Driskill it is resolved that this Board request the Highway Department to program the unemoumbered balance of Chesterfield's ~atching Fund to be spent on the improlre~ ment of Cherokee Road (Rt. 704) at its intersection with Rt. 679, westwardly to I~osher's Dam and the improvement of ~ranite Road (Rt. 683) from its intersectio~ with Rt. 679 to Rt. 147. This day Mr. Fred Thompson came before the Board citing the fact that Manchester School and the ne%~ School on 'A~hitehead Road would be requiring extensive sewerage systems and asking tile l~oard of Supervisors what procedure the. School Board should consider in its planning for these utilities. It was generally agreed that the .~chool Board keep the Board informed as to its pro,ross on the planning on these utilities, but not to count on a County sewer system i~ the immediate future, Whereas. ~, portion of St. Rt. 10 not improved leading from Richmond to Chester- field Courthouse carries a considerable volume of traffic, and i~ ~n need of great improvement, and Whereas, the State Department of Highways has appropriated $55,000.00 for the improvement of a section of this road, Now, Therefore, Be it Resolved on motion of Mr. Hague, seconded by Dr. Gill, that this hoard request the State Highway Department to improve St. Route $10, from' the southern end of recent improvement~southwardly to Chesterfield Courthouse, a distance of approximately 4-miles. This day Mr. Belville came before the Board in behalf of Mr. J. Louis Reynolds, presenting.a game claim on a calf one day old which was killed by'dogs. Upon consideration whereof and on motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that the Executive Secretary get the assessment figures and present same at the nextregular meeting, and ask the Game Warden to be present at that time. '1his day the Chairman recognized Mr. Horace Mann, a long time resident of Matoaca Village. ' q'his day Mr. Stuart Schmidt came before the Board seeking rezoning from Residen- tial-2 to General Business on the following described parcel of land:' In Manchester Magisterial District, a parcel of land fronting 200 feet.on Blithewood Drive and extending approximately 180 feet westwardly to Hathaway Road attd a parcel of land frooting Blithewood Drive 215 feet and~extending eastwardly 165 feet, both of said parcels lying immediately north of Sequoyah Road and bein~ better known as Lots 1 and 2, Block A, and 1 and 2 Block F in the Plan of Kenmore Ridge. Mr. Schmidt ~tates that he wishes to reduce the amount of zoning request to 65 feet north of ~equoyah Road, running from Hathaway eastwardly 400 feet to bis property line. Mr. Sch~tidt states there should be a ratio of 3 to 1 in the parkinF, space in relation to actual floor space in the shopping'area. Mr. Marvin Cole, Attorney for citizens opposing this request presents a notarized petition signed by some 15 citizens living within 500 feet of this property, andi presents another petition signed by many of the citizens in the surrounding territory, along with a delegation of some ~1 persons, all opposing the request- ed rezoning. Mr. Robert Raab, speaking for the rezoning stated that the parking lot was most nocess~ry. On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that action on this matter be postponed until January 2~, 1956, at 8:00 p.m. This day Mr. John Foster came before the Board requesting the rezonin§ from Agriculture to General Business on the followin~ described parcel of land: In Midlothian Magisterial District, a parcel of land fronting 730 feet on Ri, 60 and extending northwardly 300 feet, said parcel being 1600 feet westof Buford Road. Came also Mr. Gayle who states he does not oppose the rezoning of land for busi-! ness but does not favor the construction of a service station on this property. Mr. Foster statos that the owner of this land had no specific plans for its development. Upon consideration whereof and on motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the application for rezoning the aforedescribed property from Agriculture to General Business be and it hereby is denied. It is here noted that four supervisors vote "Aye". This day Mr. Louis Longest appeared before the Board requesting a variance in the County's building restrictions to allow him to locate a building 15 feet from his front property line on R~. 10, said building to be located just east of the rear of the Chester Bank, and Whereas, it appears that the Highway Department has purchased more land than is necessary at this point, and ~'bereas, it appears that the strict compliance with the set back code would cause extreme hardship, Now, therefore, Be it Resolved, on motion of Mr. C~Yne, seconded by Mr. Britton, that this Board grant a variance of i~s building restrictions to allow the construction of an office building not less' than 15 feet from the property line. This day Mr. Elbert Mumma presented a letter to the Board of Supervisors, ~ro- posing to give to the County the ~rove Place water system, presently owned and operated by Mr. Mumma, and agrees %o maintain the system for any reasonab]~ length of time to enable the County to construct an 8" line along Rt. ~10, ~nd citing~the fact that $300.00 is available, and within two yea~s, which is the estimated ~ime necessaFy fo~ oompletition of an 8" line along Rt. ~10, $38~.00 will be ~uaFanteed inFevenue. - Whereupon Mr. ~umma states he is willin~ to pay the difference in the cost of a 6" line from Rt. 10 and %he $68~.00 and will ~uaPante. also to maintain the system until said line is installed. This day the County Engineer presented a contract for the installation of approximately ~00 feet Of ~" line west of Hey Road on Old Broad Rock Road, stat- lng' the fact that the proposed plan calls for an 8" line on siad road. Several plans were discussed for handling this project but it was ~eneral]y agreed that no action be taken to approve this contract of this time. The County Engineer presented a contract for the installation of approximately 200 feet of 2" line in the Johnson Farms Subdivision. Upon consideration whereo: and on motion of Mr. Britton, seconded by Dr. Gill, it is resolved that said contract be and the same is hereby approved. And be it further resolved that the Chairman and Executive Secretary be authorize~ to sign said contract. On motion of Mr. Ooyne, seconded by Mr. Britton, it is resolved that the Chairman appoint a Committee to study the organization of the Water Department, and to recommend a plan for the setting up a Department of Public Utilities. ~hereupon, Mr. Homer appoints the Commonwealth's Attorney, the Chairman of the Board of Supervisors, the County Engineer and the Executive Secretary as this Committee. On motion of Mr. Driskill, seconded by Mr. C. oyne, it is resolved that the CountyI Engineer prepare specifications for an emergency repair truck and to obtain bidsl for said ~ruck. It is 1lore noted that Dr. ~i]l votes "No". It was ~enerally agreed that no forma~ approval of the authorization to obtain detailed plans and specifications for the cbnstruction of water improvement until such time as the recent bond vote is certified, would be made, however, the County Engineer is instructed to proceed as fast as nossible on such work, as is feasible to improve the filter plant, to raise the dam, to locate the shop! for the Water Department, an~ such other work as if necessary. On motion of Mr. Britton, seconded by Mr. ~riskill, it i~ resolved that the Executive Secretary be and he hereby is authorized to purchase a siren for the Manohester'Fire ])epertment, which siren would be somewhat similar to that recent- ly purchased for the Dale Volunteer Fire Department. On motion of Hr. Goyne, seconded by Mr. Bri%ton, be it resolved: that tho members of the ~eneral Assembly of Virginia representing 0hesterfield County are respectfully reqnested to introduce and'work for the passage in the 19~6 Session of the General .Assembly the fo]lOwing bills in addition to other bills heretofore approved: 1. Amend Section 58-266.37 of the Code, to include Chesterfield so that ~hesterfield will have the same powers as Richmond and Henrico to impose certain license taxes. 4. Authority to create Department of license inspection. Amend revenue Water Act of 19~6 to allow refunding of outstanding bonded indebtedness. 6. Change the maximum and minimum limits of the salary of the Commonwealth's Attorney to $6000.R0 minimum a~d $~500.00 maximum.
