He stated %biz would be the first time the ~oard wuuld priorities for the Secondary Roads in ~he Six Year Plan. ~r. G~e Stated that the County staff and the Highway Department had been workin~ cooperatively and ha~ bas~c~lly a~rued on the Si~ Year Plan, which is als0 a critical n~eds plan, for the County ~©r 1982-83 with minor differences. ~e stated that the projected allocation for the next si~ years for secondary roads i~ ~6,8~1,275, Mr. Gee stated that the Highway Department had been criticized by JLAKC and that they will be initiatin~ a project manaqement system. Mr. NewcO~9) stated that a Si× Year Pla~ compiled by jurisdiction aA~ the }Ii~hway Department i~ man~ate~ bv Sta~e la~. He stated that the projected revenues are ba~ed on th~ test estimates available at this time. Newcomb stated that currently the County has 55 projects on itslplan which is unrealistic. He stated that only funAs which exist can be spent. No stated that normal procedure would allocate the money for a speaific project whi~A construction would probably begin in three years after ali requirements by ~tate have been met. Me stated currently the County ha~ a deficit of $405,568 for projects already"co~pleted and a pending deficit of $15Cr000 for projects which have not been completed. Mr. Newcor~ stated that there are six,eon projouts proposed for this Six Year Plan which include 10 eonatruction projects and si~ railroad crossln~s. He stated that over the past six years, the allocations ho %h~ County have been reduced by 42%. Bm state~ the budget for the Si~ Year Plan was proposed ko be 20% budge~ items, 1~% for County-wide items and 60% for construction ~r. Deck, an discussed recreational access funds and explained that even though these funds ar~ called recreational access funds~ they are not alway~ used for recreational purpose~ but improve an area which cO~alifie~ under thi~ special category which is separate fro~ other categories of road funding. Mr. Newco~b ~tated tha~ the proposed plan for 1982-83 would be for Salem Church Road, Enon Church Road and a Railroad Crossinq~ for I983-~ would bo suford ~oa~, Beach Road and Rranders Bridge Road; for 198~-85 would be for ~urner goad an~ a Railroad Cros$$ing; Mr. Mowcomb reviswe~ the projects which wer~ on-hold and net on any limt. He also indicated that the Salem Church Read, Na~h Road, Genito Road, ~econd portion of Turner Road, B~%mont Road~ Watsmley Boulevard, Hopkins Road, Providence Road and Beulah Road projects which have a balance in their account~ $~ould bo utilized ho pay off ~h~ $40~,56S deficit. After rmviewinq th~ plans, Mr. Bookman stated that he felt roads wAth larger traffic counts should r~ceive more ~undin~ which he did not feel wag being done. ~r. Dndd steted he did not undmrstand the criteria set by the St~te. Mr. Bookman stated that Turner Road was on gte six Year Plan at one tim~, i~ was ~aken off~ and now it im on ~gain but other projects are placed ahea~ Of it which he did not feel wee correct. Mr. ~ee stated that 70~ of the funding has to bo available befor~ a pre~ect Can be ~tarted and that the first portion of thm Turner Road project ~ill begin in ~. Gee stated that the staff and the Deoartment were in baaio agreement. ~r. O'Neill inquired about the timetable for Branders Eridge Road. Mr. G~e st~ed it was piannsd for FY 1983-84. M~. Williams stated he would present staff comments during the public hearln~ later this morning. There being no further diacus~ion~ th~ Board proceeded with the agenda~ ~r. Mr. Hedrick stated that the trip to New York to m~t with the bond rating a~nciee, Moody's and Standard and Poor's, was successful. He stated each meeting la,ted longer than was anticipated which indi0mted they were interested in the County. Me stated he was optimistic that the County would receive rating and that even theuqh we currently have a AA- rating from Standard and Poor's a AA1 rating from Moody's and ~ight receive the same rating again~ thG bond marke~ treats the County Me stated that he intended to invite the agenci~ to visit and tour the County in the near ~uture as they plan to establish departments that will specialize in the Ric~ond ~!r, M~driok stated this date and time was advertised fer a public hearing to consider the Six Yea~ Plan. Mr. ~ohn ~ith stated that there ara bills which are listed under road project~ for relocation of utilities. He stated it appears t~at utilities are placed in reserved areas by developers and then relocated ~t the cost of tbs Highway D~par~m~nt. ~e $~ated he felt %hat when receiving zoning, etc. the developer should be respons~bl~ for paving for the costs of relocations. He stated he was not sure of how the right-of-way is obtained~ be it donated or paid for, but he f~lt consideration should be given to this matter. Mr. Balderson stated that easements, rights-of-way, etc. ars obtained under varying circumstances prior to construction, occupancy, etc. Ha stated that Utilities, Environmental ~nglueering and the Highway Department monitor the easements and se~ that those required ~re obtained~ He stated the payment for relocation of utilities is and should bs considered as a separate issue from rescuing. Mr. Williams stated that us with primary road funding, the secondary road funding fallm short of meeting existing and anticipated ne~ds. He stated that emphasis for the prOpose~ Six Year Plan is to ~uy off all on-going activities and to b~gi~ a new program of constructing four lane arterials within the secondary ro~d system. He state~ staff's reco~t~endation~ were: l. Full fund!hq for Cogbill Road should be shown in FY 19~4-~5 and 1985-86 with funds transferred ~rom th~ two Turner Scad projects. 3. That the Board adopt a Six Year Plan with recommended modifications as prepared by County 4. That the Board request the VDM&T g~sidency 0~flce to provide a survey drawing of the proposed Turner Road and Courthouse Road p~ojests to County staff for the development of a four lane concept plan fo~ these projects for presentation to the Board. Me stated this plan would net be "pretty" but it would be efficient. Mr. Dodd stated he did not want to sd~ress the 75-25% for revenue sharin~ ss he felt there may be some loss of flexibility and h~ felt it should be considered further. ~r. On motion of Mr. Beckman, s~ccnde~ by Mr. Da~iel~ the Ioard a~opted the f011owing ordinance: An Ordinance to Amend the Cede of the County O{ Chesterfield, 197~, as Ar~ended, by Amending Section 19-18 Relating to thm Marking of For-Hire vehicles and P~oviding for a Penalty Be It Ordained by the Boar~ of Supervisors cf Chesterf±~ld 1. That Section 19-18 of the Co~e of the County of cc. 19-18 ~ark%~g of Vehicles. ~esition thereof on each vehicle shall be ~gecifi~d by the ~omply with ~uch ~peci£icatiens within ten days after being ]stiffed to do so by the commissioner of the revenue shall :onstitute a violation of thi~ chapter. ~r. Hedrick stated thie date and tim~ had been scheduled for further consideration of the ordinance relating to sewer :onnection ~harges and ~xtenslon charges for sewer lines. Me suggssted the rate of ;1,500 an~ he also pointed out that a fixed rate of S2-159 Mr. Bookman ~Lated he had read an article in the paner about the County giving away sewes. He stated that it was in~icated that the average ceet of sewer wa~ $5,900 per connection based on i~medlate connection~ only. ~e stated this report did net say that these projects would average out to $3,700 when all connected. He stated that hsd the r~eently approved Brockfield project been included in tha~ r~port~ it wo~ld have reduced the average cost of Brookfield and the report to $3,300. He stated which are now almost non-existent. Mr. Hedrick stated that the report and figures were taken from ~he most recent projects. ~e stated that in some principal of economic$~ the uaw homeowners pay for this connection by either higher CQStS, reduction in size of home or let~ etc. ~e s:ated that this does not apply in existing subdivision~ and that this skoul~ be a ce~t benefit decision. ~e stated as proposed, where a project is not finanoially feasible~ those people would pay their fair share as the new home buyer did. Mr. Quaiff orate{ that if a project cost $3~5,000 and there were 76 lots that the cost per lot would be S5,066. H~ suggested that if the rate of gl,TO0 is adopted, that $2,00Q he the cost of connection if not r~guested within 30 days effective 3uly l, 1982, and 81,800 effective July 1, 19~3 with a charge of $2,~00 not requested within 30 days. Mr. baniel inquired ~hat fee would be collected from tho~e p~eple heldiu~ $300 contract~ who did not connect within the 3~ days. Mr. Qneiff stated they would then have to pay the prevailing rate at time of connection. Mr. O'Neill inquired why the differential wes left out of 6he ordinanoe. Hr. Quniff stated that by going with the cost peresntage~ all WOuld be paying ~heir ~air ~hare of the cost if they connected now or at a later date. He stated that after r~viewinu the proposals, the staff and Audit Committee recommended th~ firm of Peat, Marwick, Mitchell & Co. even thouqh they were net the low bidder. He ~tated that it was felt that the add±t±cn~! governmen~ai experieuce would be Deneficial to the County and warrant acceptance of their bid. Mr. Mica~ stated that low bid did not have to be accepted a~ this was ~or prQfeSsional services. After further discussion, it wRs o~ ~oticn of Mr. Daniel, seconded by Mr. Bookman, resolved that the Board accept the proposal from the firm of Peat, Marwick, ~itchell & Co. who submitted the bid of S168,Q00 for auditing services for fiscal yea~s 1982, 1983, an~ 1984. Ayes: Mr. O'Neill, Mr. Book~an, Mr. Daniel and Mr. Do~d. Absent: Mrs. Girone. Mr. Hudge stated that Mr. Jack Shuosm±th ha~ requested to Iea~e the eld southern area landfill which had be~n clo~d out on which he planned to graze cattle. ~e stated that Fr. Shoo~mith i~ willing to pay $~$ an acre for the 32 acres for 10 years. Mr. Bookman questioned the length of time. After further discusuion of the matter, it was on motion of Mr. Book~an~ seconded by ~r. Dad~, resolved that th~ County A~ministrator negotiate a lease for ~ period of five years at S25 per acr~ for 32 acres with renewal options. It wa~ further received, that should it be determined ~hat it is in the Cennty'~ best interest to sell the property, Mr. Shoosmith shall be given the firPt right of refusal and further the Beard directed the County Administrator to br~nq the negotiated lease back to the Board for final approval.
