Daniel Mr- Lane RamSay presented the Boar~ with the Municipal Finance o~£icers AssQciatiOn Certificate of Conformance for Chestsrfield County's 1~88~81 Financial Report. He s=ated that the MFOA was a national organization and to ~e%ive the award wa~ a symbol of excellence. He stated the award and certificate are recognized by bond ratiDq agencies &nd are an asset in the bond market. He stated this'award must be earned every ysar se it is an incentive for ~be County to maintain high standard$~ Mr. Ramsay recognized Ms. Mary Leu Lyle and Mr. DOUg Wccd and stated their hard work and long hours had made i= possible for th~ County to achieve this award. Mr. Ramsay also thanked Mr. Elmer Hedge for his enccursqement and support in helping to ashieve this ~ward. 82-299 Mr. O~Neill stated that the Board proudly accepted the award and thanked the staf~ ~or their effor=s. Mr. ~edrick stated this data and tim~ had been advertised for a public hearing tn cnn~idar rc~triDting through truck traffic on ~uford Road. Mrs. Girone stated this was a residential and historic area a~d the tru~k~ had been bann~ from using this road for approximately three to four y~ars due to the Buford Road Bridge havimg a weight limit, she traffic. He Sta~e~ ~here were approximately 9~ ~a~ilies iD truck traffic as there were other reads that could be used. He ~tated aha trucks using the read travel fast and they ~ill spoil the historic nature of Son Air. Be stated the and Forest Hill Avenue. He r~quested the Board to contact him if they had any Suggestions Mr. O'Neill congratulated R~v~rend Jackson a~d stated the BOard was 1Oaklng forward to working with him. Sheriff W~nge was present fo requemt upgrading bhe pay schedule of several position~ in the Sheriff's Department_ He stated tha~ in 197~ the Board approved the upgrading Of deputy's salaries to one step below that Of police officers and they had £allen behind ia this practios in the last few y%ars. He stat%d presently po~itionS in his Departm~n~ were not one s~ep below the police officers. M~~. Hedriek pointed out to the Board that the responsibilities of the ranks in the Police and Sheriff's ~ep~r~ment~ were different. He cautioned the ~oard about a deviation from the personnel policy in e~t~blishing n~w pay grades and stated the Board should be aensis%ent and equitable with what had been granted to other departmen=s. Mr. Medrick stated that normally when reclassifications are made, a study is performed and in this casa, a s=u~y had not been performed to warrant ~eola~eifications. Mr. O'Neill stated h~en performed in house at the County. Mr. ~edrick also noted there were no recruitment or retention problems in the Sheriff's Dspartment that he was aware of. M~. D~dd stated he felt there was ne prablem holding onto anyone ~itk the job market the way it waS. ~ stated he would be in favor of an upgrade as he didn't reali~e that the practice of One gtep below Police officers had not b~en follewe~ through, but he felt the matter should be brought before the Board again ~n the event the ~ay Study changed the pay scale for the Police Department. Sheriff Wingc stated the County supplements the Sheriff's Department salaries if the State doesn't provide enough money. If the State provide~ the funds needed or more, the Sheriff'u Department will ge hack on a State pay plan and he couldn't guarantee the Sheriff's Department salaries wouldn't ~o ~bove Police Department salaries in that case. ~e further stated ~he rea~o~ his department did no= partioipete in ~he Hay Study was because he thought the Block Grant would be approved. Mr. Hedge informed the Board that a presentation on the Hay Study would be made in August or September. Mr. O'Neill inquired why the salaries in the Sheriff's Department did not remain at one step below the Police Department. ~heriff Wingo stated he had attempted to keep this policy in affect~ but the ~e~sonn~l Director indicated there was no authorization to upgrade the positions. Sheriff Wings indicated the department had only fallen behind in the last few ysars. On motion of Mr. ~ookman, ascended by ~r. Dodd, the Board approved upgrading Of all ranks of Deputy positions in th~ Sheriff's Department to a level one step below the Police Department effective July 1, 1182 an~ i~ the event the Police Department positions ara upgraded as a result of the Hay Study, =he Deputy positions will be re-evaluated and not automatically upgraded. Girone, Mr. BookDa~ and Mr. Dodd Absent: Mr. Daniel Mr. Howell Was present and stated that the last rate increase of hangar foes, etc. at the CheSterfield County ~irport was in January of 1980. ~ Stated that since that time, the Cost of Living Index had increased 24%. He stated a survey conducted by his departmen~ including airports located in NQr~h Carolina, South Carolina a~d Virginia iadicated hangar fees an~ tie down rats~ in these lecaliti~e were higher and the facilities were not as large Or as modern aS Chester~ield~s. Mr. Dodd ~tated he felt the hangar fees and tie down rates should be adjusted annually during the ~udget preuess in the future. Mr. Bookman stated he did not agree with the start-term parking charges. ~e ~uggested charging a parking fee or overnight fee after eight hours. Mr. O'Neill ~tated he also agreed with that suggestion. ~r. Howell stated short-term parking fees are not a universal practice and i~ had not teen included in the survey. ~r. O'Neill inquired if the rata inereaae for hangars were sufficient as Banover Codnty was charging $160 and w~ were proposing a~ increase from SlOe to $125. Mr. Howell Stated they were trying ~o ~x~rcise moderation so th~ iRcreRses weuld be palatable to the flying publfc. Mrs. Giron= inquired why the rates were being raised. She stated she objected to raiein~ them without justification as to why. ~r. O'Neill stated this the Airport operating in a deficit and all were aware increases were needed. Mrs. Girone also ~tated it was her understanding that the Audit Committee had instructed staff not to allow charges on a Chesterfield County account and to accept only major credit cards. She further stated it was her nnder~tanding that charges were not to be carried Over ~0 days, Mr. ~cdge stated that OUt o~ s~ate customers were required to pay with in Chesterfield County could carry charges on a COunty County charge accounts were over 38 days old and Staff was looking into that matter. Ee stated tha~ the County charge was for the convenience of local businesse~ add industries who utilize th~ Airport. ~rS. $1rene also stated she wa~ concerned about the Storage of items other than airplanes in 82-302 the hangars. Mz. On motion of Zro Dodd, seconded by Mr. Bookman, the Boazd approved the street light request for the inter~ection of Old War,on Dfiv~ and ~hamroek Drive, Dale District~ with any aa~ociated costs to be expended from the Street Light Funds. He indicated that Mr. Apperson had served since 1964 and Mr. Ritckle since It was generally agreed the BeaEd would reeogniz~ gentlemen for their outstanding service at the July 28, meeting.
