01SR0152-DEC20.pdfMOBILE HOME REPORT The Board of Supervisors of the County of Chesterfield, on Wednesday December 20. 2000, beginning at 7:00 p.m. in the Public Meeting Room at Chesterfield County Administration Building, Chesterfield, Virginia, will take under consideration the granting of Mobile Home Permits on the parcels of land described herein. It shall be the policy of the Board of Supervisors that approval of a mobile home permit to park a mobile home on a parcel of land shall be subject to compliance with the following Standard Conditions: COND~IONS 1. The applicant shall be the owner and occupant of the mobile home. No lot or parcel may be rented or leased for use as a mobile home site, nor shall any mobile home be used for rental property. Only one (1) mobile home shall be permitted to be parked on an individual lot or parcel. The minimum lot size, yard setbacks, required front yard and other zoning requirements of the applicable zoning district shall be complied with, except that no mobile home shall be located closer than twenty (20) feet to any existing residence. No additional permanent-type living space may be added onto a mobile home. All mobile homes shall be skirted but shall not be placed on a permanent foundation. 5. Where public (County) water and/or sewer are available, they shall be used. Providing a FIRST CHOICE Community Through Excellence in Public Service. Upon being granted a Mobile Home Permit, the applicant shall then obtain the necessary permits from the office of Building Inspections. This shall be done prior to the installation or relocation of the mobile home. Any violation of the above conditions shall be grounds for revocation of the Mobile Home Permit. 01SR0152: In Bermuda Magisterial District, GEORGE E. AND MELISSA Y. STIGALL request renewal of Mobile Home Permit 98SN0225 to park a mobile home in a Residential (R-7) District. The density of this proposal is approximately 6.66 units per acre. The Comprehensive Plan suggests the property is appropriate for residential use of 2.51 - 4.0 units per acre. This property is known as 10114 Brightwood Avenue. Tax ID 793-666-9401 (Sheet 18). This request, which is for five (5) years is the applicant's first permit request. However, others have parked the same mobile home on this property since 1983. The mobile home is located on property belonging to the applicants. The property is served by public water and sewer. Staff finds there are five (5) mobile homes located within one-quarter (1/4) mile of this property. The mobile home is located in an area designated by the Jefferson Davis Corridor Plan for residential use of 2.51 - 4 units per acre. Adjacent property is zoned Residential (R-7). Development in this area gives the neighborhood a stable residential character. Staff notes the applicant has requested this mobile home permit for five (5) years. The applicant is also requesting to amend Condition 4 to allow for a 14 X 24 foot addition. Staff typically does not support allowing additions to be added to mobile homes. Staff considers the mobile home a temporary dwelling and unless the addition is already in existence does not support amending the condition. Staff is also concerned that because of the size of the lot, which is 50 X 150 feet, with a mobile home and addition may have negative impact on this residential neighborhood. Therefore, staff cannot support amending Condition 4 to allow for the addition. If the Board grants this request, it will be for a limited time period. Upon expiration of the permit, the applicant may request a renewal of the permit or may remove the mobile home from the property.
