Daniel s~=ted that a public hearing had been held on April 6, t981 ~o discuss the D~oposed oTdinance regarding the tax lePy on v~rious classes of properly for the Coon%y, He stated this date and time had been scheduled for comsideration o~ the ordinance. O'Neill. 81-137 "The School Boamd has proposed a budget in the amount of $78,273,000 which they are requesting that $45,g16,000 De funded item local sources. Th~$ ia a $6,116,000 lncreasa over ~ast year. After aareful analysis of tho eetlmated has recommended that ]dCa] funding oF the School Budget cannot increase more than $4,000,000, This will result in a total local funding of $44,500,000 or $1,116,000 less than recommended by the School Board, The basic question before the Board of Sapervtsore ia whether or not this reduction tn the School Budget can bo made without impacting basic sducatioa, a cursory look at the School Budge~ by the ~ounty Budget Director indicates that $789,000 can be reduced without any impact on the educational process, This nan bs ~ccom~liehed by holding increases down for non-teaching positioa~ and by controlling other costs mere efficiently, (See Exhibit I.) This is only $327~000 l~ss th~n the reduelioas re¢o~lea~ed By the Board of Supervisors. The Board Of Supervisors does not want nor do they intend to specify line ite~$ i~ the Schsol ~udget for reductmon. This is the responsibility and p~erogative of the School Board and being o~fer$d as suggestions for consideration. The budget reductions requested by t~e gokrd of Supervisors will not impact the recommended increases for teachers. The ~eaeher~ will net · 12-13% increase in s~l~ry which a 10% cost of livin~ adjustment. We estimate ~hat our teachers ia Chesterfield ~ounty will be the highest paid ia ~he Richmond ~etropolitan area next year. During the public hearing thoro were several statementm made that were not factual about Zhs Operating budgets el the ~choo] SyStem and the County OVer the past sever[1 years. The attac~od exhibit (Exhibit II) shows how the operating budge~ (exclusive of debt) of the ~ehool ~ystem has increased by 84.4[ while the County'e o~erating budget has increased 72.1~. The percentage allocated to the School Budget continues to increase and this y~ar it is estimated to do so by ]2,9~. Ourih~ the public hearing no one came forward to present to th~ Board o£ Supervisors any factual information to indicate ~he demise Of the Chesterfield County School System if the local chafe of the operating budget is to increase by only $4,000,000. Every member of the Board of Supervisors has a vested interest in the education of our children and three members currently harm children in the 8cboe] System. Nc member of the Board of Supervisors will ever take any action that they feel will be detrimental to the h~eic education of cur young peddle, Larger increases in the School Budget for the future mu~t be financed through ~dditicnal a~sistmnee ag the State level. ~e continua to hmve mandated educational progrmms which are not funded. These program~ either must be cut or the State must provide the neceusary funding. Al~o, larger increases this, a 1% tnoreame in t~acfi~rs' salaries would ~ean $450,000 or an increase oI 1.39¢ on the real e~tate tax rat~. Sound financial plannin~ is the responsibility of all local government officials, Chesterfield County will begin initiating a three year financial plan and I would like to ealZ ~n the Soh0o] Board to submit a three year financial plan ~o that we can take a eloser look [t the future tax rates that will bs required to sustain such a Dian.
