P__~OPOSED LAND USE: The property has been developed as an outdoor recreational facility. freestanding sign is intended to identify the use on the property. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL. STAFF RECOMMENDATION Recommend approval for the following reasons: A. A Deletion of the condition of zoning relative to signage would allow signs to conform to Zoning Ordinance standards. The current sign standards of the Zoning Ordinance will provide adequate identification for uses on the property. (NOTE: CONDITIONS MAY BE IMPOSED OR THE PROPERTY OWNER MAY PROFFER CONDITIONS.) Providing a FIRST CHOICE Community Through Excellence in Public Service. GENERAL INFORMATION Location: South line of Hull Street Road East of Price Club Boulevard. 748-695-2348 (Sheet 10). Existing Zoning: Tax IDs 748-684-6098 and C-5, C-3 and A with Conditional Use Planned Development to permit recreational uses. Size: 12.0 acres Existing Land Use: Commercial (outdoor recreational facility) Ac[lucent Zoning and Land Use: North - R-7 and C-5; Public/Semi-public (church) and commercial South - R-TH and A; Vacant or single family residential East - C-3; Commercial (Rockwood Square Shopping Center) West - C-5 and I-1; with Conditional Use Planned Developmem, commercial use and office/warehouse UTILITIES: ENVIRONMENTAL: AND PUBLIC FACILITIES The requested amendment will have no impact on these facilities. LAND USE Comprehensive Plan: Lies within the boundaries of the Northern Area Land Use and Transportation Plan which suggests the site is appropriate for general commemial and medium density residential uses with densities of 1.51 to 4.0 units per acre. Area Development Trends: The area along Hull Street Road is generally characterized by a mix of commercial, public/semi-public and office-warehouse uses. It is anticipated that commercial uses will continue along this portion of Hull Street Road. 2 01SN0188/WP/APR25H Zoning History_: On September 22, 1976, the Board of Supervisors, upon a favorable recommendation of the Planning Commission, approved a rezoning from Agricultural (A) to Community Business (B-2) on property which included a portion of the subject property. (Case 76S124) On April 27, 1983, the Board of Supervisors, upon a favorable recommendation of the Planning Commission, approved a Conditional Use Planned Development (Case 83S013) to permit an outdoor recreational facility (golf driving range) on a portion of the request property. Condition 7 of Case 83S013 required that signs be regulated by the Zoning Ordinance for shopping centers in a Community Business (B-2) District which precludes freestanding signs for individual businesses. On April 26, 1989, the Board of Supervisors, upon a favorable recommendation by the Planning Commission, approved an amendment to Conditional Use Planned Development (Case 83S013) on the subject property and two (2) adjacent parcels fronting on Hull Street Road to permit expansion of the outdoor recreational facility. Condition 4 of Case 89SN0118 allowed a single freestanding sign, not to exceed a height of eight (8) feet and an area of twenty (20) feet, on the property. Site Design: The request property is part of the Rockwood Square Shopping Center development. The property lies within an Emerging Growth Area and has been developed for commercial use. Redevelopment of the site or new construction must conform to the requirements of the Zoning Ordinance and conditions of zoning approval which currently address access, parking, landscaping, architectural treatment, setbacks, signs, buffers, utilities and screening of dumpsters and loading areas. Signs: The subject property is part of the Rockwood Square Shopping Center development. Signs for the site are currently regulated by conditions of zoning (Case 89SN0118). Case 89SN0118 permitted one (1) freestanding sign, not to exceed an area of twenty (20) square feet and a height of eight (8) feet on the subject property and two (2) adjacent parcels fronting on Hull Street Road. That sign has been erected on the adjacent parcel to the northwest to identify the AAMCO motor vehicle repair business located there. Given this, the subject property is not permitted an additional freestanding sign. Deletion of the condition limiting the number of freestanding signs would allow signage to be controlled by Zoning Ordinance requirements. The subject property is part of a shopping center or similar group of buildings. Currently, the Zoning Ordinance would permit individual businesses with such a development one (1) freestanding sign not to 3 01SN0188/WP/APR25H exceed an area of twenty (20) square feet and a height of eight (8) feet to be installed on the property. An amendment to the Zoning Ordinance relative to signage is currently pending consideration by the Board of Supervisors. As recommended by the Planning Commission, the sign standards that would apply to this situation would not change with respect to size and height. CONCLUSIONS Deletion of the condition of zoning relative to signage would allow signs to conform to Zoning Ordinance standards. The current and proposed sign standards of the Zoning Ordinance should provide adequate identification for uses on the property. Given these considerations, approval of this request would be appropriate. CASE HISTORY Planning Commission Meeting (3/20/01): The applicant accepted the recommendation. There was no opposition present. On motion of Mr. Marsh, seconded by Mr. Gulley, the Commission recommended approval of this request. AYES: Unanimous.
