TRANSPORTATION.
Prior to site plan approval for any building which results in the
cumulative total of development within the Business Center [ i.e. Tax
ID 817-655-9934; 818-653-9862; 818-654-1594, 5193, 7468; 818-
655-0801, 2192, 3604, 5421; 819-652-8550; 819-653-2887, 6654,
9164; 819-654-0582, 1644, 3798, 5726, 7361; 819-655-0158, 8613;
820-653-2045, 2676, 4048, and 8874] in excess of 900,000 square
feet of building area, a bond or other surety, in a form and mount
acceptable to the County Attorney and Transportation Department
shall be provided for the construction of River's Bend Boulevard as
a two (2) lane road from the River's Bend Boulevard/Kingston
Avenue intersection to the existing Meadowville Road bridge over 1-
295. Upon request by the County, the Developer shall be responsible
for the construction of said road improvements. When the Developer
constructs the road, the bond or surety shall be released.
(Staff Note: This proffered condition supersedes Proffered Condition
A.1. of Case 96SN0268. All other conditions of Case 96SN0268
remain in effect. )

UTILITIES
Public Water and Wastewater Systems:
This amendment will not impact the public water and wastewater systems. The use of the
public water and wastewater systems are required by an existing condition of zoning. (Case
96SN0268 Proffered Condition B)

This amendment will not impact drainage and erosion.
PUBLIC FACILITIES
This amendment will have no impact on fire/rescue services.
Transportation:
In June 1996, the Board of Supervisors approved the rezoning of 34.4 acres (Case
96SN0268) to permit Light Industrial (I-1) land uses. As part of that zoning approval, the
Board accepted a proffered condition that requires the developer to extend Rivers Bend
Boulevard as a two-lane road from the Kingston Avenue intersection to the existing
Meadowville Road bridge over Interstate 1-295. The 34.4 acres have been incorporated into
the River' s Bend project.

The proffered condition of zoning requires the Rivers Bend Extension to be constructed prior
to development of more than 900,000 square feet of building area in the River's Bend
project. The River's Bend project is approaching the 900,000 square foot limitation.
The purpose of this road improvement is to mitigate the traffic impact of the River's Bend
development caused by vehicles traveling to and from the future Meadowville Road/I-295
interchange, or to and from other developments east of 1-295. Staff supports to delaying the
extension of Rivers Bend Boulevard until such time that the anticipated traffic generation of
the River's Bend development warrants such improvement. (Proffered Condition A.1)
LAND USE
Comprehensive Plan:
The request property lies within the boundaries of the Eastern Area Land Use and
Transportation Plan which suggests the property is appropriate for light industrial use.
Area Development Trends:
The request property lies within the vicinity of the Meadowville/I-295 interchange.
Surrounding properties are characterized by a mix of agricultural, residential, public/semi-
public, office, commercial and industrial zoning and land uses or vacant land. The Plan
suggests that adjacent property to the west and south continue to be used for residential
purposes.
Zoning History:
On June 26, 1996, the Board of Supervisors approved rezoning with Conditional Use
Planned Development to permit commercial and general industrial use exceptions, plus
exceptions relative to parking, landscaping, signs, setbacks, screening of loading areas and
buffers. (Case 96SN0268)
CONCLUSIONS
In 1996, the Board of Supervisors approvedrezoning of 34.4 acres (Case 96SN0268). In conjunction
with that rezoning, the Board accepted several transportation proffers. Proffered Condition A.1.
stated that once the total development within the business center exceeded 900,000 square feet of
building area, Rivers Bend Boulevard would be extended as a two (2) lane road from the Rivers
Bend Boulevard/Kingston Avenue intersection to the existing Meadowville Road bridge over 1-295.
The applicants prefer to delay the extension of Rivers Bend Boulevard until such time that the
anticipated traffic generation of the River's Bend development warrants such improvement. The
proffered conditions offer to bond for the road improvements and the developer will be responsible

for the construction of the road improvements upon request by the Transportation Depamnent. Upon
completion of the road improvements, the bond or surety will be released. This amendment will still
insure that the road improvements are constructed when traffic generation of the River's Bend
Business Center warrants such improvements.

The applicant accepted the recommendation. There was no opposition present.
On motion of Mr. Cunningham, seconded by Mr. Marsh, the Commission recommended
approval of this request subject to the proffered condkion on page 2.

The Board of Supervisors, on Wednesday, February 23, 2000, beginning at 7:00 p.m., will take under
consideration this request.
