This day Mr.R.K.Weeks, of Causey & Weeks, came before the Boadd presenting
the bids on Contract A-2 for the water line on the Ruthers Road and Buford
Road, leading to Ben Air, a~(l the water line on the Hopkins Road toMoGuire
Village. Upon consideration whereof, and on motion of M~.. Britton, seconded
by Mr. Ooyne, it is resolved that in the future at the opening of bids, the
engineer will send tooaoh supervisor a list of the bids and the .en~ineerms
recommendations that some study can be given by the Board.
And be it.further resolved, that*the awarding of Contract A-Z be deferred until
June 19, at 8:00 p.m,
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this
Board authorize the Treasurer of Chesterfield County to investigate the rates
and the possibility of borrowing $175,000.00 an a short term basis, and report
to the Board of Supervisors at its next meeting.
It was generally agreed that the finished plans for additional projects in the
improvement of the County water system,be advertised as soon as feas~bl~,
and bids be received on July 31, 1956.
On motion of Mr. Br£tton, seconded by /viz-. Driski11, it is resolved that the
Commonwealthts Attorney be and he hereby is directed redraw up the necessary
easement for Edgar N. and Hilda R. Young to allow the County the right to
cbnstruct a water tahk on their propwty at the intersection of Gravel Hill Road
ahd Granite Road.

$~cretary be and he hereby is authorized to designate any contractor and agent
cT the County tosecure Highway permits in the improvement of 'th'e wa%er system,
ahd it is understood that if the Countyts Resident Engineer h~red to inspect a
~ater line construction does not secure the desired results as specified by the
Kighway Department, then the Highway Department is authorized to place their own
in~pector on the water line construction job, after having given the Executive
'Secretary adequate notice of such intention, and the Countyq~ill ~uarantee
'the cost of such inspection.
On motion of Mr. ~ague, seconded by Mr. Dr~skt11, it is resolved that this Board
~uthori~e the County's Consulting Engineer, Mr.R.K.Weeks, ~o~e~e~lsya resident
engineer to inspect the water line construction on a per diem basis not to exoee~
$31.00 per day.
This day Hr. Gilmore of the Highway Department presented a request that the
Gdunty g&ve to the Highway Department 10 feet additional of'the property owned
b~ the County on whichis the-Matoaca Volunteer Fire Department. It was
g~nerally agreed that Dr. Gill would discuss this matter with the members of the
~Wtoaca Volunteer Fire Department and report at the next meeting of this ~oard.
This day, Frank A. Holmes, came before the Board by Elizabeth N. Tompkins,
his Attorney, and filed his petition requesting that the Board abandon under the
~rovisions of Title 33-76.13-76-20 of the Oode of Vir~ia of 1950, that portion
of a thirty foot (30~) road shown on the subdivision of Providence Farms,
recorded io P.B. 3, Page 159 of the Clerk's Office of Chesterfield Circuit Court

his successor. Mr. Mills made a brief statement that he .wquld cooperate
the Board of Supervisors and work with them in every way.
Mr. H. T. Goyne stated that Mr. Snead. who is retiring as of July 1, 1956,
had done an outstanding job for the past 17 years as District Engineer for
this area. he stated 'that Mr. Snead .had .always had the County's best interest
at heart and had shown outstanding ~bility to cooperate on and negotiate
difficult problems.
Upon further consideration whereof, and on motion of ~r. Briskill, seoonded by
Mr. Goyne, it is resolved that this Board record its appreciation for the fine
work Mr, Snead has done in the past 17 years and the wish that his retirement
is a long and pleasant one.
And be it further resolved, that a copy of this resolution be sent to
Jas, A. Anderson, Commissioner, Virginia Department of Highways, Mr. P.W.$nead,

Demonstration Club requesting the present Granite Road to be renamed ForeSt

by Dr. Gill, it is resolved that the name of Granite Road running from the City

This day the County Road Engineer in accordance with directions from ~his Board
made report in writing upon his examination of Perdue Street, Windsor Road and
Robertson Street in the subdivision of Bruce Farms in Bermuda Magisterial District,
which report shows that in the opinion of the County Road Engineer it is expedient
that said roads be established ~s public roads.
Upon consideration whereof and on motion of Mr. Goyne, it is resolved that Perdue
Street, Windsor Road and Robertson Street. in the subdivision of Bruce Farms in
Bermuda Mai~isterial District, be, andthe same are hereby established as public
roads.
And be it. further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,

Agent be authorized to purchase two (2) radios from the State Police Department,
provided said radios can be inspected and aplm~ved.
This day the Executive Secretary presented a letter from Mr. 0. L. Hopkins,
agreeing to pay for 500 feet of 4# on Bondview Orive, provided the County will
install the 1000 feet necessary to connect the 4# line on Bondview Drlve in the tw,
areas presently not served by a water line.
On motion of Mr.~ritton, seconded by Mr. Driskill~ it is resolved tha~ t~Water

employ Mr. A.M.Toler to ~ake the annual audit of the financial affairs of the
County for the fiscal year ending June 30, 1956, at a price not ~o exceed $2000.0¢
On motion of Dr. Gill, seconded by Mr. Briskill, it is resolved that the
Executive Secretary be requested to have installed a mirr~>r in the men~s room

On motion of Dr. Gill, seconded by Mr. Driskill, it kis resolved that ir. Beverly
V. Mason be granted a variance to allow the construction of a home 68 feet from
the center of Sandy Ford Road in Ma toaca District.
On motion of Mr.Britton~, Seconded by Df. Gill, it is resolved that Ur.Bernard
Barnes, owner of Lot 12, Block F, east Grandview, known as 1808 Warner Road,
'be granted a variance to allow the construction of a garage 10 feet from his
property line.
This day the Executive Secretary read a letter from Mr.S.B.Thom~s,' requesting
the Boardls permission to allow him to connect tb the City' of Ri~hmond,s sewer
system. It was generally agreed that this matter be deferred un'ill' such
sewage study is made by the County.
On motion of Hr. Britton, seconded by Hr. Driskill, it is resolved that this Board
accept the deed for Warren Avenue Extended throughLot 18 of Robertson Place to
Old Town Greek Subdivision.
This day the Executive Secretary reported that the Planning Commission requested
that a date be set for a joint meeting.of the Planning Commission and the Board
of Supervisors. It was generally agreed that this be deferred to the next
meeting of this Board. _
On motion' of Mr. Hague, seconded by Mr.Ooyne, it is resolved that this Board meet
on June 26 to hear the various representatives of the 0re~ Company and the
John Beane Company relative to a standard fire truck for Chesterfield County and
such other business as the Board may have.
On motion of Ur. Britton, seconded by Ur. Driskill, it is resolved that this
Board recommend to the Judge ,)f Circuit Court, the dion. William Old, the
appointment of Chief G.W. Smith, to be the chief of the Police Department of
Chesterfield County for the coming year,
This day again the matter of the dump at Chester came before the Board and the
Chairman appointed as a special committee to investigate this condition, Mr.
Goyne, Mr. Hague and Mr. Britton.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board
employ the consulting engineering firm of R.Stuart Royer and Associa%es to mak~
a study of the feasibility of a sewerage system in tho built-up areas of the
County for a fee not toexceed $12,500,00, provided a satisfactory rate for
engineering fees can be negotiated and agreed upon,
On motion of Dr. Gill, seconded by Mr. Driskill, it is resolved that the compensati,
of the members of the Chesterfield County Welfare Board be increased to $200.00
per year, beginning July 1, 1956.
On motion of Df.Gill,seconded by Mr. Driskill, it is resolved that the minutes of
April 30, and May 8, 17, 22, and 31, 1956, be approved as amended.
