PROPOSED LAND USE: In addition to uses currently permitted, a child care center is planned. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL. AYES: MESSRS. MILLER, CUNNINGHAM AND MARSH. ABSENT: MESSRS. GULLEY AND SHEWMAKE. STAFF RECOMMENDATION Recommend approval for the following reasons: A. The proposed use conforms to the Chesterfield County Government Center Master Plan which suggests the property is appropriate for human services uses. Providing a FIRST CHOICE Community Through Excellence in Public Service. The proposed uses conform to existing and anticipated area human services and public/semi-public development patterns within the Chesterfield County Government Center. The conditions of zoning approval for Case 97 SN0147 would remain in effect and further ensure compatibility with area development. (NOTE: CONDITIONS MAY BE IMPOSED OR THE PROPERTY OWNER MAY PROFFER CONDITIONS.) Location: GENERAL INFORMATION Northeast quadrant of the intersection of Lucy Corr Court and Lucy Corr Drive and better known as 6800 Lucy Corr Court. Tax ID 770-664-6398 and 771-665-3701 and 9241 (Sheet 25). Existing Zoning: A with Conditional Use Size: 27.1 acres Existing Land Use: Public/semi-public (Lucy Corr Village) Adjacent Zoning & Land Use: North - A; Vacant South - A; Public/semi-public (Chesterfield County Mental Health Clinic) East - A; Public/semi-public (Chesterfield County Human Services) or vacant West - A; Public/semi-public (Chesterfield County Courts Complex) or vacant UTILITIES Use of the public water and wastewater systems is required by County Code. The existing structures are connected to the public systems. 2 00SN0144/WP/DEC 15Q 3 00SN0144/WP/DEC~ 1 SQ ENVIRONMENTAL Drainage and Erosion: The requested additional use will have no impact on these facilities. PUBLIC FACILITIES Fire Service: This property is currently served by the Airport Fire/Rescue Station, Company Number 15 and Rescue 15. This request will generate a negligible increase in the number of emergency calls for fire and rescue services per year. Transportation: This proposal will have a minimal impact on the existing transportation network. LAND USE Comprehensive Plan: The request property lies within the boundaries of the Chesterfield County Government Center Master Plan which suggests the property is appropriate for human services uses. Area Development Trends: Area properties are zoned agriculturally and are vacant or developed for human services and public/semi-public uses within the Chesterfield County Government Complex. Further, the Chesterfield Government Center Master Plan suggests the request property and surrounding area are appropriate for such uses and anticipates the expansion of future County administrative and other services in the vicinity of the request property. Site Design: The request site has been developed as the Lucy Corr Village nursing home and adult day cam center. The operators wish to be able to operate a child care center within the existing complex. Conditions of zoning approval for Case 97SN0147 would require the requested use to conform to the development standards of the Zoning Ordinance for commercial uses in Emerging Growth 4 00SN0144/WP/DEC 15Q Areas which address architectural trea1~nent, access, parking, landscaping, setbacks, signs, utilkies and screening. CONCLUSIONS The proposed use conforms to the Chesterfield County Government Center Master Plan which suggests the property is appropriate for human services uses. In addition, the proposed use conforms to existing and anticipated area human services and public/semi-public development pattems within the Chesterfield County Government Center. The conditions of zoning approval for Case 97SN0147 would remain in effect and further ensure compatibilky with area development. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (11/16/99): Mr. Shewmake excused himself from the meeting due to a possible conflict of interest. The applicant accepted the recommendation. There was no opposition present. On motion of Mr. Miller, seconded by Mr. Marsh, the Commission recommended approval of this request. AYES: Messrs. Miller, Cunningham and Marsh. ABSENT: Messrs. Sheet #: 25 00SN0144 In Dale Magisterial District, CHESTERFIELD COUNTY BOARD OF SUPERVISORS requested Conditional Use and amendment of zoning district map to permit a child care center. The density of such amendment will be controlled by zoning conditions or Ordinance standards. The Comprehensive Plan suggests the property is appropriate for human services use. This request lies in an Agricultural (A) District on 27.1 acres and is known as 6800 Lucy Corr Court. Tax ID 770 664 6398, 771 665 3701 and 9241 (Sheet 25). Mr. Jacobson presented a summary of Case 00SN0144 and stated that the Planning Commission and staff recommend approval. He noted that the request conforms to the Chesterfield County Government Center Master Plan. Mr. John Harmon, representing the applicant, stated that the recommendation is acceptable. There was no opposition present. On motion of Mr. Daniel, seconded by Mr. Barber, the Board approved Case 00SN0144. Ayes: Daniel, Barber, Humphrey, and McHale. Nays: None.
