<br />This day a delegation of approximately thirty people appeared before the Board
<br />to discuss the proposed 1956-~57 budget and tho raoent defeat of the School
<br />Bond Issue. Mr. George McKesson~ spokesman for the Chesterfield Voters League,
<br />states that money for the new office building in the amount of $340,000.00
<br />should be given to the School Board to build new schools. He further states
<br />that school buildings are far too elaborate and hFe many unnecessary frills,
<br />Upon consideration whereof, the Chairman of the Board polled the members as to
<br />their feelings toward the new office building. All ~embers of the Board agree
<br />that the office building funds should remain in thebud~et and be used for the
<br />new office building.
<br />This day the County Budget for the year 1956-t57 in the amount of $12,330,~?1.00
<br />whiah was tentati~ely adopted April 30, 1956, and duly advertised by publication
<br />in the Richmond News Leader, a newspaper havin~ ~eneral circulation in Chester-
<br />field County, for a period of thirty (30) days preceding the date of adoption,
<br />thereof, came on for consideration of this Board, and after discussion and due
<br />consideration, upon motion of Dr. Gill, seconded by Mr. Driskill, it is resolved
<br />that the Chesterfield County Tentative Budget for the year 1956-'57, including
<br />allvarious departments of the County, be, and the same is hereby approved
<br />and adopted ~s the Budget for the year 1956-~57, subject, however, to the
<br />limitations which may be contained in the resolution of this Board providing for
<br />the County levy for said year,
<br />At is here noted that Mr. Goyae voted "No" statin~ that he is in favor of the
<br />budget but will not support any limited appropriations.
<br />Whereas, in accordance with the law of this Commonwealth, the proposal to fix
<br />levies required by the Budget for the year 1956-~57, has been made public; and
<br />Whereas, this day was fixed for a public hearing on same, and due notice es
<br />required by law h~ving been published that this matter would be considered and
<br />acted upon,
<br />Now, Therefore, On motion 6f Mr.Britton, seconded by Mr.~riskttl, it is resolved
<br />that the levy for general Cotmty purposes (i~cluding the $0hool Budget) on each
<br />$100,00 of assessed valuation on real and personal property for the year
<br />1956-~57, be, and the same is fixed as follows: All magisterial Districts
<br />S~.40 ~e~d rates for machinery in all Districts at 50~ per $100,00 of assessed
<br />Be it further resolved~ All the revenue produced by such levies shall be paid
<br />into the general operating fund of the County and appropriations therefrom shall
<br />be made by this Board from time to time depending upon the necessity thereof as
<br />determined by this Board during the ensuing fiscal year,
<br />Be it Further Resolved: That it is the intent of the Board of Supervisors of
<br />Chesterfield County that no funds willbe appropriated £o the Chesterfield County
<br />School Board for the operation of integrated schools durin~ the ensuinc fiscal
<br />year 1956-~57.
<br />Be it Further Resolved: That the Treasurer of this County is hereby authorimed
<br />to transfer funds from the general operating fund of the County to the School
<br />Board,when and only when, an appropriation to the$ohool Board is made by this
<br />Board and a certified copy of a resolution making the appropriation is received
<br />by the T~easurer.
<br />It is here noted that Mr. Goyne votes "No~.
<br />This day Mr. James D. Maxey, Jr., President of the Chesterfield Central Ruritan
<br />~lub, presented a request in writing for the use of the Fair Grounds on July ~th
<br />by the Ruritan Club. Upon consideration whereof and on mot~on of ~.
<br />Driskill, seconded by Mr. Hai~ue, it is resolved that the Central Huritan Club,
<br />be, and it hereby is authorized to use the Fair Grounds on the ~th of July, 1956.
<br />This day again the matter of filling the position of County Engineer came
<br />before the Board and the Executive Secretary reported that conversations with
<br />Mr. Painter and other persons from which references were sought were highly
<br />satisfactory. Upon consideratiOn whereof, and on motion of Mr. Britton~
<br />seconded by Mr. ~=[skll~, it is resolved that this Board employ M~. R. A. Painter
<br />for the position of County Engineer, beginning July 1,195~, at a salary of
<br />$7200,00 per year.
