PROPOSED LAND USE: The Chesterfield County School Board has located a structure for a regional school bus office at Clover Hill High School. However, with approval of this request, other office uses associated with the Chesterfield County public school system would be permitted. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL SUBIECT TO THE CONDITIONS ON PAGE 2. STAFF RECOMMENDATION Recommend approval for the following reason: The proposed office uses will be associated with public school use and should have no greater impact than the existing public school use. Providing a FIRST CHOICE Community Through Excellence in Public Service. (NOTE: CONDITIONS MAY BE IMPOSED OR THE PROPERTY OWNER MAY PROFFER CONDITIONS.) (STAFF/CPC) 1. Any mobile units housing office use shall be located so as to minimize their view from Route 360 and adjacent residentially zoned parcels. Such structures shall be painted or be constructed of material compatible with the principal school structure. (P) (STAFF/CPC) 2. Landscaping shall be installed around the perimeter of any mobile units housing the office use to enhance the visual appearance of the mobile units. The exact species, spacing and design shall be approved by the Planning Department. (P) (STAFF/CPC) 3. Any permanent structures constructed to accommodate office use shall comply with the requirements of the Corporate Office (0-2) District in Emerging Growth Areas. (P) GENERAL INFORMATION Location: Fronts the north line of Hull Street Road, across from Chital Drive. Tax ID 726-673-1225 (Sheet 15). R-7 49.0 acres Public/semi-public (Clover Hill High School) 2 00SN0150/WP/FEB9M Adjacent Zonine & Land Use: North - R-7; Single family residential or vacant South - C-2 and A; Commercial or vacant East - R-7; Public/semi-public (fire station) West - A; vacant Public There is an existing twenty-four (24) inch water line extending along the north side of Hull Street Road, adjacent to the request site. The existing school facilities are connected to the public water system. Use of the public water system is intended and required by County Code. Wastewater System: There is an existing eight (8) inch wastewater collector extending from Watch Hill Subdivision and along portions of the northeast property line. The existing school is connected to the public wastewater system. Use of the public wastewater system is intended and required by County Code. ENVIRONMENTAL The property drains primarily to the southeast and then via a stream to Swift Creek Reservoir. There are no existing on or off-site drainage or erosion problem. The proposed use will have a minimal impact on fire/rescue services. I_raasv_oma : This proposed development will have a minimal impact on the existing transportation network. 3 00SN0150/WP/FEB9M The request property lies within the boundaries of the Upper Swift Creek Plan which suggests the property is appropriate for residential use of 2.2 units per acre or less. Area Development Trends: The request property lies along a portion of Hull Street Road characterized by commercial zoning and land uses. Property to the east is occupied by a public/semi-public use (fire station); to the north and west is single family residential or vacant; and to the south is commercial or vacant. Further, commercial development is anticipated surrounding the Spring Run Road/Route 360 intersection and transitional uses are anticipated to the east. Initially, the Chesterfield County School Board is proposing an area transportation office for school bus employees to meet with their supervisor for regular meetings and annual evaluations. There will be two (2) buses, assigned to bus route coordinators parked on premises to be used as emergency backup vehicles. The office would be staffed by a supervisor, two (2) route coordinators and a secretary. On a typical day approximately four (4) drivers would visit the office. With approval of this request, other off.lee uses associated with the public school system would be permitted. The transportation office has been located in a mobile unit to the east of the principal school use so as to be minimally visible from Route 360 or area residences. Any future mobile units housing office use should be similarly located and compatible with the principal structure (Condition 1). Any permanent additions to the principal structure should comply with Emerging Growth District Standards, as required for other non- residential development along this section of Route 360. (Condition 3) To enhance the visual appearance of mobile units, landscaping should be installed around the units (Condition 2). Any permanent improvements should comply with Emerging Growth District requirements for landscaping. (Condition 3) 4 00SN0150/WP/FEB9M CONCLUSIONS The office use will have no greater impact than the existing school use. The recommended conditions should address concerns relative to site design for mobile office units and any future permanent improvements. Given these considerations, approval of this request is recommended. CASE HISTORY Planning Commission Meeting (12/13/99): There was no opposition present. The applicant accepted the recommendation. On motion of Mr. Gulley, seconded by Mr. Marsh, the Commission recommended approval of this request subject to the conditions on page 2. AYES: Unanimous. Board of Supervisors' Meeting (1/26/00): Due to inclement weather, the Board deferred this case to February 9, 2000.
