Mr. Hedrick stated this date and time was scheduled for a public hearing to consider Chesterfield County's Eec©n~ Year Co~nnitv D=v~lopment Block Orang (C~G) Application =or the Thr~a Year CDBG Ettrick Proqram. Mr. Balderson ~tated that the Board had authorized the ~ubmlsslon of tho first y~ar application in 1981 and since that tim~, the Commonwealth cf Virqinia has indicated requesting ~he State %o honer previous HUD COmmitments, a totter from ~UD documenting that the County had performed ndequat~l)~ with the distribution of funds and a complete application which indicates that the 19S2 program and funding schedule ~s consistent wi~k the previously? approved HUD application. Girone inquired about improvements to other ~oeds in Ettrick. She stated that ~he gutters ns~ to bs cleaned in that area aa well as the Virginia ~ate University roads. Mr. Gee stated $40,000 had been requested to replace gutters and $20,000 was approved. He stated %hat most or the University's roads are in the State System and they plan %Q begin working~in the area in the Kear futur~. ~e stat~ they planned to sweem the reads as well but the equipment is not operational at thi~ time. Bill B~nst, Planner, stated that the Census Bureau used thi~ as a line when preparing the 19~0 census. Mr. Bookman indicate~ the question regarding Luck~ Lane could be investigated at a Inter ~ate. Bookman inquired about expenditures by VDHiT on constructing and maintaining roads in Ch~s=erfield. Mr. Kadrick ~tated that staff had prepared same information previously on this and that the information woul~ be reviewed in response to Mr. Bookman's concern. Mr. O'Neill stated that h~ did n~t really and requested that other alternatives also be investigated, was requested that these questions be answered as so~n as Mr. O~Neill inquired what action had been taken regarding the report on solid w~$te 4ispesal which was presented at the last authorization of letters to be written to United Bio-Fu~ls and Trf-City Recycling that the County was not interested in their proposals regarding solid waste disposal. M~. Howell presented and reviewed some of the starts in the report. He indicated that the life of the northern area landfill~ should the Boars decide if another iandfitl were constructed, ~t would be 18-20 years. M~. O'Neill stated that he felt ~ith the techncloqy being landfill as other alternatives m~y be available. He stated he felt further consideration should be given to the report prior a decision being mede regarding a transfer station, ~2-297 Mr. Hedrick stated that the $9 rate is still in effect at the landfill and it will mean $155,000 subsidy unless it is changed. Mr. Howell stated J. K. Timmons has completed about 5% of the design of the southern area landfill and it should be completed in September. He stated that there remains approximately 10-12 months of continued operation at the Chester landfill. He stated that November or December of 1982, will be the point of no turning back as construction will begin in January. Mrs. Girone and Mr. Bookman indicated they were not in favor of having a mini-transfer station with trucks traveling on heavily traveled roads to the north. Mr. Howell indicted there would be average 6 truck trips per day with a mini-transfer station. Mrs. Girone and Mr. Bookman indicated that did not include the private collectors trucks which would also need to travel the roads. Mr. O'Neill requested that additional information be prepared for discussion at the July 14, 1982 Board meeting.
