06-26-1956 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held a' the Courthouse on June 26, 1956, at 8:00 p.m. Present: Mr, Irvin G; Homer, Chairman Mr. H. T, Goyne Mr. R.J.Britton Dr. Robt, O. Gill Mr. Marshall F.Driskill Hr. Stanley R. Hague, Jr. This. day Mr. 0. L. Hopkins came before the Board presenting a letter explaining his concern over the water system in the Wayland Subdivision and objecting to the extension of a water main on Westgate Drive northwardly. Upon consideratio~ whereof, and on motion of Mr. Driski11, seconded by ~r. Hague, it is resolved that. this Board request the Water Committee to formulate a Water kin Extension Policy, to consult with the Commonwealth's Attorney as to the legality of said policy and to make recommendations to this Board as soon as possible. This day Mt.George W. Moore, Jr., appears before the Board requesting the Board~s approval of borrowing money on a temporary basis to meet the general obligations of the County until the current tax avails are received. Upon consideration whereof and on motion of Mr.Britton, seconded by Mr. Driski11, it is resolved that this Board authorize the Treasurer of the County toborrow, if necessary, an amount not to exceed $325,000.00 at an inter.sC rate not to exceed 6~, which principal amount together with the interest is to be repaid not later than December 15, 1956, This day Mr. [~thwe11 of the~Firo Control Company of Richmond, appears before the Board explaining the ~pecifications of the John Beane fire truck. This day Mr. George Sutton, ~. Leahey and Mr. Whitlow from the Oren Company. presented specifications on the Oren fire trNck. It was generally agreed that the Board would study the specifications presented and attempt to establish a standard fire truck for the County. This day Mr. Fred Thompson, Supt. of Schools, appears before the Board presenting a resolution from the Chesterfield School Board requesting the transfer of funds within the 1955-'56 School Budget. Upon consideration whereof and on motion of Mr. Ooyne, seconded by Df. Gill, it is resolved that the request of the School Board be granted and the funds in the 1955-~56 School Budget be transferred as follows: From 17bl to l?oM From 1?bl to l?d3 From l?bl to l?e2 ~rom 1761 to 17dl ~650.00 - 650.00 - 2500.00 - 1000.00 And be it further resolved that the Treasurer of the County be authprized to make ~he a~ve transfers. Upon consideration whereof and on motion of Mr. Hague, seconded by Mr. Goyne, it is resplved that the Treasurer of the County be and he hereby is authorized to make the following transfers be made in the 19~6-~57 budget of the Welfare Depar tmen~: From 01d Age Assistance - Local-Mon-~tched Funds From Aid to Dependent Children - Local-To Non Hatched Funds From Aid to Permanently & Totally Disabled Local - to Non-Hatched Funds From Administration to Non-Matched Funds $558.75 562.00 494.37 328.63 This day'th~ Supt. of Welfare reported that the State of Virginia had failed to match $?084.00 of the County's Welters Budget, and [~ereas, the need is apparent and seems tobe increasing due to the great increase of the population of this County, and Whereas, the County Board of Supervisors and the County Welfare Board are of the opinion that this need should be met, Nqw,Tberefore, On motion of Mr. Goyne, seconded by Hr. Driskill, be it resolved. that this Board expresses its strong protest at the failure of the State Welfare D~partment to meet their share of the obligation as expressed in the County's 1~55-'56 and 1956-'57 budgets. On motion of Mr. Dris~ill, socon~bed by ~tr.Goyne, it is resolved that the Executive Secretarx be requested to advertise on petition of tho Board of Supervisors .for resorting from Agriculture $o Re$~dential-I the following described parcel of land: In Midlothian Hagisterial District, the land that lies west of the present Residential-1 zoning mE the Nottingham Subdivision, south of the James River, north of the Residential-1 area on Rt. 147 and east of the Gamack or Old Gun Road is proposed robe rezoned frpm ~griculture to Residential-1 on petition of the Board of Supervisors. Oq motion of Mr.Ooyne, seconded by Mr. Britton, it is resolved that the following r~solution be adopted: In view of the invitation of the Federal Civil Defense Administration to participate in the preparation of a project proposal for the undertaking of survival studies for the Richmond area, embracing the City of Richmond. the Counties of Chesterfield and Henrico, to be financed by Federal funds, the following resolution was passed by the Board of Supervisors at a meetin~ held June 26, 1956. Be it Resolved, that Chesterfield County accepts the invitation and that M.¥.Burnett, is hereby authorized to si~n all matters pertaining to the preparation of entering into a Survival Plan Project ( as defined in M27-l), including the signing of project appliation and the execution of other documents ~eoessary in connection with the application for and expenditure of Federal Funds relating to the undertaking of Survival Plan Studies for the Ric~ond Area as outlined above. O~ motion of ~h-.Britton, seconded by Mr. Driskill, it is resolved that the Executive Secretary be and he hereby is authorized to request the City of Richmond D~partment of Public Works, to furnish supervision on the sewer project o~ M~Guire Circle, T~is day the Committee appointed to study the telephone problem at the Courthouse, p~r£icularly as it relates to the~:construction of the new office build£ng, made i~s report to the Board. Upon consideration whereof, and on motion of Mr. Hague, seconded by Mr, Driskill, it is resolved that the Executive Secretary b~ and he hereby is authorized to ha~e installed a dial telephone system at the C~urthouse and particularly for the new office building, it being understood that t~e dial equipment be placed in the Sheriff,s old office and the switchboard placed there if possible, or across the hall in the Commonwealth Attorney's o l.d office.
