Daniel requested that if a citizen washed tO addres~ the Board in ~he futur~, %hat ~heir name and subject for ii~Oussion also be mentioned in the Eoard paper. ihi~f Pittman introduced Captain Mark wilson who had recently retired ~rom %he Police Deparlment.. On motion of the Board, the following r~olution was a~opted; Whereas; Captain Mark E. wilson retired ~rom the Ch~ster_leld CounTy Police Department on 5~ay t, 1982; and Whereas, Captain Wilson provided thirty-one (31) years of quality police service to the citi-zens of Chesterfield COUn=v 82-350 will miss Captain Wilson's diligent service. Marion Baddorf, Soccer Director for ~Pams Athletic Association, who expressed appreciation ~o the ~oard for allowing s soccer program in the Counfy which now :omprisss over 5,0~ youth. She stated the Reams Association ~lone has 10~ volunteers working with the soccer program She :ta~ed that they also appreciated the assistance rec~ive~ from he Parks and Resreation Department in this endeavor and added hat soccer is growing faster than snvon~ anticipated in the !tasty. She stated that the ~ms Athletic AsSociation weu~d ike to present the Board with a check in th~ amount Of $500 hick ~¢ould purckas~ seed fo~ one of the three sOCCer fields ocated et M©nacan Righ School and also to challen~e other ssociatiOus in the area to also donate a similar amount to the ounty. MS. Bad~orf uresented ~r. Bookman with the check. Mr. ookman and e~her members of the Board expressed appreciation for he donation. 82-351 Mrs. ~cGulre, County Treasurer, stated that thm County has reeelved national recosnition by Mcgraw Hill in the June, 19~ Pzoduct Information Network Advisory Report for its cash receipt reporting system in h~r office. She stated since th~ report had received several calls nationwide and several visit~ from Xocat jurisdictions. She stated tha~ the system has visual with in~nediats up,ate ~o the County's accounting system which is the main reason for th~ recognition. She introduced John Hancock, Syste~ Planaer, and ~tated hs and Data Processing were r~sponsible for tyin~ ~he two systems together. Mr_ Hancock stated his appreciation for the Board's support and confidence w~ll as that from the Audit Committee. Ee stated he felt this was an improvement and Dotter utilized %he ~axpavers money, Mrs. McGuire stated that the County of Henrie~ will b~ initiating a similar syste~ in the near future. Mr. ~edrick stated he felt the system wa0 a qreat accomplishment but also Commended bhe cooperation between the County Accounting Department and the Trea~urer'~ Office. Th~ Board expressed their gratitude to ~%cGuir~ and others for their making the =y$~em successful. ~r. Hedrick stated this date and time had been advertised for a public hearing to consider the restrictiDg of through tru~k traffic on Osborne and Coxendale Road b~tween Route 1 and I=95. ~. Williams stated thio hearing is require by state law prior to the Virqinia D~par~ment of ~ighways and Tranmportation public kearing and action by the Highway Co~ission. ~r. Frank Hodges~ representing the Nermandale and Coxendale residential areas, presented the Board with a petition signed by 287 property ownere and residents of ~he area as well aa 23 letters in suppert of the proposed m~triction. He ~tated that the trucks presented a noise nuisance and danger to their residential neighborhood and children, the roa~s were not ~eeigned to accoRT~odate hsa-¢y traffic and the roads are deteriorating. He stated the trucks cause p~oblems with residential parking~ with resid~ntlal traflic and residential propmrty d~age. Ee stated that this petition has ~ean forwarded to the Virginia Department of ~ighways and Transportation as well a~ the Chesterfield County Planning Co--lesion. Re stated they woul~ like the restriction to apply to Arcadia Avenue and Rio Vizta Street as well. Mr. Dcdd inquired i~ Rio vista and Arcadia could be included in this public hearing. Mr. Micas stated he felt that since two specific roads were advertised, it would be best ~o address Only tkose at this t{me. Mr. Dodd stated he felt it would be beneficial to include Rio Vista and Arcadia and inquired if the residents ~ould be wiltiDg tO agree to s 30 ~ay d~ferral in order that th~se two roads could also be included. ~r. Hodqe$ indicated it would satisfactory. On motion of Mr. Dodd, seconded by Mr. Daniel, th~ Board d~ferred further consideration of this matter until September 22, 1982 an~ further aUtkorixed staff to advertise for consideration at the September 22, 1982 meeting, the restricting of thrQu~h ~uck traffic On Bio Vista S%ree~ and Arcadia Avenue in conjunction with the restriction on Osborne and Co×endale Roads. On motion of ~. Daniel~ seconded by ~k. Dodd, the Hoard a~hori~ed ~he County A~m~nlstrotor to enter into a contract for =be 9urchase ui 2.05 acres of land located on Kinguland Road from JOhn E. sn~ Sylvia ~. Dodeon and Henry ~., Jr, and vir~inin B. ~yers for inclusion as part cf the proposed Dale Park for $16,626 which funding is tn be expended as follows~ $12,000 - Dale District Bond Funds 4,626 ~ Dale District 3¢ Road Fun~s ~2-352 prepare a plat for the dasd as part of the closing on the property. Mr. Wagonknecht slated that the Courtly library system had received an additional 827,000 in aid from th~ State Library %hen originally anticipated. He stated unde~ the present budget, s~rviee levels cannot bo maintained without this funding. stated if this additional $~7,000 i~ added to the library budget, service levels will ~e maintained until tko end of September. ~tated that there i~ a study underway at this time which will b~ completed a~out O~tober 1, 19S2 which will deal in staf£ ©potation, eta. ~e a~ated at that time~ h~ would have a better insight on the operation of tko library system and will report hie findings to the Board, B~ stated that when co~p~rin~ the hours of operation of the central facility to the o~her 17 jurisdictions with a population of 100,000~, %he County is iow. ~r. Dadd inquired what w~uld happen should the County be ~hort $27,Q00 next year. ~r. Wegenknecht staled the trend ~eems to be fo~ ~id to incrsa~e and not dec~oase as the Connty received $27,0~0 mere than anticipated fhis year. Mr. Daniel stated he understand~ p~ople will utilize libraries when they have no funds to do other things. Mrs. GLrene stated ~he felt ~he system was 'doing more with le£s, which 2he felt wa~ excellent. Mr. Hedriek reminded the Board that uubstantiat Cuts ware made from the library budget un~il the ne~ director was hired. ~ft~r further discussion, i~ was on motion of Mr. Duni~I~ seconded by Mr. Dodd, the Board adde~ $27,000 ~o the Librsry'~ budge2 with revenue from the State Library to be increase4 by the On ~tion of ~_r. On motion of Mr. Daniel, seconded by Mrs. Girone, the Board adopted the following resolution: Whereas, the County ha~ received nn~erous complaints parking along Bonniebank Roa~; and Whereas, thi~ parking situation restricts ~lqht distance, New, Thore~ore~ Be It Resolv~d that the Chesterfield County Board of Supervisors requests that the virginia Depastm~nt of Highways and Transportation install "No Parklng'~ 5iqn~ along southside of Benniebank Roa~ (Ro~to 2393) fro~ Hopkins Road Route 63V) tO South Frestonwood Avenue (Route Mr. Daniel inquired if there w~re a mechanism by which the above resolution could have been hanOled administratiYsly rather th~n waiting for the Board to take action. ~r. ~edrick stated that the Eighway Department requires resolutions and that until Some procedure could be adopted or approved, this is the proper Mr. Hedrick advised the Board of outstanding appointmsnts. On mu~ion of ~r. Dodd, seconded by Mr. Booku~an, the Board accepfed ~h~ resignatioa of Mark Clark from the Youth Services rescission effective August 13, 198~. ~ute: Unanimous Dn motion of Rt. Bookman inquired if a~l 9oard members wer~ seeking ~n ~ppoiutee to tht Advisory .B~ard of the Central Virginia Health ~ys~ems Agency, Inc. He stated he felt thin could be ~mbarrassing to four o~ the possible five nominees when only eno ~u~ be appointed. It was generally agreed that Mr. Bookman be r. Daniel zsquested ~r. ~rank Gee, Rssideut Engineer with firginia Department o~ Highway~ and Transportation, tc report on -he Cogbill Br±dg~, ~. Gee ztahed tha~ last Friday %he bridge )n Cogbill Road developed the need for repairs which was thought ~uld tak~ only two weeks but extensive repairs are needed. H~ ~tated that they ~ill need to replace the deck and the wall. He ~tated that ~he Department would like to let an emergency contract to replace the daok~ improve the ~ppreaches and ~krengthen the steel. Ke stated the cost i~ estimated to be $75,0a0.. He stated that tko Department would use $$0,0Q0 from i~ maint~nanc~ ~eserva and the County could use ~40,000 allocated to Coqbill Road this year and $~,Q00 which was allocated to Cogbi!l ~oad next y~ar. He stated that major improvements to the Cogbill Road ~ridge were planned for 1985 which would ~est approximately $6QQ;Q0O and that this work would delay the need for that indefinitely. Mr, Daniel stated that bridge at this time. After further discussion i~ was on motion of Mr. Daniel, seconded by ar. Booknan, resolved that the Board authorfz~ the Highway Department to let au emergency contract for improvements %~ the Coqbill Road brid~e with $30,0~0 comlnq from the ~iohway Department maintenance reserve and ~40,0QQ from this year's Cogbill Roa~ project and $5~000 from n~xt year's Cegbill Bead project. ~r. Daniel requested {bat a release be prepared and ~istributed to the press ~n o~der that area resident~ w~uld ba aware that the bridge would be closed 60 days wether ~han two weeks. Bridge including the raised sidewalks and aggregate material had 9eon approved. He stated tha~ bids will be let in February, 1~85. Mrs. Girone s~aced that she felt ~ight men,ks was anneceasarily long to repair ths bridge. ~r. Gee stated %he intersostion of Route lQ and Chippanham ~eather delays. Be stated :he weather had delayed some of the ~houlder work which caused the opening to be later than ~riginatly anticipaaed~ ~. Dcdd introduced Mr. Bryan Walker who was present at the ~eeting. Mr. Walker stated hi~ concern for the 01d Stone Bridge trussing Falling Cfsek. He stated the bridg~ is in seriou~ ~endition, that tr~s are growing Our of the atone work, there ~re hules in the walk,ay, there is a pine tree beside the bridge, ~he stone on top of the bridge is missing cement, etc. which is tangerous as well as the bridge might collapse. He stated this ~ridge was built in ~823 and has signlfioant historical value. te stated his civic association was interested in this project. {e expressed his appreciation for the street lights and the 12.A. 13 .A. ~l~aning of kh~ area. ~r. Dodd stated that ~e Planning Departmen~ had remedied fha proDlem. ~r. Gsa stated he wa~ not ~ure who had r0epon~ibility for the bridge but the Department did have responsibility for the wayside. Mr. Dodd re~ue~ted that the Department attempt some preventative maintenance until it could be determined who Qn motion of the Board, the virginia ~i~toric Landmarks Commission and the Virginia Department of Highways and Transportation are h~reby regueste~ to inve$ti~ate who is 'responsibl~ ~or the preservation of th~ 01d Stone Bridge crossin~ Falling Creek and to take a~p~opriate action to remedy problem. Mr. Gee stated he would lo~ into this matter. Mr. Bookman expressed appreciation for the paving of Newby'~ Bridge Bead as all was done and not jumt a portion. Mr. Bookman inquired about Providence Road and if the Count~ is holding up ~he Department. Mr. Qee stated there ~y be some legal muttons involved and he will discuss this with Mr. Bookman later. Mr. Book. an inquired about Elkhardt Roa~. Mr. Gee ~tated there were some alternatives which he would also llke to diseugs with Far. Bookf~an at m later Mrs. Girone stated she ha~ received a letter from the Midlo~hian Ruritan Club Transportation Committee in which they address Mt. Herman and County Line Road which stilt have unsignaliz~d railroad cro~sin~s. She inquired when this could ~a completed. Mr. Gee shaked that the Board adopts the six year plan and that one crossing a year is anticipated to b~ accomplished and it would have to be include in that clan. Mtg. Girone stated she had not been aware that these two~roads were n0~ signalized. She forwarded a copy of the letter to Mr. Ge~ and requested he respond to the matter. Mrs. Cirone r~quested that the pot holes in 01dbUry Road be repaired. Sh~ stated that ~here is a landfill operation currently in the area and feels the trucks are aiding ~o deterioration of ~he ~oad. M~. G~ stated he would check into On motion of Mr. Dodd, ~c6nd~d by Mr. Daniel, the BOard approved the installation of a street light cn G~neral Boulevard and Petersburg Pike, not at General ~oulevard and Velda Road with any necessary funds to be expended form the ~ermuda District Street Light Yund~. Vote: Unanimous On motion of Mr. Daniel, s~conded by Mr. Podd~ the Board approved the installation cost cf $240 for a street light at the interaectiom of Iron Bridle ~oad and Cgbla~ision with the funds to be expended form the Dale District S~reet Light V~te: Unanimous M=. Painter presented th~ Board with the wa~er and sewer financial reports. Mr, Daniel questioned the balance of ~ha water ~und ~rom $3~718~648 %o $374,~31. Mr. Painter 5tared that 13.B.1. 13 .B. 2. 13. C. included $3r295,000 for 19~2-~ Capital Improvements Program and added that approximately $t,500,O00-$1,TQ0r000 may net be needed for th= Swift Creek Plant. ~{r. ~edrick stated that Hr. Painter and his staff should be cem/~ended for their efforts regarding th~ Swift Creek Plant as it appears that different alternatives for filtering and treating the water may be approved and could save the County the indicated funds. The Boar~ thanked Mx. Painter and his staff for efforts regarding this plant. Mr. O'Neill i~quire~ about the water Lines from Lake Chesdin and the water pre~Bur~ at th~ Airport. Mr. P~inter stated there is .water through the lines ~urrently but it will not be in full force until the tank is c~mpl~ted which will be in ~eptember. On motion of Mr. Dodd, ~condad by Mr. Daniel, the Beard approved a request to expand Contract No. S88-133C, installation of sewer lines to serve Irvin~ale, to se~'ve ~ive add,floral homes on Starlight Lane which cast is estimated to be $17~945.29 and further the Board ap~ruprlated $1O,00O from 574 surplus to 380-1-70334-4393. Vote: Unanimeus On m~tion of Mr. Dodd~ seconded by ~r. Daniel, the Board approved th~ request of th~ d~velopers of Tfuehe~rt ~elght~, Contract' $77-26CD, for an extension of time to receive refunds from sewer VeLe~ Unanimous Mr. Joh~ Barmen, Right=or-Way Agent~ stated that settlemmnt~ with Carroll and Wands C. ~atson, James H. Jones and Everett S., Jr. an~ Allyson L. Hopkins had bean made for sewer masements for North Beulah Village a~d condemns%ion proceedings should be deleted from the agenda. Mr. Thomas J. Hampton was present representing-Mrs. Louise ~. Ployd. ~ stated Mrs. Pluyd do~s not want ~o have a sewer ~asemant through her p~Op~fty. Ke mtatsd that the easement will destroy trees which have existed for many years, that she has lived in this location for 40 years, and that smwer could tome through the Kingsland Creek area should she decide she wanted it. ~ stated this will devalue her property but if the CQUDty insists on taking the property she will setcl~ for $1,000. Afte] further consideration of the matter, Lt was on motion of Mr. Daniel, seuonded by MX. Bookman, resolved that the condemnation proceeding~ against Louise ~ill ~loyd be deferred until Septembe] 8, 1982 to allow for further negetintions. Vote: Unanimous On motion of ~r. Daniel, seconded by ~r. ~eokman, the Hoard authorized the County Attorney to institute condemnation proceedings against the following property owners if the es set opposite their names are not accepted. And further be it resolved, ~hah the County Ad,iris%rater is authorized to notify said property owners by certified mail of the intention ef the County to enter upon and =aka the property which is ~o be the subject of said condonation proceedings. HR stated that tbs Utilities Department had grown from 33 employee to t81; that there were 6,900 water custum~r~ and now there are 36,000~ %hat there were no sawer customers and now there af~ 82-35~ 14. 2g,O§O; that eh~re wac a budget of $210,000~ and now it is $11,000,000+, He added Mr. Painter had been an asset to the COUnty during the changing of the system. Mr. Bookman stated the County ha~ one of the best utilities systems because of Mr. Painter aud expressed hi~ appreciation and best wish~s tO him. Mr. Dodd stated that Mr. Painter had from time to time "saved the Board members from %kems~ives" in the direction given. He stated that he reqreted ~r. Painter's leaving and asked that he cen~ider serving az a consultant in the future. Mr. O'Neill stated Ghat Mr. Painter we~ an example cf the ty~e of employee that wes needed in government--one who put the taxpayers and th~ ~ob fir~ and foremost. He wished Mr. Painter much success in his future retirement. Mr. Daniel stated that even though he had not worked with Mr. Painter for many years, he aDpreciated the assistance given. He sta~ed further t~at th% COunty Administrator should try to find a r~placemsnt for Mr. Painter prior to December 31~ 1982. ~rs.
