COUNTY ADMINISTRATOR’S COMMENTS

Mr. David Foster, Project Manager with the North Carolina Department of
Transportation, updated the Board on the progress of the Southeast High Speed Rail
project.

Mr. Stegmaier recognized the Internal Audit Department for their compliance with
Government Auditing Standards for the past twelve years.

Mr. Larry Haake briefed the Board on the preparations taken for the 2008 elections.

Mr. Stegmaier announced that the county had selected a new Fire Chief, Mr. Edward
“Loy” Senter, Jr.

Mr. Stegmaier reported that staff is working on a comprehensive report on the economic
st
status of the county to be provided to the Board at their October 31 work session.
RESOLUTIONS AND SPECIAL RECOGNITIONS
Adopted Resolution recognizing Ms. Judy Allen, Police Department, upon her
retirement.
Adopted Resolution recognizing Ms. Carole Nunnally, Utilities Department, upon
her retirement.
APPOINTMENTS
Approved Reappointment of Mr. Stephen H. Conner, Mr. James G. Kester, and
Mr. C. Brown Pearson, III to serve on the Board of Building Code
Appeals.

STREETLIGHT INSTALLATION
Approved Streetlight installations in the Bermuda District as follows: In the Fan Court
subdivision, on Canterbury Road in the vicinity of 11409. In the Dale
District as follows: In the Drewrys Bluff subdivision, on Bluffside Drive in
the vicinity of 3511, on the existing pole; in the Kings Grove subdivision,
on South Jessup Road, in the vicinity of 5736; in the Jessup Farms
subdivision, at the intersection of Bayview Drive and Turner Road; and in
the Belfair subdivision, at the intersection of Belmont Road and
Laurelwood Road.

Adopted Resolution authorizing a grant application to the Virginia Department of
Rail and Public Transportation for the Chesterfield ACCESS Transportation

Adopted Resolution approving the Economic Development Authority’s issuance of
pollution control refunding revenue bonds.
Adopted Resolution confirming the Industrial Development Authority of Richmond

Approved Acceptance of grant award from the United States Department of Justice,
Paul Coverdell Forensic Science Improvement Grants Program to provide
forensic training, and travel, as well as purchase cameras and other
equipment to process forensic evidence.
Approved Acceptance of grant award from the United States Department of Justice
Office of Community Oriented Policing Services to purchase and install
new and reclaimed permanent-mount car radios.
Approved Acceptance of grant awards from the State Wireless E-911 Services Board
to support the replacement of Computer-Aided Dispatch System personal
computers and to obtain a video display system within the Emergency
Communications Center.
Approved Set November 12, 2008, at 6:30 p.m. for a public hearing for the Board to
consider amending County Code Section 15-196 relating to rates for taxi
services.

consider a proposed charter change to create an independent Circuit Court
Clerk.
Approved Changes in the Secondary System of state highways, Centre Street, State

Approved Appropriation of federal and state revenues for the Part C Early Intervention
for Infants and Toddlers and their Families Program.
Approved Appropriation of Medicaid revenue in FY2009 for operation of the
Regional Residential Supportive Housing Program titled Housing First – A
Place to Start.
Approved State road acceptance in Five Forks Village South, Amended Section 5.
Approved A Memorandum of Understanding with E. I. DuPont De Nemours and
Company regarding the cost of constructing improvements at the Falling
Creek Wastewater Treatment Plant.
Approved Request to quitclaim a portion of a 16-foot sewer easement and two 10-foot
temporary construction easements across the property of Sina05, LLC.
Approved Request to quitclaim a variable width drainage easement across the property
