On motion of Mrs. Girone seconded by Mr, Bookman, the Board approved the minnies for October 28 and ~ovember 1I~ 1981, as Mr. ~edrick introduced Mr. James ~illenklne who was pre~ent with members of the Wursing Home Residents' Council. On behalf of the residents of the Nussing Home, Mr. ~illentine expressed his appreciation ~or ~he audience with the Board. Mr. Gillen~ine introduced Mr. William Green, Chairman of :he Patient Residents' Council, Mr. Green made'the following zhatement~ ~'We, the residence of ChesterfieI~ County Nur~inq ~ome appreciate express our concerns regarding the proposed eligibility requirement~ fur Medicaid a~sistance. The Commissioner Of receiving institutional services which include skilled and 81-505 who will be affected on April I, 1982 and an additions% ten residents on July ], 1982. Through Our Residents' Council, we have been completely informed iof this proposal. ~orkin~ together, we composed a letter which actuality. This letter has been mailed to many groups and individuals, including federal, starer local officials, end political dignitaries. We also mailed letters to tko news m~die hoping they can effecfivsly contmunicate eu~ message to the public On November 30th, w~ plan tO attend the public bearing in the ne homes, savings are exhausted, many hays no familie¢, and thos~ that do ar~ un~ble ~o care fez us at home. We feel we a~e being penalized for many years of hard werk~ ~avin~s and preparation for the future. We, the handicapped and aged, have adjusted to Our new environment, separation from Our families, loss of our hemes add our disabilities, and fee% threatened because o~ the proposed denial of benefits which will be available to imdividuals making a lesser contribution over the years. Our residents fully support re~cticnie~ costs, but are.opposed to the unrealistic out~ to the madica~ needs of fhe residents cf hh~ our Nursing ~ome. The emphasis s~cuLd be placed on care It has been ~rough% to our attention through the news media that a new list of Options ~as been proposed by ~he Medicaid staff m~ers which would cut program coverage for approximately 55,000 medically needy Virginians. Among the new proposals are~ l. Eliminatin~ disability ~overage for parSOnS under 2. Eliminatin~ ~ueh p~ofeseional m~rv%ces as drugs, glasses, medical appliances and services of opticians and podiatrists. B. Eliminating inpatient hospital services to all medically needy recipients and limiting hospital coverage. To eliminate ~hese pro~ram~ for people who truly need them would be dima~t~ous. We would suggest other alternatives fo~ budget c~ts: 1. Raquir~ extensive investlgeti~n of individuals applying for Medicaid assistance. We believe that more frequent and in-depth scrutiny of services ~endered to recipients i~ vital. 2. Require that those familieu who have the means and can do so without affecting their own i=~=~ia~e family co~%mitments shar~ in the medical costs to the nursing kom~ r~giden~. However, thi~ should not be mandatory ~or families who are not financially able to do so. ~. ~rcv%de essential medical care in the least restrictive 5. Do net implement programs which have the effect of costing mere initially. We encourage you to give us your support. We hope and pray that those responsible for making thi~ all important decision can be )ursuaded by us and by you. We, the nembers of the Residents' Council, will eon=inue %~ ~ight to protect th~ rights of individuals affected by Medicaid cuts that would affect oar health and well-being. Mr. Snmad stated on behalf of :he re~ident~ of the Nursing ~ome he a~preciated the opportunity to appear congratulated on having such a fine facility es the Chesterfield Daniel on behalf of the. On motion of Mr. O'neill, seconded by ~rs, Girone, the following reeolution was adopted: ~'~ersae, Chesterfield County and its residents benefit from the dedicated, loyal and ' ' untiring eervlc~ by the Uolunteer Rescue Squads serving the County both durinq daily and danq~roug recognized for the out~tanding performance and assistance they administer to those people r~quiring emergency medical attention; and the Bensley-Bermuda Rescue Squad, was fatally injured while performing volunteer s~rvicem ~0 an accident~victim. Mr. Elliohh on behalf of the family and ~embers oX the Rescue Squad sta~ed his appreciation for tha"r~cognition given to Mr. Patrick Mason who gave his life while periorming Supervisors to qo On record to h~lp alleviate the danger that volunteers and professionals encounter while on the highways by stricter enforcement and punishment for tho~e who drive und%r influence of alcohol and/or ~anqeruus drugs. ~e s~a=e~ 75% of accidents On the highway involve drivers who are under the influence and ~hah they often ti~es aze given either light sentences or s~alt fines. Ee stated he hoped Mr. Mason's WaS not in vain and that he hope~ the Police will be diligent and that the Courts will b~ strict on p~ople who are caught driving under the influence. Mr. Daniel s~a~ed tha~ the Board me~er~ ~id share his views and Mr. Daniel recognized Mr. Gillentin~ wh~ was present in the audience. On motion of ~trs. Gi~one, seconded by Mr. Bookman, the following r~$clution was adopted: Whereas, Dorothy ~. ~arper will retire on December 31, em Physical Therapy Assistant at the Nursing ~e~e~ and Whereas, Mrs. Harper has been a faithful and diligent employee of the County since January 3, 1972~ and whereas, Chesterfield Ceugty and the Board of will merely miss ~r~. Harper'm service and ability. Mow~ Therefore, Be It Resolved that %his Bear~ publiclv recognizes this faithful and diligent service of Mrs. Harpe~ and axtend~ on behalf of its members and the people of Chesterfield iounty their appreciation tO ~rs. Harper stated her appreciation for the recognition received She stated she had enjoyed her work at %he Nursing Home and that Chesterfield was a good employer. She stated that if ~he were not moving out of state ~he would work at the Nursin~ Home as a volunteer as it is a fine facility. Mrm~ Suzan Craik, Chairperson for the United Way Campaign, was present_ She stated that the County raised $11,571.04 iD %his year's United Way Campaign. She stated this is 112% of the goal set for this year. She stated th~ goal could not have been achieved without the efforts of the campaign solicitors in each of the County's ~epartm~nt~. She Stated r~cogn%ticn shoul~ be given to all solicitors and contributors, especially several departments making out~tanding contribution~ to this year's campaign. She stated this year silver awards ~ere being pre,anted to the Data Processing Departm~nt--Da%e ~v~rhaxt and Linde ~e~t, ~olicitor~; ~udgst and Accounting--Pete M~ador~ solicitor; Personnel Department--Lynn Wingfield, solicitor. She ntated also the gold awards were to be presented to the Fire Department--Roy Patrick, solicitor, and General Services--John ~evkin, solicitor. On behal~ of the Board, Mr. Daniel congratulated all of the emptoye~s who unselfishly participated in this year's campaign, particularly those departments who put forth the extra effort Ho obtain a higher goal. ~e also thanked N~, Craik for tbs o~standing efforts she gave as campaign chairperson. Mr. Hedrick stated thim time and date was advertised for a oubli( hearin~ to consider an ordinance relating to Costs assessed in civil actions. There was no one present to disous~ this ~atter. Masden thanked th~ Board for the opportunity to work in the County and s~ated that in his position with =he state, he had found that Chesterfield County was one of the best localities in which to work and that he looked forward ~o the challenge and would try t~ live up to the high standards which the C~unty has set. Mr_ Ramsay presented the ~oard with a resolution endorsing general revenue sharing funds. ~e stated that this ie one of the only remaining programs which local govenments ea~ use at their Own discretion. Mr. Daniel stated he felt a letter shoul~ also be sen~ to hh~ ~resident with a copy of the resolution de~ailin~ the uses made by the C~unty of these fundE. Mr. O'Neill added that the National kssociaticn of Countie~ and %he Virginia Association of Counties should algo receive a cody of thi~ resolution. On motion of Mr. Daniel, seconded Dy ~r. Bookman, the following resolution wa~ approved: Whereas, General Revenue Sharing has the lowest administrative costs of any federal assistance program; and Wherea~, General Revenue Sharing is distributed on a fair and equitable basis and provides local government with much n~eded flexibility in delivering local government ~ervic~s an~ pro, rams; and Whereas, Chesterfield County received $I,618,922 during FY ]9S0-$1 and anticipates receiving $1,990,000 during FY 198t-S2 if fully funded. Me stated thRre would be no ramps for boats, but only a walk down area to the river. He s~ated the Farts and Recreation Department would b~ charqed with handling maintenance of this area as it pr~aently does at the Dutch Cap boat landing on the James River. ~e stated the maintenance responsibility would be absorbed in the current budget. stated i% would involve appro×imatelv 25 manhours a year as would need to be cut and tra~h would h~ve to be picked up Ouce a week during the peak season and only about once mvery two week~ during the non-peak season. era_ Girone stated that she would lik~ the sam~ type of facility investigated for the Jamem Rivsr in the no=~hern end of the Co~nty~ ~r. He stated the total continued operations is $116,000. the Northern Area Landf~11 did not open until September and were there any additional fund~. Mr. Nowell stated ~hat the bid the li£e of its operation. Mr. Daniel inuuired if funds from the $2,000,000 bond issue passed in November ~nuld be transferred %o this project. Mr. Hedrick stated that the bond issue was for a Southern ar~ landfill and that these funds could be u~d, if Southern Asea Landfill. ~r. Ken,eli stated that a project should bs ready bv May, 1983. He stated with the best possitle situation, it would be ready in January, 1983. Mr. OTNeill ~uggested that the staff monitor the refu~e being dumped and that to dispose of their refuse at the Northern Area Landfill and that strictly household refuse b~ allowsd in the Chester Landfill. reviewing this situation during this budget process'and there possibly be a small increase. $30,000 from the Northern Area Landfill accoune and $~6,0OO fro~ Landfill with the ~nder~tanding that should monies he available from the bond fundm, that these funds will be reimbursed to the ky~s: Mr. Daniel, Mr. Bookman, Mrs. Girone, and Mr. O'Neill ~r. E. Paterson, General COntractor, Inc. M~s. Girone inquired about =he timetable. Mr. Correll stated it was 345 day~. Mr. Correll al~o stated %ha~ the original architect estimate was $664,000. ~e ~tated further that they would be using the conventional roof and not the al%erna~e for the flexible roof~ as the County has not had enough expe~i=nce with thi~ type o~ roof.
