REQUEST: Conditional Use to permit an airport (private airplane hangar) in an Agricultural (A)
District.
PROPOSED LAND USE:
A hangar, to be used for a private float plane, with access to the Appomattox River
is planned.

imposition of the condition discussed herein would be appropriate.

CONDITION

Location:
A planting plan for restoring and revegetating the Resource Protection Area
shall be submitted to the Department of Environmental Engineer'mg for
review and approval. Prior to the issuance of a building permit, the
improvements depicted on the plan shall be installed or bonded. (EE)
GENERAL INFORMATION
Off the south line of Enon Church Road, west of Route 1-295 and known as 711 Enon
Church Road. Tax ID 819-642-3837 (Sheet 35).

UTILITIES
Public Water System:
There is an existing twelve (12) inch water line extending along the north side of Enon
Church Road, approximately 1,200 feet north of the request site. An existing residence on
the property is served by the public water system. While the proposed hangar is not intended
to utilize public water, should the applicant decide to install domestic water service to the
hangar, use of the public water system will be required.
Public Wastewater System:
The public wastewater system is not available to serve the request site.
Private Septic System:

While it is not anticipated that septic will be installed, the Health Depamnent must approve
any new, or expanded use of an existing septic system should such service be desired.
ENVIRONMENTAL
Drainage and Erosion:
The site drains directly into the Appomattox River. There are no existing or anticipated on-
or off-site drainage or erosion problems.
Water Quality:
The Water Quality and Engineer'mg Sections of the Department of Environmental
Engineer'mg, along with the County Extension Agent, have worked with the applicant to
restore and revegetate the RPA in the vicinity of the proposed hangar and ramp by replanting
vegetation that was eliminated dur'mg removal of debris and trash from the site. A planting
plan for restoring and revegetating the RPA should be approved by the Deparunent of
Environmental Engineer'mg and installed prior to the release of a building permit for this use.

PUBLIC FACILITIES
Fire Service:
This property is currently served by the Enon Fire/Rescue Station, Company Number 6 and
Bensley-Bermuda Rescue Squad. The need for a fire hydrant will be evaluated during the
plans review process.
Transportation:
The proposed use will have no impact on the existing transportation network.
County Airport:
This use will not interfere with the operations or activities at the Chesterfield County Airport.
Federal Aviation Administration and Virginia Depar1~nent of Aviation:
The Federal Aviation Administration has reviewed the proposal for a seaplane base on the
Appomattox River. (See attached)
The Virginia Depar1~nent of Aviation reports that Virginia waters are open to public use,
which includes aircraft designed for that purpose (See attached). They have also reported
that there have been no known seaplane accidents for the past eighteen (18) years in the
State.

LAND USE
Comprehensive Plan:
Lies within the boundaries of the Eastern Area Land Use and Transportation Plan which
suggests the property is appropriate for residential use of up to 1.5 dwelling units per acre.
Area Development Trends:
Area properties are currently zoned Agricultural (A) and are occupied by single family
residences or remain vacant. The Appomattox River is located to the south. As suggested
by the Plan, residential use is expected to continue in the area.
Site Design:
It is the intent of the applicant to operate a seaplane base on the Appomattox River. In
conjunction, the applicant desires to construct an airplane hangar on his property along the
Appomattox River to house the aircraft. A plan has been submitted showing the proposed
location of the hangar. The recommended condition does not require compliance with this
plan. The Zoning Ordinance will require that the structure conform to accessory structure
setback requirements for Residential (R- 15) Districts.
Architectural Treatment
A picture showing the treaunent of the proposed hangar was submitted with the application.
The picture depicts a metal structure which is planned to have colored siding to match the
color of the applicant's dwelling located on the property. Since staff does not typically
address the trea1~nent of accessory structures in residential areas, conditions do not require
the treatment reflected in the picture.
CONCLUSIONS
The proposed airplane hangar is not considered a customary accessory use in a residential area.
However, improvements such as boat houses adjacent to waterways is considered a customary
accessory use in residential areas. Given that the seaplane can take off from and land on the
Appomattox River, it is not anticipated that construction of the hangar will create any addition
nuisance.
Since, however, this is a use that heretofore has not been experienced in the County, staff is of the
opinion that public input should guide the ultimate decision.
After consideration of public input, should the Commission and Board wish to approve this request,
imposition of the condition discussed herein would be appropriate.

CASE HISTORY
Planning Commission Meeting (1/18/00):
The applicant accepted the recommendation. There was no opposition present.
On motion of Mr. Cunningham, seconded by Mr. Marsh, the Commission recommended
approval of this request subject to the condition on page 2.
AYES: Unanimous.
The Board of Supervisors, on Wednesday, February 23, 2000, beginning at 7:00 p.m., will take under
consideration this request.
