amd Management and the Department of Central Aecobnting were
consolidated to form th~ D~partmen~ of Budget and Accounting;
further~ the Board eliminated the positions of Director,
Depar~menZ of Central Aacounting and Director, Department of
Budget and Management, and established the position of Director,
Departmen% of Budget amd Accounting at ~rads 34: and furCher
appointed Mr. Lane Ramsay tO the position of Dire¢%or of

Mr. Meiszer stated that th~ next ite~ was consideration of a
budget change request to approve and appropriate funds for
the installation of ~wo fire hydrants. ~r. Dodd staled that
for funding She cos~ besides appropriation from the contingency
coconut, tt was noted tkat all budgeted funds in ~ydran~
installation 111-1-07150-4673 are designated for planned
hydrants. After further discussion, on motion of ~r. Dodd~
seconded by Mrs. Girone~ the Board approved the installation
of a fire hydrant in Dense Wood Hill Subdivision, Cheeter~
VA ~nd one on Mount Blanco Road on a 6" water main, wlgh
funding to ha approved at a later dace.

of Superviscr~ of Chesterfield County hereby supports the
adoption of an ordinance restricting ~he use of Lake Ghesdin
by limiting the speed of motorboats operating upon th~ wa~ers
~f Lake Chesdin, constituting a porcion of the Appomattox
River, to no more ~han 4~ miles per hour, and reqviring me,or~
boats operated upon Lak~ Chesdin to be equipped ~ith underwater
astor or engine exhausts. The Board further authorized
ithe County Attorney to prepare the proper ordi~aRee for
'this pu=pose and schedule a public h~aring dat~ as appropriate.

Board authorized the Chairman of the Boa~d of ~upervisors to
execute a quitclaim deed to H. W. Hancock and Virgimia V. Hancock
conveying the property previously used by the Clover Hill
Volunteer Fire Department on U. $. Route 360 on behalf of the
County of Ch,stmrfield. Further, the ~oard directed that
the following resolution and a letter of appreciation he
delivered to Mr. and ~rs. ~ancock .

dale for an Amendment to Section la+1-26 of the County Code.
This amendment ~a~ requested by Lhe Treasurer and wo~ld
require auto owners in t~e County to pay their personal
p~operty ~axes on any vehicle owned or previously owned by
the applicant as a condition to purchasing a County auto Lag.
Mr. Daniel inquired as ~0 who~e re~ponsitility it is to show
evidence ~f payment. He stated that he would hope that there
is some internal cheek s~ch as a aompnter lis~ing in order
to put the burden on thos~ chat have nor paid their tax, and
not en those that have complied. Mr, Hedge stated that the
Treasurer's office will soon havB Chat capability, and that
this would permit assessment of all vehicles on one tax bill
rather than a separaLe personal pceperty hill for each vehicle,
Mr. ~oo~man was concerned with this item, and requested more
information on the process of collection, otc, After fursher

a Public Hearing was se; for May 27, 1981 at 9:00 a.m. to
consider an ordinance to amend and reenact Section 14.1=26
of the Code of the Count~ of Chesterfield, Virginia, 1978, as
amended, relating to issuance of County tags and the pay~en<
of personal properly taxes as a prerequisite to issuance.

eagerly awaiting in~o~matien regarding this project as he
was non in agreement with the proposed m~thog of repaying.
Mr. O'Neill also asked than ponholea in the Ma~oaca District
be filled in and repaired.

Mr. Bookman asked Mr, N~wcmmh ~bOU~ %h~ progress of the
Courthouse and Reams Road project. Mr. Newcomb stated that
they were in the pro,ess of moving the dinches, surfacing and
then relining.
Mr. Bookman requested that if possible, the Providence and
Elkhardt Road project be done this year. Mr. Newcomb stated
that an additional 15 ft, right-of-way was needed.

Mrs. Girome discussed acquisition of a right-of-way for
Robious Road, £a~t of ~47 with Mr. Newcomb. She stated that
she thought property owners wer~ ready to give this right-of-way.
She fur:her staned that she had toured Midlothian District winh
Mr. Frank Gee~ but has had n~ response from his office regarding
i=ems noted on that neut, She asked that a report be prepared
and forwarded to her.
Nr; Gire~e stated the~ she ha~ received an accident ~ummary
from she Police Department ~egarding reported accidents on
01~ Don Air Road. There had been 16 accidents and 1 fatality
last year. She requeste~ that cant~rllnes be painted on this
road and I~onmill Read, and that ma~ety markings b~ installed
wh~re n~ded.
On motion of Mr. Daniel~ seconded by Mr. Dodd, the Board
vo~ed ~o reward a resolution to the Virginia Depart-memt of
Highways and Transportation requesting tha~ this work be done.

Mrs~ GirDle staued ~ha~ she has had requ~mt$ from the
Administration of Johnston-Willis Hospital and citizens to
help find a solution re.the traffic problem at the hospital
entrance. She stated that the highway department has forwarded
a Traffic ~tudy report to her showing the traffic count in
that vicinity between the hours of 7~00 a.m. and ?:00 p.m.
Although this was appreciated, i~ was felt that th~ peak
hour~ Of ~raffic, Daubing the congestion and unsafe conditions,
were during the hospital's visiting hours of 7:00 p+m. ~o 9:00
On motion of Mr. Dodd, seconded by Mr. Daniel, the Board
voted 5o forward a resolution to the VDE&T requesting a
study of th~ traffic during visiting hours a9 Joh~Ton~Willis
Hospital.

Mr. Dodd reques=ed ~he highway department to repave three
streets i~ the Village of ~hesEer. He noted the9 rough
conditions exist on Holly Kill Road, Shady Lane and Wilton Dr.
Mr, Dodd also noted that with warmer weather, there would
be increased use of recreational facilities, ~nd asked for
placement of epeed li~it signs, and playground signs at
Eeoff Park. Point of Rooks Park and ~hest~r Recreation
Association.
Mr. Neweomb noted these requests.
~ir. Daniel inquired a~out the construetien on Hopkins Road.

intersection eastbound lane Route 60 ~o 0.032 mile south
intersection eastbound lane Ro~te 60, a distance of 0.128 mile,
has been altered, and a new read ha~ been consgrueted and
approved by the StaTe Highway Commissioner, which new
road serves the same citizens as the road $o altered:

deferred a request for stree~ lighting of Dcerfield Subdivision

The Board considared a request from residents of Tinsberry
Trace Subdivision for lights to be placed throughout the
suhdivision~ After discus~ion~ cn motion of
seconded by Mrs. ~irone, this regnant ~aa deferred until
May 13, 1981 in order for Mr. O'Neill to meet with cbc
citizens who have petitioned for these lights, and
gather more cost information.
On motion o{ PLTs~ Girone, ~econded by Mr. Daniel~ the
Boa~d directed chat a resolution requesting the paving
of a 12 ft. wide strip (~hort turning lane) in front of
Ben Air Green on Route 147 be forwarded to the virginia
Department of Highways and Transportation.
Mr. Bookman stated that there has been a chronic problem
wi~h the roads in Providence Pines Subdivision. H~ stated
that he did non feel 5hac all of the problems were due
to the developer's non-compliance with statm standards, but
that ~here ~eemod to be a lack of co~m~unication between the
developers of any subdivision and the highway department
inspectors. ~r. Bookman state~ that he fait that the developer
of Providence Pines would be able to comply with requiremengs
within ~he 60 day period ~hat would he necessary for l~gal
action, and therefore agreed that this action should be
authorized, wi%h leniency, After further discussion, on
motion of Mr. Bookman. seconded by Mr. Dodd, the Board
authorized the Comnty Attorney to take legal actiop ~gains[

he hesitated to escrow this amount before the Board could
have a work session on sewers. Mr. Daniel suggested that
this matter be deferred until a later date and more review
of the project be completed~ Mr. Bookman noted that the
engineering was approved a year ago for this project, and
asked that the funds be escrowed, engineering done end bids
be authorized. Mr. Daniel asked why~ if the engineering
has been authorized, it has no~ been done. Mr. Welchons
of ~he Usilitiea Department stated that these lines would
h~e tc be run nhroogh two other subdivisions ~ir~t, and
~ha~ i~ was not feasible et this ti~e. Mr. O'Neill, seconded
by Mr~ Dodd, moved that the engineering for this project
b~ s~arted, with the escrow of funds and authorization to
let bids d~ferred. Mr. Daniel called for a vote on this
substitute motion, and the Board so vo~d.
