VIRGINIA: At an adjourned meeting of the <br /> Board of Supervisors of Chester, <br /> field County, held at the Court <br /> house on September 6. 1956, at <br /> 8=00 <br /> <br />Present: <br /> <br />Mr. Irvin ~.Horner, Chairman <br />Mr. ~. T. Goyne <br />Mr. R.J.Britton <br />Mr. Stanley R.Hague, Jr. <br />Dr. Robt. O. Gill <br />Mr. Marshall F. Driskill <br /> <br />This day Mr. Robert J. Heberly, Attorney, appeared before the Board of Supervisor <br />speaking for a group of approximately 80 people, who appeared in opposition to <br />the Business and Professional License Tax, which is under study ~by this Board at <br />this time. Mr. Haberly cited the fact that such a tax had too .~ny fl~ws, was <br />s®leotive, not equitable~ and difficult tocolleot, and made a strong plea to <br />the Board to defer action on this tax until the State officials had finished <br />a study on taxes at a State level. <br />£t was generally agreed that a COmmittee would work Father closely with the Board <br />of Supervisors in its deliberation and determination of the Business and <br />Professional Tax Ordinance. <br />This day ~r. Roy Laffoon appeared before the Board stating that the Ettrick Sanit <br />District Committee had for sometime wanted to discuss With the Board the sewerage <br />conditions in Ettriok and it was generally agreed that the'Board would hear the <br />Ettrick Committee at 8:00 p.m. on September 18~ 1956. <br /> <br />This day Mr. Wilbur~:Blankenship came before the Board requesting the Boardls <br />approval of his Company, the Blankenship-Carneal 0onstruotion Company~ laying <br />utility lines in the Windsorview Subdivision. Upon consideration whereof, <br />on motion of Mrl Britton, seconded by Mr. Driski11~ it is resolved that this <br />allow the Blankenship-Carneal Construction Company to install the water.lin~s in <br />the Windsorview'Subdivision and'the Coufity to charge its actual expense for <br />connectin~ to its main and for inspections. <br /> <br />This day a letter 9as read from Ge~.Crump requesting action by the Board of <br />the proposed armory for Chesterfield, and it was ~enerally a~reed that the <br />Buildings and Grounds Committee would complete its study and report to this Boa <br />This day Mr. Clarence G. Conner came before the Board'requestin~ the lowering of <br />the w~ter line On his property facing Rt. ~1, immediately north of Milhorn Street <br />It was generally a§reed that further investigation be made and a plan of lowe.rin <br />the present 8" line be worked out and presented to the Board at its next meetin{ <br /> <br />It was generally agreed that Mr. John Thomas be asked'to meet with the Boa rd of <br />Supe~visors at its next meeting to discuss the mat~er of doing certain legal <br />work for the Board. <br /> <br />The ~oun%y Engineer was requested to investigate the lowerin§ of'a water line <br />to Westgate Drive and ascertain the responsibility for same. <br />This'day a letter from Causey and Weeks ~as read concerning contracts A-3 and <br />A-4 recommehding that all bids for said ;Contracts be rejected, since the County <br />is unable rose11 its water bonds at this~ time. <br />Opo~ considera~ien whereof, and on'motion of Mr. Britton, seconded by Mr. Driski <br />it is resolved that all bids on Contracts A-3 and'A-~ be and they are hereby <br />rejected. <br /> This day a delegation from the Cloverdale Subdivision appeared before the Board <br /> complainin~ of sanitation problems in the area and presented a petition signed <br /> by some 20 people objecting to same'. Upon consideration whereof~' and' on <br /> motion of Mr. Britton, seconded by M~. Ha~ue~ it is resolved that this Board <br /> request Mr. Fred Grant to attend the meeting of the Board of Supervisors on <br /> Septemi~er 11. 1956~ at approxihmtely 11~30 a.m. <br /> <br />This day the Executive Secretary read' a letter from the ~nchester Fire Departme! <br />requestin~ permission to have installed radios on its fire trucks. <br />It was generally agreed that this matter would be studied and an additional <br />frequency be obtained to allow more r'adio units~' <br /> <br />On motion of Df. Gill, seconded by ~r.Goyne, it is resolved that this Board <br />grant Mr. V.D.Wall, a vat,ncc in our building restrictions to allow the <br />construction of two ~asonry flues.and b~tok siding, on his living quarters <br />in the Village of Ettriok on James Street. <br /> <br /> <br />
