01SN0124-OCT25.pdfMOBILE HOME REPORT The Board of Supervisors of the County of Chesterfield, on Wednesday October 25. 2000, beginning at 7:00 p.m. in the Public Meeting Room at Chesterfield County Administration Building, Chesterfield, Virginia, will take under consideration the granting of Mobile Home Permits on the parcels of land described herein. It shall be the policy of the Board of Supervisors that approval of a mobile home permit to park a mobile home on a parcel of land shall be subject to compliance with the following Standard Conditions: The applicant shall be the owner and occupant of the mobile home. No lot or parcel may be rented or leased for use as a mobile home site, nor shall any mobile home be used for rental property. Only one (1) mobile home shall be permitted to be parked on an individual lot or parcel. The minimum lot size, yard setbacks, required front yard, and other zoning requirements of the applicable zoning district shall be complied with, except that no mobile home shall be located closer than twenty (20) feet to any existing residence. No additional permanent-type living space may be added onto a mobile home. All mobile homes shall be skirted but shall not be placed on a permanent foundation. 5. Where public (County) water and/or sewer are available, they shall be used. Providing a FIRST CHOICE Community Through Excellence in Public Service. Upon being granted a Mobile Home Permit, the applicant shall then obtain the necessary permits from the office of Building Inspections. This shall be done prior to the installation or relocation of the mobile home. Any violation of the above conditions shall be grounds for revocation of the Mobile Home Permit. 01SN0124: In Matoaca Magisterial District, VIRGINIA STATE UNIVERSITY ATItLETIC BOOSTER CLUB requests a Mobile Home Permit and amendment of zoning district map to park a mobile home in a Residential (R-7) District. The density of this proposal is approximately 1.11 units per acre. The Comprehensive Plan suggests the property is appropriate for residential use of 1.51 to 4.0 units per acre. This property is known as 20911 Third Avenue. Tax ID 796-612- 8206 (Sheet 45). This is the applicant's first permit request. The mobile home will be located on property belonging to the Virginia State University Athletic Booster Club. The property will be served by public water and sewer. Staff finds there are no mobile homes located within one-quarter (1/4) mile of this property. On October 6, 1999, the Chesterfield County Board of Zoning Appeals approved a Special Exception for a non-profit social club (Athletic Booster Building) on the subject property (see attached minutes). The applicant is proposing to place a double-wide manufactured home on the subject property to be used as a residence for a caretaker, overnight accommodations for out of town guests and meeting facility. The mobile home is located in an area designated by the Ettrick Village Plan for residential use of 1.51 to 4.0 units per acre. Adjacent properties are zoned Residential (R-7) and Neighborhood Office (O-1). Virginia State University is adjacent to the subject property on three (3) sides. The area in general is in a transitional state with Virginia State University expanding their campus to include more residential property. Staff would not typically support this type of request; however, with the expansion of Virginia State University and the imposition of the proposed conditions, staff believes this use would be compatible with other residential property in the area. If the Board grants this request, it will be for a limited time period. Upon expiration of the permit, the applicant may request a renewal of the permit or may remove the mobile home from the property. 2 MHR/01SN0 ! 24/OCT25Z STAFF RECOMMENDS APPROVAL OF THIS REQUEST FOR THREE (3) YEARS, subject to Conditions 1 through 7, as noted herein and the addition of Conditions 8 through 13. 8. No more than three (3) meetings per year shall be held in the facility with no more than twenty-five (25) members at each meeting. 9. The property shall not be rented or leased to any other organization. 10. A permanent caretaker shall reside on the premises. ! 1. Members from out of town may stay over night. 12. The applicant shall abide by the Conditions of the Board of Zoning Appeals meeting of October 6, 1999. 13. The structure shall be the same as depicted in the staff report. During lunch, there was discussion pertaining to the cases being heard at the Board of Zoning Appeals meeting. At approximately 1:00 p.m., Mr. Biggs, Chairman, called the meeting to order in the Public Meeting Room, Chesterfield County Administration Building. The invocation was given by Mr. Perkinson. The density of such amendment will be controlled by zoning conditions or Ordinance standards. The Comprehensive Plan suggests the property is appropriate for residential use of 1.51 to 4.0 units per acre. This property fronts the northeast line of Third Avenue approximately 115 feet northwest of Boisseau Street and is better known as 20911 Third Avenue. Tax ID 796-612-8206 (Sheet 45). Ms. Donna McClurg presented the background information and staff's recommendation for approval. Mr. Richard Booker, Treasurer of the Virginia State University Athletic Booster Club, came forward to represent this request and accepted the recommendation. He introduced Mr. Jona McKee, President of the Athletic Booster Club, who was also present. There was no opposition present. Mr. Perkinson indicated he was not aware of any opposition to the request. On motion of Mr. Perkinson, seconded by Mr. Daniels, the Board resolved to approve the request for a Special Exception for a non-profit social club (Athletic Booster Building) for Case 00AN0117, subject to the following conditions: CONDITIONS Special Exception shall be granted to and for the Virginia State University Athletic Booster Club, exclusively, and shall not be transferable nor run with the land. Special Exception shall be limited to the operation of a non-profit athletic booster facility, appurtenant thereto, exclusively. Special Exception shall be granted for a period not to exceed three (3) years from date of approval and may be renewed upon satisfactory reapplication and demonstration that the Booster Club has not proved a detriment to the adjacent property or the area in general. Hours of operation shall be restricted to between 9:00 a.m. and 11:00 p.m., Monday through Saturday. 5. No deliveries shall be permitted before 9:00 a.m. and after 6:00 p.m. 6.
