Subject: County Administrator's Comments County Administrator's Comments: County Administrator: Board Action Requested: Summary of Information: The Virginia Economic Developers Association's 2008 Cardinal Award was presented to Mr. E. Wilson Davis, Jr., the county's Director of Economic Development, at the organization's Fall conference on September 26th in Richmond. The prestigious Cardinal Award recognizes leadership in the field of economic development, outstanding professional accomplishments, and exceptional service to the organization. Mr. Davis is a 20-year veteran of state, private and local economic development in Virginia. He has served as the Director of Chesterfield County's Economic Development Department since January 2006. Subiect: County Administrator's Comments County Administrator's Comments: County Administrator: The Chesterfield Senior Volunteer Hall of Fame Committee has requested to recognize the 2008 induction of Mr. Eldridge W. Brock, Mr. Gerald Sakats and Mrs. Iris Sakats. Summary of Information: Mr. Brock was nominated by Tricia Wolfe and the Shepherd's Center of Chesterfield Board of Trustees. Mr. Brock has been an inspiration as well as a source of constant knowledge and encouragement to the members of the organization and community. He has helped the Shepherd's Center grow from approximately 15 seniors in 2001 to the 1200 participants today. By his own words, he is "willing to go wherever truth and fact leads him." Eldridge Brock serves as a member of the Americana Coalition helping needy residents of the trailer park who have been forced to relocate. In addition to counseling and support at the park, he power-washes the trailers, helps to disassemble them, removes and transports fencing, decks, and steps and prepares the trailers to be moved. Mr. Brock has built handicapped ramps for impaired elderly in the county, chaired a committee to bring CARITAS to the county for our homeless population, served as a member of the Jefferson Davis Faith-based Initiative to seek more affordable housing and improvements for the elderly, provided home visitation to homebound elderly in Chesterfield County, and has taken Chesterfield's youth on airplane flights to interest them in flying. Mr. Gerald Sakats was nominated by Holly Abbott, Program Director of Chesterfield CASA, Inc. and Mrs. Iris L. Sakats was nominated by Ruth Ann Cutright, Executive Director of Chesterfield CASA, Inc. Mr. and Mrs. Sakats have been Court Appointed Special Advocates with Chesterfield CASA for 7 years. They have jointly advocated for 12 abused and neglected children from 8 families in Chesterfield and Colonial Heights. Mr. and Mrs. Sakats are extraordinary individuals doing extraordinary work for children. Our community is quite fortunate to have their dedication and work for our most vulnerable and often overlooked citizens. Mr. Sakats also volunteered with the Forest View Rescue Squad and Chesterfield Fire Company #9 as a certified EMT for 3 years. Jointly, the Sakats have investigated the cases assigned to provide independent factual information to the court, submitted written reports of investigations and recommendations to the court, monitored cases for compliance with court orders, including observing the children in their placements, assisted and appointed guardian ad litem to represent the children in providing effective representation of their needs and best interests. The Sakats have gone above and beyond their duties to research facilities, and have learned about special physical, medical, and emotional/cognitive disabilities in order to better serve the children. Mr. Sakats volunteers an average of 496 hours a year and he has volunteered 3,420 hours since the age of 65. Mrs. Sakas volunteers an average of 288 hours a year and she has volunteered 2,016 hours since reaching the age of 65. Subiect: County Administrator's Comments County Administrator's Comments: County Administrator: Board Action Requested: Summary of Information: The Government Finance Officers Association of the United States and Canada (GFOA) each year recognizes budgets which meet certain rigorous standards. The GFOA is a nonprofit professional association serving 17,500 government finance professionals throughout North America. The GFOA has awarded Chesterfield the Distinguished Budget Presentation Award for the biennium beginning July 1, 2008 and ending June 30, 2010. Chesterfield has earned this recognition for 24 consecutive years since fiscal year 1985. This is the highest form of recognition in governmental budgeting. In order to receive the award a government must produce a document that meets certain criteria as a policy document, as an operations guide, as a financial plan, and as a communications device. The budget document was rated proficient or outstanding in all categories and received higher scores than last year in three of the four categories: a policy document, an operations guide and a communication device. The award represents a significant achievement and recognizes the county's commitment to improve the quality of budgeting. Preparers Allan M. Summary of Information: At the January 23, 2008, Board of Supervisors meeting, an at large Multi- cultural Advisory Commission was created. This Commission is to advise the Board of Supervisors and the County Administrator on issues related to the diverse cultural communities that comprise Chesterfield County. The Commission will: • Foster and facilitate dialog on Immigration Issues facing Chesterfield County. • Articulate cultural concerns, issues, and aspirations, then recommend practical consensual policies to address them. Subiect: Nomination/Appointment of Alternate Member to the Richmond Area Metropolitan Planning Organization's Citizen Transportation Advisory Committee County Administrator's Comments: County Administrator: Board Action Requested: Nomination/appointment of an alternate member to serve on the Richmond Area Metropolitan Planning Organization's Citizen Transportation Advisory Committee. Summary of Information: The Richmond Area Metropolitan Planning Organization's (MPO) Citizen Transportation Advisory Committee (CTAC) is composed of individuals and representatives of organizations that consider and advise the MPO on matters related to the planning of public transportation services. The MPO is the federally designated regional transportation planning organization that serves as the forum for cooperative transportation decision-making in the Richmond area. CTAC meets monthly or as necessary. Generally, meetings are held on the 4th Tuesday of the month. Attached is a list of the current CTAC membership. The Chesterfield Board of Supervisors appoints two members for a term of four years. Chesterfield is represented by two members and one alternate. Subject: Nomination for Appointment to the Board of Building Code Appeals County Administrator's Comments: County Administrator: Board Action Requested: Nominate and appoint new member to the Board of Building Code Appeals Summary of Information: To comply with the county ordinance, one more member of the Board of Building Code Appeals needs to be appointed in order to complete the board. An electrical tradesman, Mr. Roland F. Jordan, has expressed a willingness to be appointed and has submitted an application. No additional applications have been received from plumbing or electrical tradesmen. Currently, Section 5-8 of the county ordinance stipulates that a minimum of four plumbing or electrical tradesmen must sit on this board. Appointment of Mr. Jordan would maintain the composition of membership previously established by the Board of Supervisors and the Statewide Building Code for this Board. The Board concurs with the appointment of Mr. Jordan. The term would be effective immediately and expire October 31, 2011. Executive Summary The overall goal of this partnership will be to develop a sports tourism strategy for the county including an evaluation of sports tourism assets and the potential to develop them based on existing facilities. The following items will be the main deliverable products to be completed as part of this scope of work: • Develop an overall sports tourism strategy including defining and prioritizing sports tourism goals; including projected return on investment for the county and area businesses, where applicable. • Develop a database of facilities (public and private) within Chesterfield County, with corresponding analysis of the potential of those facilities to host sports tourism events. • Develop a plan detailing the financial and in-kind support available for tournaments and other events and educate both county co-sponsored groups and other sports organizations operating in the county of these opportunities. • Identify potential sporting events, based on facility inventory; and • Implement one or more new sustainable sports tourism events in the county during the first 18 months. Define Sports Tourism Strategy and Prioritize Sports Tourism Goals The Sports Backers would work with the Board of Supervisors on developing an overall sports tourism strategy. Once a strategy is developed, county staff and community stakeholders will collaborate to define and prioritize Chesterfield County's sports tourism goals. Meetings with various stakeholder groups would be held to solicit input on the proposed goals. The following broad community goals provide a sample of what could be discussed and prioritized: Economic Impact • Positive economic impact on businesses - i.e., hotel rooms filled, visitors to area • Market Chesterfield's most marketable tourism assets • Position Chesterfield County as a locality with a lot going on 000049 • Provide activities that lure young entrepreneurial workers to live in the county Recreational Impact • Enhance the county's image by promoting and marketing the location and quality of Chesterfield County's parks • Increase participation in county sporting events • Motivate county residents to be more active • Build community pride in Chesterfield County's facilities • Strengthen community spirit through hosting major events Budgetary Goals • Develop financially sustainable events that leverage association, league and volunteer resources in the community • Long-term and short term returns, using ROI for the county • Locally "owned" or out of county "owned" events Deliverable - A Sports Tourism Strategy with Prioritized Goals Measurable Outcomes Once goals are defined, the Sports Backers will work with county staff to develop a list of measurable outcomes related to the goals. For example, tracking and setting goals for total participation, hotel rooms filled and number of events supported will be some of the measurable outcomes considered. Deliverable -Measurable Outcomes to Support Prioritized Goals Asset Inventory and Event Feasibili The Sports Backers will work with Chesterfield County staff to categorize the county's sports tourism assets and determine the potential for hosting sports tourism events. Athree-phased process is proposed. Phase I - Develop a database of current county owned recreation and parks sites as well as school facilities that could host significant events. In addition, non-county owned facilities would be evaluated for their potential for hosting significant events. For example, Virginia State University and Pocahontas State Park will be included in the analysis. Details about the availability and restrictions on facility use will be included in this analysis. Phase II - Develop a potential event list based on the facilities and the restrictions identified in the first phase. This will be a preliminary listing of potential events to pursue in the future. The events listed will have best case estimates for meeting the county's defined sports tourism strategy and goals in both the short (1-3 years) and long term (5-10 years). An in-depth review may reveal that certain events are not feasible. Phase III -Meet with the county's co-sponsored organizations to determine their ability to host significant sports tourism events. In addition, information will be gathered on what would UUC1050 motivate these groups to expand existing tournaments or start new ones. The Sports Backers will seek information on the needs and issues that limit sports tourism growth for these organizations. Deliverable - A comprehensive analysis of sports tourism assets, including a list of potential events evaluated for their ability to meet the county's overall sports tourism strategy and defined goals. This will include information about the capacity of county co-sponsored groups to host additional tournaments. Outreach to New Organizations Sports Backers staff will work with organizations that currently rent facilities in the county but are not co-sponsored organizations to identify their programs and related needs. Details about these organizations will be provided to the county. If appropriate, the organizations will be encouraged to consider being a co-sponsored organization according to county rules. Examples of non co-sponsored organizations include AAU groups and home schooled children. Sports organizations related to these groups will be interviewed to determine opportunities for a relationship with the county and with developing an event. Deliverable-Report regarding the details of organizations that rent facilities in the county, but do not operate as a co-sponsored organization. The Sports Backers staff, if appropriate as determined by the county, will encourage organizations to apply for co-sponsored status with the county and will develop a plan for cooperative efforts to bring host tournaments. Facility and Community Resources Available The Sports Backers will provide information regarding resources available for the expansion of sports tourism in the county. This will include details about the Sports Backers programs that are already in place including grants for sports tourism event marketing, incubator grant funds for the creation of new events and Sports Backers staff to provide assistance in tourism efforts. Additional resources will be identified and their resource potential described in detail. Examples of organizations to be evaluated include the Richmond Metropolitan Convention and Visitor's Bureau, Virginia Tourism Corporation, the Greater Richmond Chamber of Commerce, Chesterfield County Chamber of Commerce and area foundations. The Sports Backers will use this information to inform and educate county co-sponsored groups about the support available to them. Further, this information will also be provided to organizations that operate in the county, even if they are not a co-sponsored organization. The Sports Backers will make presentations to these organizations to provide education on the importance of and opportunity for economic impact through events/programs as well as provide information and assistance on how to begin if they desire to participate. Deliverable - A comprehensive analysis of potential sources of financial aid and in-kind support available for the expansion of sports tourism in the county consistent with the county's sports tourism strategy. This information will be used to educate both county co- sponsored groups and other organizations operating in the county, as appropriate.000051 Event Evaluation and Feedback The Sports Backers staff will work directly on the event organizing committee of any existing or newly created significant sports tourism event in the county during the term of this agreement in order to assist with and evaluate the operation of the event and provide process improvement feedback as appropriate. Deliverable -Sports Backers staff will work directly on the organizing committee of any existing or newly created significant sports tourism event hosted in Chesterfield County in order to assist with and evaluate the operation of the event and provide feedback for improvements as appropriate. Event Implementation During the contract period, one or more new sporting events will be created to showcase how the partnership will work in future years. These pilot events will allow the county and Sports Backers staff the opportunity to work on implementing a systematic process for events in the future. The size and scope of the events will be determined as opportunities are evaluated with the overall goal of creating sustainable events. In the event there are multiple opportunities to work on events during the 2008-2010 fiscal years, county and Sports Backers staff will mutually agree on which to pursue. In-kind support from organizations will be a consideration. Subject: Set a Public Hearing to Consider the Real Estate Tax Exemption Request of The Eppington Foundation County Administrator's Comments: County Administrator: Board Action Reauested`: Set a public hearing for December 17, 2008 to consider the real estate tax exemption request of The Eppington Foundation. Summary of Information: Under Virginia law, real and personal property used for religious, charitable, patriotic, historical, benevolent, cultural, or park and playground purposes may be exempted from taxation by the Board of Supervisors. Under the policy which the Board has established, requests for real estate exemptions are considered by the Board up to a cap of $5,000. All exemption requests are considered during public hearings which are held in December of each year. The Eppington Foundation, a historical, non-profit organization located in Chesterfield County, has requested a tax exemption on a 63 acre parcel (Parcel No. 706636723200000) adjacent to Eppington Foundation in the Matoaca Magisterial District. The Eppington Foundation owns and operates the historic Eppington Plantation, which has been made a National Historic Landmark by the National Park Service. In 2005, the Foundation began the process of acquiring additional Preparers Steven L. For budgetary reasons, these acquisitions have been limited to approximately 60 acres per year and will continue over a total of six years. The Foundation is placing conservation easements on these properties as they acquire them. The Foundation plans to incorporate these property acquisitions into the entrance to the Plantation, which will insure a scenic entrance way and a substantial buffer between the plantation site and future development. Each year, the Foundation intends to request a tax exemption on the parcel newly acquired during that year. In 2005-2007, the Board approved requests from Eppington for tax exemption for the first three of the six parcels, (see the property identified on the attached map). This year's tax exemption request is for a parcel to the north and east of the sites for which the exemptions have already been granted (see the property identified as 13701 Eppel Falls Road). The location for the remaining two parcels is also shown on the map. The 63 acre parcel for which the exemption is requested has an assessed value of $318,500, leading to an annual tax of $3,025.75. This assessment for this parcel is well below the $5,000 cap for the granting of a real estate tax exemption pursuant to the Board's policy. I am here to ask that you do not fall under the spell of the school system when they insist that they must have the money they ask for or the system will implode. It is time to refocus and get back to basics. A good start for this Board would be to read the entire CCPS Curriculum Management Audit. Comments from the Audit include: "The budget development process does not meet audit expectations as currently practiced." (p. 257) By the way, that process includes forecasting student growth annually. The forecast was off by 55% last year and 83% this year. It appears the forecasting model needs updating. What happens to the money put in the school budget for all those students who never appeared? "Lack of adequate space occurs in several overcrowded schools, leaving some classrooms and workrooms used for storage." (p. 264) Maybe they should put the materials in one of those extra trailers that seem to be sitting around and bring the students into the classrooms. There are three trailers assigned to a new school listed at 66% of capacity and 12 trailers at a school listed at 89% of capacity. ********** "On/y 22.5 percent of the available computers were being used for instruction or student learning ..." (pp 164-165) Why spend millions for more computers when they are not using the ones they have? The system is not working to spend the money where the needs are greatest. Many of the scheduled improvements, including those to athletic facilities and offices, are being done while roofs continue to leak and a $62.5 million backlog of critical major maintenance exists. Spending over $4000 for furniture for one worker, including a $566 chair, to put in a building with a leaking roof seems unwise. Established priorities often seem illogical and without proper support. Adding classrooms to Robious Middle with an excess of 83 students when Providence Middle has room for 134 students is questionable, especially when the student location map shows that many Robious students live closer to Providence Middle. I have been here many times before regarding the excess in the school system's purchasing process. I once again suggest consolidation of that system with the 2 county's purchasing office. In addition, I suggest that you seriously consider consolidating the school system's Technology Department with the county's. 1 believe you can probably eliminate layers of management and gain significant efficiencies. Take a close look at the turnover rate in that Department and investigate the reasons for it. Find out why the schools have to purchase bundles of software reportedly exceeding $500 to get a single piece that would cost around $100. Maybe it is time to sell that $252,000 worth of unused land next to Cosby High School. No one will tell us how it is to be used. Maybe someone can explain to us why the county paid over half a million dollars to purchase 12 acres for the new Clover Hill High School when they had an option to buy the land for about half that amount. It would also be helpful to know why the Real Estate Assessor valued that same property at $37,200. Some of the county's budgetary woes are brought on by its own hands. Citizens are calling for more accountability and public disclosure. 3 SOME KEY FINDINGS AND INFORMATION FROM THE CHESTERFIELD Cf~UNTY CURRICULUM MANAGEMENT AUDIT "Budget development and allocation decisions are not driven by the Design for Exce/%nce goals and School Division strategic priorities; cost benefit analysis is not possible, given the lack of targeted productivity assessments." (p. 248) "(T)he largest sustained increases have occurred in the compensation category." "This emphasis has fiscal consequences ..." (p. 251) In three years, the revenue in reserves rose 44%, total state aid increased 30%, sales tax revenue rose 39%, and funds from the county increased by 25%. (p. 254) "There is not a needs assessment process to identify the need for new programs." (p.263) Representative interview comments "However, no evidence was found that demonstrated a connection between assessments of effectiveness and resource allocation decisions." (p. 256) "No formally documented rank ordering of system-wide priorities tied to the allocation of available fiscal resources, was identified by the auditors." (p. 256) "Auditors determined that cost-to-benefit information was not specifically used in making decisions concerning resource allocations." (p. 256) Six criteria were evaluated in the process of looking at the components of a curriculum-driven budget and adequacy of use in the budget development process in October 2007. Of those six criteria, "auditors considered only one (17 percent) of the six components to be adequately present in the approach used in the most recent budget process." (p. 255-256) "The auditors found no consistent process in place linking student achievement or program performance feedback to budgetary decisions (see Finding 5.1). Today I present my latest discovery. It certainly competes with Henrico's reported activity when it comes to the smell test. Let's review the facts for one of the parcels purchased for the new Clover Hill High School. The deal closed February 2, 2005. 1. Acreage: 12.4 at 3549 South Old Hundred Road Chestertield County assessed value: $37,200 2. Price on December 15, 2004, when Board voted to exercise option to purchase parcel: approximately $249,000 3. Price on January 12, 2005, one month later, when Board voted to approve amended option: $496,400 What happened? Well, it seems as if the developer who owned the land did not receive the December option payment, so he notified the county that the option had expired as of December 1St. Notwithstanding that notification, this Board voted on December 15 to exercise that expired option. Then the shakedown apparently occurred. This Board not only agreed to amend an expired option to double the price of the land, it agreed to paying the developer another $5000 to cover the option fees for December and January after the option had expired. If the developer agreed to reinstate the option, thus justifying the additional $5000 in option payments, then the obvious question is why wasn't the option reinstated with the original terms and price of $248,900? If the developer refused to reinstate the option unless it was amended to double the price, then why didn't the county take the land under eminent domain? Chestertield took my neighbor to court over land for the Matoaca High School and I believe the amount in question was less than $50,000. But then he was not a developer, just a mere taxpaying citizen. a Is this the first time such a questionable land deal occurred in this county? NO .,~ Is this the first time questionable actions have been taken with respect to options? NO (See below for more.) Check out the option exercised to buy the land for Cosby High. Part of that land was deeded away before the option was exercised. The county later purchased unneeded land to fill in the missing acreage not delivered by the developer. (Cost: about $252,000) Is acreage in wetlands this valuable when it is owned by mere citizens and not developers? NO Check out the current activity with land being purchased for the new Bermuda schools close to Interstate 295 off Route 10. A certain landowner (apparently a mere citizen} might be interested in knowing that the $1000 per acre he was offered for land encumbered by Resource Protection Area designation does not apply across the board in this county. That management consulting contract you considered today is designed to exclude review of these questionable land deals. Maybe there's some housecleaning to be done before the new Board takes their seats. Here's a list of a few more interesting land deals: Centerpointe: Chesterfield pays developer $118,000 per acre for land for a middle school, including more than five acres of wetlands the developer could not build on. This land was inferior to nearby land the developer had under contract for $58,000 per acre. Cosby Road: Chesterfield pays almost $38,000 per acre for land that a developer had recently purchased for approximately $5900 per acre ($5937). It involves wetlands and according to notes in official files was not needed for the Cosby High School. Cosby Road: Chesterfield pays almost $38,000 per acre for land assessed at $3508 per acre. The School Budget and the scare tactics and the threats of cutting out the needs within the classroom of our student's education -less teachers, less paper, less ink for the copy machines, to mention a few. I would strongly ask the board not to be fooled by what you think you see regarding the school budget presented by the school administration. If we cut the pork out of the outrageous salaries, the mismanagement in contracting and purchasing, eliminating the new layer of academic deans for example, the cost of poor prioritizing and planning of our CIPs - this school year alone our budget included enrollment for 924 new students, the increase in enrollment was only 152, a difference of 83°Io. As you will find in the copy of comments made before the School Board last evening, some of our community leaders are constantly being bombarded by calls, emails, and envelopes in our mailbox from anonymous employees within the school system and county employees who feel a need to do something about the waste and the events that are taking place inside the walls of our schools. Because they need their jobs, they can not risk going public, so they document the facts in hopes someone will change the process. Board members will be receiving a detailed listing giving specific examples involving the waste and mismanagement that has been hidden behind fear tactics of the school administration. The kicking and screaming of the school administration using damage to our students education to justify the outrageous waste - "that dog just won't hunt anymore". In the present economic conditions, that may further slide into a deeper recession, you the board will find that the majority, especially the informed citizens will support the cuts you deem appropriate as good stewards of our taxes. Summary of Information: The Capital Region Taxicab Advisory Board ("CRTAB"), of which Mr. Holland is a member, met on September 17, 2008 to review the existing model ordinances in effect in Chesterfield, Henrico, Richmond and Hanover. After holding a public hearing, CRTAB recommended that each locality amend the model ordinance (1) to raise taxicab rates by 10~, from 40G every 1/5 mile, to 50~ every 1/5 mile and (2) to increase rates by lOG for waiting time, from 304 for each one minute of waiting time to 40~ for each 80 seconds of waiting time. CRTAB recommends the change to help the taxicab industry offset the rising cost of fuel and insurance. The taxicab industry has not had a rate increase since 2005. Henrico, Richmond, and Hanover are holding public hearings to consider the rate increase this month. Passage of the ordinance is anticipated in all localities. NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of Supervisors hereby abandons the above described section of Ridgedale Parkway, State Route 3259, and removes it from the secondary system of state highways, pursuant to Section 33.1-151, Code of Virginia, 1950, as amended. AND, BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded to the Chesterfield Residency Administrator for the Virginia Department of Transportation. AND, BE IT FURTHER RESOLVED, that the Board of Supervisors does hereby request that the Commonwealth Transportation Commissioner certify, in writing, that the portion of Ridgedale Parkway hereby abandoned is no longer deemed necessary for uses of the secondary system of State highways pursuant to Section 33.1-154 of the Code of Virginia, 1950, as amended.
