the nextregular meeting, and ask the Game Warden to be present at that
time.
'1his day the Chairman recognized Mr. Horace Mann, a long time resident of Matoaca
Village. '
q'his day Mr. Stuart Schmidt came before the Board seeking rezoning from Residen-
tial-2 to General Business on the following described parcel of land:'
In Manchester Magisterial District, a parcel of land fronting
200 feet.on Blithewood Drive and extending approximately 180
feet westwardly to Hathaway Road attd a parcel of land frooting
Blithewood Drive 215 feet and~extending eastwardly 165 feet,
both of said parcels lying immediately north of Sequoyah Road
and bein~ better known as Lots 1 and 2, Block A, and 1 and 2
Block F in the Plan of Kenmore Ridge.
Mr. Schmidt ~tates that he wishes to reduce the amount of zoning request to 65
feet north of ~equoyah Road, running from Hathaway eastwardly 400 feet to bis
property line. Mr. Sch~tidt states there should be a ratio of 3 to 1 in the
parkinF, space in relation to actual floor space in the shopping'area.
Mr. Marvin Cole, Attorney for citizens opposing this request presents a notarized
petition signed by some 15 citizens living within 500 feet of this property, andi
presents another petition signed by many of the citizens in the surrounding
territory, along with a delegation of some ~1 persons, all opposing the request-
ed rezoning.
Mr. Robert Raab, speaking for the rezoning stated that the parking lot was most
nocess~ry.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that action on
this matter be postponed until January 2~, 1956, at 8:00 p.m.
This day Mr. John Foster came before the Board requesting the rezonin§ from
Agriculture to General Business on the followin~ described parcel of land:
In Midlothian Magisterial District, a parcel of land fronting
730 feet on Ri, 60 and extending northwardly 300 feet, said parcel
being 1600 feet westof Buford Road.
Came also Mr. Gayle who states he does not oppose the rezoning of land for busi-!
ness but does not favor the construction of a service station on this property.
Mr. Foster statos that the owner of this land had no specific plans for its
development.
Upon consideration whereof and on motion of Mr. Driskill, seconded by Mr. Goyne,
it is resolved that the application for rezoning the aforedescribed property
from Agriculture to General Business be and it hereby is denied.
It is here noted that four supervisors vote "Aye".
Also, 8~0 feet fronting on the above business zone and extending northwardly
3000 feet, the same being the temtative subdivision of ~on Air Hills, which is
proposed to be rezoned from Agriculture to Residential-2. Upon consideration
whereof and on motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved
that the aforedesoribed parcel of land be and it heroby is rezoned from ~gricul-i
ture to R~sidential-2.
This day Mr. George McKesson, came before the Board requesting a Use Permit to
operate a dance hall on the following, described parcel of land: ,
In Manchest.r M~gisterial District, a parcel of land fronting
500 feet on the p~ivate road of George McKesson and estending
westwardly 200 feet, said parcel being ?00 feet south of Rt. 360.
There appearing no oppositiom to this request, upon consideration whereof and oni
motion of Mr. ]3ritton, seconded by Mr. Driskill, it ~s resolved that a Use Permit
to operate a dance hail on the aforedeseribe parcel of ]and be and it hereby is
granted.
This day Mrs. D. P. Coffield came before the Board requesting the rezoning from
Agriculture to General Business of the fo]lowing described parcel of ].and:
In Manchester Magisterial District, a parcel of land fronting
on Bromd Rock Road and 62 feet and extending westwamd]y 675
feet, said parcel being 370 feet northwardly oD Walmsley ~oulevard.
And there appearing no opposition to this requost and on motion of Mr. Britton,
seconded by Mr. Hngue, it is resolved that the aforedescribed parcel of land be
and it hereby is rezoned to General Business.
q~is day the American ~elephono and Telegraph Company appeared before the Board
requosting a Use Permit to operate a TV Tower on the' following described parcel
of land:
In Matoaca ~,~ister~al District, a parcel of land containing
8-acres fronting 600 feet on the It~ndors Bridge Road and
extending 600 feet northwardly alon~ the Seaboard Airline RR~
said parcel being west of and adjacent to the Seaboard Airline
Whereas, no opposition appears to this request, upon consideration whereof and
on motion of Dr. Gill, seconded by Mr. HaKue, it is resolved that the request
for a Use Permit to operate a TV Tower on the aforedesoribed parcel of land, be,
and the same is hereby granted.
This day Mr. Louis Longest appeared before the Board requesting a variance in
the County's building restrictions to allow him to locate a building 15 feet
from his front property line on R~. 10, said building to be located just east
of the rear of the Chester Bank, and
Whereas, it appears that the Highway Department has purchased more land than is
necessary at this point, and
~'bereas, it appears that the strict compliance with the set back code would
cause extreme hardship,
Now, therefore, Be it Resolved, on motion of Mr. C~Yne, seconded by Mr. Britton,
that this Board grant a variance of i~s building restrictions to allow the
construction of an office building not less' than 15 feet from the property line.
This day Mr. Elbert Mumma presented a letter to the Board of Supervisors, ~ro-
posing to give to the County the ~rove Place water system, presently owned and
operated by Mr. Mumma, and agrees %o maintain the system for any reasonab]~
length of time to enable the County to construct an 8" line along Rt. ~10, ~nd
citing~the fact that $300.00 is available, and within two yea~s, which is the
estimated ~ime necessaFy fo~ oompletition of an 8" line along Rt. ~10, $38~.00
will be ~uaFanteed inFevenue. -
Whereupon Mr. ~umma states he is willin~ to pay the difference in the cost of
a 6" line from Rt. 10 and %he $68~.00 and will ~uaPante. also to maintain the
system until said line is installed.
Whemeupon i% was a~eed that the 0omrnonweal%h's Attorney would D~epare a contract
to present to this Boa~d at its next meeting.
This day the County Engineer presented a contract for the installation of
approximately ~00 feet Of ~" line west of Hey Road on Old Broad Rock Road, stat-
lng' the fact that the proposed plan calls for an 8" line on siad road. Several
plans were discussed for handling this project but it was ~eneral]y agreed that
no action be taken to approve this contract of this time.
The County Engineer presented a contract for the installation of approximately
200 feet of 2" line in the Johnson Farms Subdivision. Upon consideration whereo:
and on motion of Mr. Britton, seconded by Dr. Gill, it is resolved that said
contract be and the same is hereby approved.
And be it further resolved that the Chairman and Executive Secretary be authorize~
to sign said contract.
On motion of Mr. Ooyne, seconded by Mr. Britton, it is resolved that the Chairman
appoint a Committee to study the organization of the Water Department, and to
recommend a plan for the setting up a Department of Public Utilities.
~hereupon, Mr. Homer appoints the Commonwealth's Attorney, the Chairman of the
Board of Supervisors, the County Engineer and the Executive Secretary as this
Committee.
On motion of Mr. Driskill, seconded by Mr. C. oyne, it is resolved that the CountyI
Engineer prepare specifications for an emergency repair truck and to obtain bidsl
for said ~ruck.
It is 1lore noted that Dr. ~i]l votes "No".
It was ~enerally agreed that no forma~ approval of the authorization to obtain
detailed plans and specifications for the cbnstruction of water improvement
until such time as the recent bond vote is certified, would be made, however,
the County Engineer is instructed to proceed as fast as nossible on such work,
as is feasible to improve the filter plant, to raise the dam, to locate the shop!
for the Water Department, an~ such other work as if necessary.
On motion of Mr. (~yne, seconded by Mr. Britton, it is resolved that the insurance
for the Volunteer Firemen of tile Gounty be awarded to the firm of Goddin, C~od-
ridge and Robertson, to be placed with the Firemen~s Fund Indemnity Company,
at a price not to exceed $585.~, which premium allows for the following coverage

On motion of Dr. Gill, seconded by Mr. Priski]], it is resolved that the County
~ngineer be requested to contact the Consulting Engineering firm of Wiley and
Wilson to get a proposal for engineering services connected with the Ettrick
sewerage connection with Petersburg.
~is day Mr. Jordan and others appeared before the Board requesting some under-
standing concerning the Manchester ~emorial }~uilding which is at present being
erected on t3ryce's Lane, and it was generally agreed that the building should
bare separate heating systems and separate electrical systom~ so that the County
could pay its share for heating the Fire Department only.
On motion of Mr. Britton, seconded by Mr. ~riskill, it i~ resolved that the
Executive Secretary be and he hereby is authorized to purchase a siren for the
Manohester'Fire ])epertment, which siren would be somewhat similar to that recent-
ly purchased for the Dale Volunteer Fire Department.
On motion of Hr. Goyne, seconded by Mr. Bri%ton, be it resolved:
that tho members of the ~eneral Assembly of Virginia representing 0hesterfield
County are respectfully reqnested to introduce and'work for the passage in the
19~6 Session of the General .Assembly the fo]lOwing bills in addition to other
bills heretofore approved:
1. Authority to employ a general regi~tra~ ~nd mllow the retention of local
registrars.
Make water oharge~ a lien on the real e~tate served.
3. Amend Section 58-266.37 of the Code, to include Chesterfield so that
~hesterfield will have the same powers as Richmond and Henrico to
impose certain license taxes.
4. Authority to create Department of license inspection.
Amend revenue Water Act of 19~6 to allow refunding of outstanding
bonded indebtedness.
6. Change the maximum and minimum limits of the salary of the Commonwealth's
Attorney to $6000.R0 minimum a~d $~500.00 maximum.

on motion of Dr. Gill, seconded by ~r. DrisWill, it is resolved that this Board
doth object to the s~lary fixed for ~itliam H. Cogbill, Deputy Sheriff, by the
~omDensation ~%oard t.Dtativ-ly, and ~equest a hosting ~n stroh objections.
Be it further resolved, that this Board doth designate Dr. ~i]l amd ~r. Driskill,
to serve as 8dd~ tion~l members of the Compensation ~toard to hear this matter.

This day the Executive ~eoretary advis.d the Board that bids were being received
for the County's fleet insurance policy and that the Nation-wide Company hod
given a month's bi.der to allow this'bid to be received.

~i~etree Fo].kes, Jr., }{on l.]oyd C. Bird and the }{on. Edward' ~. Hudgins, had been
received, all of which 1.tters cited and expressed cooperation with the Board's
req~e%t for legislation.
This day the' reports from the State Compensation Board on the salaries of the
Gommissionor of Revenue, Sheriff, Treasurer a~d Commonwealth's Attorney, had
been received, and it was o~dered that these be received and filed with the
execption of the Sheriff's report.
The Chairman noted the fact that the Planning Commission's representatives and
members should be selected at its next meeting.
On motion of Mr. Goyne, seconded by Dr.' Qill, it is resolved that the minutes
of October 6,11,13 and 2?th, November 9, 22 and 29th, and December 6, 13, and
21th, be and they hereby are approved.
