Sergeant Reynolds Award for Outs%ending Public Servic~ by ~he Virginia Chapter u£ the Society Of P~blic Administration. Mr. Dodd further ~tated That this was a great honor as the competition wam on a ~tatewide basis and Mr. Hedrick had been selected for thi~ awar~ by his peers. Mr. DOdd en~ ~he ~ther me~bers o~ the B~ard congratulated Mr. ~edrick on this award. ~r. Hedriek ~teted that in order to do a good job, a good wo~king'~nvirenment is necessary, which the Board of Supervisors ha~ provided. He also ~tated %ha~ the ~oard had been very supportive as w~li as the staff and he felt they should share in thc award. Mrs. siuene added she felt than Uha etsf= and administration worked well as a team. ~2 23~ stated that Deputy Shearin had served the Sheriff's Department ~elt and was always ready and willing te work for the County. Fhe members of the Board and Mr. ~edriok thanked Deputy Stearin for his contributions to Chesterfield County. Chairman ef th~ Keep Chesterfield County Clean Committee. Cook presented the Heard with the Good Neighbors Plaeue which listed the names ef the organizations whick pa~ticipat~ in the spring cleanup of the County_ Mr. Cook stated that there w~re Dow seventy erganlzations listed on the plagu~ end that as a result of this year's cleanup aotivities, 22 new names were added. He further ~tated that this y~ar's cleanup was greatly aided by local businesses who pro~ided Mr. Cook added that the Litter Commit=es ~s forming a business industrial group foe the purpose of keeping com~erclal and Mrs. Girone stated she had been informed that a Boy ~ceu~ troop had participated in a cleanup at a small Shopping center in tho Midto{hian area and the amount of trazh collected was enormous. Mr. Hedrick state~ ~hat ~his time and da'~e bad been advertised for a public hearing to consider an Amendment to Section ~0-24.1 of the County C~d~ Relating to Separate Connections to the Public Sewer System. Hr. Bookman stated he was going to excuse himself from the meeting because of a possible oonflic~ of interest. Mr. Dodd stated that he felt At was not in the best i~terest of the County for ~r. Bookman to leave as he had the most knowledge and ~xperience relatiug to sewer installa~i©u connection eharqee, etc. and that to ieee his in,ut would be tu deprive th~ Board of information which would be baneficiaI in =his decision making process. 82-235 ir. Also mentioned was the U%ility Tax ~aking up 84% of this figure (~5% of this 84% is land owned There was some discussion regarding fa.ir automobile assessments and Mr. Carmichael stated he used the N.A.D.A. book to assess automobiles, which is the normal practice in this state and Wingate's Mobile Home Appraisal Guide to assess mobile homes. He added that antique cars are not taxed if they are licensed as antiques. There was some discussion about the difference in tax assessed on an automobile owned by an individual as opposed to an automobile used by a business. When discussing machinery and tools tax, Mr. Carmichael indicated the County would lose about $800,000 per year if the rate for heavy equipment was changed to be equal with machinery and tools. He stated that originally the difference in the two assessment methods was arrived at in a meeting between the Board of Supervisors, County Administrator and Commissioner of Revenue at that period in time, as well as the State Tax Department and members of Industry. It was generally agreed Mr. Carmichael should set up a meeting with the same individuals to come up with a fair assessment for equipment. Mr. Howell presented the Board with an analysis of solid waste disposal options; two landfills, one landfill with a mini-transfer station, Tri-Cities Recycling and United Bio Fuels, Inc., and landfill rates. Mr. Howell reviewed the projected FY 83-84 costs for each option and presented decision options relative to method of disposal and landfill rates as related to the continued operation of two landfills and the operation of one landfill and a transfer station. On motion of Mr. Bookman, seconded by Mrs. Girone, the Board authorized the County Administrator to notify United Bio Fuels, Inc. and Tri-Cities Recycling that Chesterfield County will not participate in their respective projects as participation does not appear to be in the best interest of the County. Ayes: Mrs. Girone, Mr. Bookman, Mr. Daniel and Mr. Dodd Absent: Mr. O'Neill Mrs. Girone inquired when the design of the Southern Area Landfill would be completed by J. K. Timmons. Mr. Howell stated he expected it to be completed around September. Mrs. Girone further stated that she felt the decision to proceed with the $2,000,000 southern area landfill had already been made and it was a good one and the County should adhere to this decision. Mr. Bookman also stated he supported a southern area landfill. Mr. Hedrick stated the bond issue was for a solid waste disposal facility. On motion of Mr. Daniel, seconded by Mr. Bookman, the Board went into Executive Session to discuss legal matters as permitted by Section 2.1-344(6) of the Code of Virginia, 1950, as amended.
