Mr. Hedrick stated that in the future, =he County A~mini~tra~or' office wouid be pam~inq a file of material for Board review at the meetings rather than duplicating copies for each Supervisor. On motion of Mr. Dodd, seconded by Mrs. Girone, the Board approved the minutes of July 8 and 15, 1981, as amended. Vote: Unanimous ~r. Daniel requested that a copy of the revised minutes be sent to th~ School Board of the meeting held on July 15, 1981 and tha~ a copy of the discusslcn regarding the Rose Tract be sent to thos~ persons concerned with this matter. ~r. Jame~ Bowen, Superintendent of State Forests, was in attendance to present the County with its annual check which was in the amount of $48,841.90 Which represented 25% of the gross receipts from sale of forest produe~s at Pocahontas State Park. Ee gave a brief outline of the Park operation indicating that th~ Park was ~elf-~uffieient, operated on ~ale~ of forest products, that ~hls 8%1m was ~½ times that which would have been collected as taxes from pri~at~ land, that they are receiving ~cre and ;rsssur~ from o~her areas to cut Wood, ~to. ~e s%at~ there is program in progress at the current timu involving conservationists for reforestation. ~e s=a=ed the program has been most beD~ficial but it will end in Merck, 1982. Mr. Hedric stated the check received was part of the Manaqement ~rogram at =he Park. The Board thanked Mr, Bowen for the check. Mr. ~edrick stated this time and date had been scheduled for a public hearing regarding an ordinance relating to u~gist~rial district lines, preciact lines and polling places which was deferred from the July $, 19~1 meeting. Mr. Mussy displayed the changes as advertised. 81-298 ~r. O'Neill presented an amended plan which wOUld Change the Matoaca DLs=riot la~d area which was advertised a~d contained 52+% tu 45+%. Mr. ~uz~y ~a~ed that the amended Dian did mae= al~ requirements and that it did follow natural boundaries and roads. He added tha~ the revised plan ~a~nly re4~signaUau Midlothian, ~atoaca and Clover Hill Districts. Mr. BOOkman presented the Board w~th another amendment which cManged Clover Hill and ~atoaca Districts from the o'Neill clan Mr. Muzzy state~ that this plan al~ met necessary requirem~nus. Mrs. Girone pSusuntsd a third amendment tO ~he plau which deal~ with Clover ~ill, Midlethian and Matoaca District~. Mr. MU$~ stated that ~his plan met the necessary requirements as well. ~ Mrs. Sirens stated that she had suggested this plan as a compromise te the original plan and alternates. There was a general agreement by the Board that the plan as advertised was not accep=a~ls. It was suggested that another plan which would amend Matoaca on the Route ~60 line and incorporats a ~ortion of the alternatives suggested by Mrs. Sirens as affecting Midlothian and Clover Hill be prepared by staff and addressed le~er in th~ day. Mrs. Dorothy Meldrum, representing ~he ~leotoral Boar~, stated that these changes needed to be approved today, that this will not split the precincts for the September primary but it weuld k ready in November for the election. She added that by some of the changes proposed, people wilt have longer distances to travel. ~rs. Girone stated that some of ~h~se types o~ proble~ exis~ ourruntly but that so~etimes this had to be done. No one else was presan~ to address the matter. Mr. Bookman returned to the meeting. 81-299 Mr. ~sdriok ~tated that the Doard had deferred c~nsid~ration two requests from th~ School Board for literary loans for Clovg 'Hill High School and Manchester HiCk School for $1,000,000 each ~r. ~ook~an stated ~hat he felt the meeting with the School had teen Beneficial and that he looked forward %O a program fro them in the n~ar future for ~inan¢ing needed imnrovens~ts~ Gi~cne stated that ~he was in favor of the two ~rograms and wa! concerned only aDeu~ the timin~ ~ut ~he was considering th~se requests as a part of the program which the $choel Board will su~mittin~ in the near future. On motion of the Board, the following resolution was adopted: Whereas, the $shool ~eard for the County of Che~terfield, the 29th day of J~ne, 1981, presested to this Board, an application addressed to the State Board of Education for purpose of burrowing from the Literary Fund $1,000,000 for addi~ te er improving the present school building at Clover Hill Kig~ School, to be paid in 20 annual installments, and the interest thereon at 3 per cent paid annually. Stzatton can only use thi~ land for this operation as it is not $ccesmable, that it can only be used at this location and that it will b~ reforested with pins trees after excavation.
