Mr. Warren called the meeting to order.
Mr. Charles Dane gave the invocation.
Mr. John Cogbill led the Pledge of Allegiance to the flag of
the United States of America.
WELCOMING REMARKS
Mr. Warren welcomed everyone to the 1917 Historic Courthouse.
He recognized special guests Mr. John Nau, Chairman of the
Advisory Council for Historic Preservation and Ms. Kathleen
Kilpatrick, Director of the Virginia Department of Historic
Resources. He also recognized members of .the county's
Preservation Committee, Mr. John V. Cogbill, III, Mr. G. W.
"Skip" Wallace, Ms. Mary Ellen Howe, chairman, Mr. J. Carl
Morris, Mr. James V. Daniels, vice chairman, and Mr. Bryan
Walker. He recognized Steve Haasch and thanked him for his
hard work preparing the application for the designation.
COUNTY ADMINISTRATOR'S COMMENTS
Mr. Stegmaier stated the Preserve America Community
designation is the result of county-wide community efforts in
discovery of the county's heritage, protecting historical
resources and promoting those assets. He recognized Mr. Peter
Lopovitch, President of the Historical Society; Mr. Rick
Young and Ms. Ree Hart, members of the Jefferson Davis
Association; Ms. Norma Corbin, member of the Falling Creek
Foundation; Ms. Betty Matthews, member of the Chester Arts
Foundation; and other members of the Heritage Alliance. He

then introduced Mr. John Nau to present the Preserve America
certificate.
PRESENTATION OF CERTIFICATE DESIGNATING CHESTERFIELD COUNTY
AS A 2008 PRESERVE AMERICA COMMUNITY BY MR. JOHN NAU,
CHAIRMAN OF THE UNITED STATES ADVISORY COUNCIL FOR HISTORIC
PRESERVATION AND CHIEF ARCHITECT OF THE PRESERVE AMERICA
PROGRAM
Mr. Nau thanked everyone for being present and recognized Mr.
John Cogbill for his service as Chairman of the National
Capitol Planning Commission. He also recognized Ms. Kathleen
Kilpatrick for her service to the Commonwealth of Virginia.
He thanked the Board for its support of the designation, and
expressed appreciation to the Preservation Committee for its
efforts in attaining the Preserve America Community
designation. He provided details of the Preserve America
initiative, which complements the National Historic
Preservation Act. He stated it has been a privilege to serve
the nation and promote its history. He further stated the
preservation of history is a wise investment into our future.
He provided details of grant funding available to designated
Preserve America communities. He applauded the county's
efforts in historic preservation. He then presented the
Preserve America certificate, signed by First Lady Laura
Bush, to Mr. Warren, accompanied by Preservation Committee
Chairperson Ms. Mary Ellen Howe, Ms. Kathleen Kilpatrick and
Mr. John Cogbill. He also displayed a highway welcome sign
recognizing Chesterfield as a Preserve America community.
REMARKS BY MS. KATHLEEN KILPATRICK
Mr. Gecker introduced Ms. Kathleen Kilpatrick and thanked her
for her service as Director of the Commonwealth of Virginia's
Department of Historic Resources.
Ms. Kilpatrick stated the Department of Historic Resources'
programs would not be successful without the private sector
making investments in historic buildings, and she thanked Mr.
Gecker for his support in this area. She expressed
appreciation to Mr. Nau for his leadership. She stated the
Preserve America designation symbolizes the county's
commitment to the future in managing and sharing its
resources. She thanked the Board for inviting her to be a
part of this special day and stated she looks forward to
partnering with the county in the decades ahead.
ADJOURNMENT
Mr. Warren invited everyone to attend Eppington Heritage Days
on Saturday, October 4tn
On motion of Ms. Durfee, seconded by Mr. Holland, the Board
adjourned at 11:20 a.m. until October 8, 2008 at 9:00 a.m.
for a special meeting with Congressman Randy Forbes in Room
502 of the Lane B. Ramsey Administration Building.
