The Board of Supervisors of the County of Chesterfield, on Wednesday, May 24, 2000, beginning at 7:00
~ in the Public Meeting Room at Chesterfield County Administration Building, ChesTerfield, Virginia, w'dl
take under consideration the granting of a Mobile Home Permit on the parcel of land described herein.
It shall be the policy of the Board of Supervisors that approval of a mobile home permit to park a mobile
home on a parcel of land shall be subject to compliance with the following Standard Conditions:
CONDITIONS
1. The applicant shall be the owner and occupant of the mobile home.
No lot or parcel may be rented or leased for use as a mobile home site, nor shall any
mobile home be used for rental property. Only one (1) mobile home shall be permitted to
be parked on an individual lot or parcel.
The minimum lot size, yard setbacks, required front yard, and other zoning requirements of
the applicable zoning district shall be complied with, except that no mob'de home shall be
located closer than twenty (20) feet to any existing residence.
No additional permanent-type living space may be added onto a mobile home. All mobile
homes shall be skirted but shall not be placed on a permanent foundation.
5. Where public (County) water and/or sewer are available, they shall be used.
Upon being granted a Mobile Home Permit, the applicant shall then obtain the necessary
permits from the office of Building Inspections. This shall be done prior to the installation or
relocation of the mobile home.
Any violation of the above conditions shall be grounds for revocation of the Mobile Home
Permit.

00SN0229: In Dale Magisterial District, BRANDON C. INSCOE requests a Mobile Home Permk and
amendment of zoning district map to park a mobile home in a Residential (R-7) District. The densky of this
proposal is approximately 1.11 units per acre. The Comprehensive Plan suggests the property is
appropriate for mixed use corridor. This property is better known as 5749 Cogbill Road. Tax ID 772-
681-9375 (Sheet 17).
This is the applicant% first permit request.
The mobile home will be located on property belonging to the applicant% parents, Charles J. and Avis M.
Inscoe.
The property will be sewed by private well and septic system.
Staff fLnds there are three (3) mobile homes located within one-quarter (1/4) mile of this property.
Staffnotes during Hurricane Floyd in September of 1999, Ms. Inscoe% home was destroyed beyond repair
when a very large tree fell on it. Ms. Inscoe has had the destroyed dwelling removed and is planning to
place a mobile home on the site.
Staff visked the property and observed that Meadowbrook Farm Subdivision is being developed to the
north of the subject property. Kings Forest, a well established subdivision, is located to the west. However,
the immediate area is character'ged by vacant or large residentially zoned parcels either occupied by mobile
homes or existing dwellings.
This request, which is for seven (7) years, appears to be in character with the neighborhood at the present
time. The mobile home will be located in an area designated by the Central Area Land Use and
Transportation Plan for mixed use corridor. Adjacent properties are zoned Residential (R-7 and R-9).
Staff would not typically support this type of request, however, because of the circumstances with the
applicant % dwelling being destroyed and the number of existing mobile homes in the immediate area, staff
supports this request.
If the Board grants this request, k will be for a limited time period. Upon expiration of the permit, the
applicant may request a renewal of the permit ormay remove the mobile home from the property.
STAFF RECOMMENDS APPROVAL OF THIS REQUEST FOR SEVEN (7) YEARS, subject to
Conditions 1 through 7, as noted herein.
