Dodd, the Board went into Executive S~ssion to discuss leqal matters relating to the litigation involving 1-295 and th~ Airport as permitted by ~ection 2.1-344 (a) (6) o~ the Cmde of Virginia, 1950, as ~mended. ~T. O~Nuill stated that the ~oard had decided to adjourn from ~ki~ meeting today to September 14, 1992 at 2:00 p.m. Ke stated the reason for another macring w~s ~ecause mo conclusions or ]acfsions have been mede by the COunty in its negotiation and ~iscus~ion of various alternatives involving 1-295 with the City ~f Richmond. 4r. O'~eilI excused hims=lf from the ~eeting. ~. Hedrick stated that th~ long awaited opening of the ChipDenham Parkway and Route 1~ interchange would be on S®Dtemb~r invited the Board members to attend. Be stated the legietat0~e rep~eoenting th~ County and others would also be invited. ~2-373 special awards for the Fire Department. He stated this Ceremony honors the braves~ of the brave and he appreciated the opportunity to recognize outstanding deeds performed by these Special awards were ~resented to the following individuals as indicate~: Mr. John P. Mr. Hedrick thanked Chief Fanes and APSiStant Chief Dolezal for their unifle~ efforts. ~r. Micas introduce~ Mr. Gary Patterson, r~cently hired A~si~tant County Attorney. He ~tat~d that Mr. Pateeraun was a qra~uate of ~e University of Richmond Law School; had been an Assistant County and Commonwealth's Attorney in ~ouisa County, etc. Pit. Patterson stated it wa~ a pleamure to b~ employed by the County and he looked forward to working with each ~oard member. The Board welcomed Mr. Patterson to the County. ~. ~odge introduced Mrs, Ro~e ~cudder, chesterSietd County's 1982 Christmas Mother~ who was pre~enh at the m~ting. Mrs. Scudder stated the Board had received a statistical report outlining the increasin~ re,nests for assistance since 1979 and that it wa~ antfCip~t~ that the trend will continue, she Stated the Board is being r~qu~st~d to contribute an ~di~ienal $5Q0 this year and well as sanction the Committee's solicitation of funds and assistance from County employe~s, gte stated that this is the "cenutunity helplnq the sommunity" and without their aid the program would not be suecessful~ She stated last year monetary donations amounted to $18,~S0.97 but that did not include the toys, clothing, etc. that were donate4. She stated this year they were going to request partieipant~ to indicate an approxin%at~ value of the other items in order that a more accurate accounting ef the funds received could be determined. She stated that she had he~n a member since its inceDtien and that all of the Committee is volunteer except for the admlni~trator. She thunked the Doard for their pas~ support of ~he Drogram. The Beard indicated how proud they were of the program and its success end of ell the volunteers who help make Christmas happier for all. On motion of Mr. Daniel, seconded by ~r. Bookman, the Board appropriated an additional $500 from the contingency account to the Christmas Mother Program which will make a total Contribution of $2,000 and further sanctioned tho 82-37~ solicit~tio~ of County em~loyeee to participate in the program. Ayes: Mrs. Girone, Mr. Bookman, Mr. Daniel and Mr. D~dd. Absent: Mr. O'Neill. MS. Suzan craik, Training Coordinator and this year's representativ~ for the United Way Campaign, was nreeent. The Beard commended Me. Craik for her eucc~ssful oam~algn in 19~1. On motion of Mr. Dodd, seconded by Mr. Daniel, the Board adopted the following resolution: Whereas~ the Chesturii¢ld United Way Campaign begins October 4, 19S2; and Whereas, solicitations will be made of all County employee~ to pledge a ~ortiun of their earnings to this campaign. Now, Therefore, Be It RmmoIved that the Board of Supervisors does hermby unanimously endorse the united Way Campaign 1982. knd Be It Further Resolved that this ~oard heartily urges all Chesterfield County em~loy~e~ to qivs generously of their r~ou~ces to tkis worthy endeavor. Mr. Hedrick stated the n~xt item ~as setting a date for ~ public heating to consider an ordinance ~mendlng the business license tax in order to bring the Code into compliance with the State law. ~. Daniel inquired why th~ proposed ordinance raised rates to the maximum. Mr. Dodd indicated the County did not have raise them to the maximum. The Board was advised that no increases An rates were being suggested. It was generally agreed by the Board that a work s~ssion should be held to discuss this proposed ordinance. Mr. Carmichael 5tubed that this matter needed the i~ediate attention of the BOard as there were deadlines ~hlch his office must m~et.
